Intersectoral differences in public affairs: the duty of public reporting in public administration

Public reporting is a requirement for public affairs practitioners in public administration because of the democratic context in which government operates. By reporting to the public‐at‐large on agency activities, government agencies contributed to an informed citizenry, the essential foundation of a democracy. For public affairs in business administration and non‐profit administration, public reporting is desirable rather than mandatory. Public reporting was traditionally accomplished indirectly, through news media coverage of government. However, recent research suggests a diminution of interest by the media in fulfilling its role as an instrument of democracy. This means that the public reporting obligation of public affairs professionals in public administration needs to shift to direct reporting, through such products as annual reports, newsletters, TV programmes, Internet websites etc. Copyright © 2002 Henry Stewart Publications.

消防监督必须依法行政

著名思想家孟德斯鸠提出的“三权分立”思想确立了分权运行的“依法行政”原则。“依法”则是现代文明社会的一个重要标志，在一个法治国家里，“依法行政”则处于核心和主导地位。 “依法治国”是我国建设和发展的基本方略。公安消防机构依法行使国家消防监督管理职权，在“依法治国”这样的大环境下也必然要求其权力的行使要依法进行。     

伦理实体:道德教化的社会环境支持

人们在讨论道德教化问题时,一般都认为只要制定一套合理的道德原则和道德规范,教育人们遵守执行,就能提高人们的道德水平。而实际上,道德教化是人的内在心灵的整体生长,所以需要社会的伦理环境的支持、营养。因此使人们的生活共同体成为伦理实体,对道德教化来说是绝对必需的。     

Between Domestic Learning and External Coercion: Budgeting and Fiscal Management Reform in Greece

ABSTRACT

The article examines the interplay between external pressure and domestic learning through a case-study of Greek budgetary and fiscal management reform. Pre-crisis, budgetary management inadequacies were not efficiently addressed, mainly due to lack of awareness of problems, a low uncertainty environment and a strong political propensity to maintain discretionary use of financial resources. In contrast, crisis-era bailout conditionality represented a drastic change in the environment, increasing uncertainty and encouraging domestic openness to reform. The fiscal governance framework was significantly transformed, to a point of paradigm change. While there is no doubt regarding the impact of external pressure, the analysis highlights certain aspects that point to a domestic learning process, though variable in different parts of the political-administrative system.     

Trump the antisemantic,and the boundaries of populism

ABSTRACT

In this article I consider Donald Trump as an “antisemantic” president, and link antisemanticism to broader forms of populism. Drawing on Stuart Hall’s analysis of Thatcherism, I explore the political and discursive domains as intrinsically linked in the Trumpian moment. Second, I turn to a theory of the antisemantic, showing its difference from the Orwellian universe. Where the Orwellian model depends on the inversion of meanings, the Trumpian paradigm (“Truth isn’t truth”) attacks the foundations of meaning itself. In the Trumpian age the internet also acts as a dark multiplier, thinning out meaning through its distortions and profusion. As counterpart to these patterns, I show how the antisemantic rests on certain symbolic fixities, especially around boundaries and the “uber” symbol of the wall. I end with some notes on how to reconstruct a sense of accountability in meaning, and to think of boundaries that are transitive and generative rather than singular and walled.     

Asbestos populism in David Foster Wallace’s Infinite Jest

ABSTRACT

This essay considers the changing relationship between asbestos and populism, as both terms travel across different semantic contexts. It argues that this dynamic relationship can help to outline a populist ecology, through which resource actors such as asbestos play a more significant role than either populist leaders or their people anticipate. Drawing on David Foster Wallace’s Infinite Jest as a site for examining the implications of this asbestos-inflected populist ecology, the essay suggests new ways of linking the recent populism of Donald Trump to an older, more articulate populism, exemplified by Pierre Trudeau.     

论我国民事行政检察建议的定位与改革

我国现行民事行政检察建议制度存在诸多问题,其原因是对民事行政检察建议定位存在误区。民事行政检察建议不是法律监督行为,而是具有一定约束力的事实行为。可以借鉴行政指导理论,将民事行政检察建议定位为检察指导行为。民事行政检察建议制度改革应当明确民事行政检察建议的范围、完善民事行政检察建议的程序、提高民事行政检察建议的理论水平、提供公正的司法救济。     

Family Representative Payeeship and Violence Risk in Severe Mental Illness

Although representative payeeship is prevalent among people with mental illness and shows promise to positively influence clinically relevant outcomes, research also suggests this legal mechanism could be implemented in ways that are problematic. The current study examined whether family representative payeeship was associated with elevated risk of family violence perpetrated by persons with severe mental illness (SMI). Data were collected every 4 months for 1 year in structured interviews with N = 245 persons with SMI who received disability benefits. Multivariate analyses showed that substance abuse, history of violence, frequency of family contact, and family representative payeeship were associated with elevated odds of family violence. Analyses also showed family contact and family representative payeeship had a cumulative effect on increasing the predicted probability of family violence (controlling for covariates such as violence history and substance abuse). The data shed light on the potential for family representative payeeship to be associated with increased risk of interpersonal conflict and violence in SMI.
