正确理解群众路线与社会主义核心价值体系的关系

当前,在中国特色社会主义事业建设中,要提高我国的综合实力,就必须深入开展社会主义核心价值体系的学习和教育,并将群众路线贯彻其中。二者在本质上都是服务人民、联系群众,并且以实现社会主义价值理念为核心;群众路线在社会主义核心价值体系的学习教育和推广过程中得以丰富和发展;践行群众路线与社会主义核心价值体系的建设都是长期的过程,是曲折中前进的过程。     

改革开放以来的中国公共行政学

改革开放以后,中国公共行政学得以恢复与重建,并逐渐确立了其应有的学科地位,从而获得了更大的发展空间,取得了辉煌的成就:高等院校公共行政学科学院化,建立了完整的专业教育体系,专业性学术组织蓬勃发展,创办了一批专业学术期刊,积极开展国际学术交流;研究领域不断拓展,研究范式不断转换,研究方法不断改进,话语体系不断构建等。公共行政学的发展在推动我国行政体制改革、构建服务型政府、转变政府职能、培育公共精神、提升政府治理能力等方面都起到了重要作用,但在没有形成完备的本土化理论体系、研究方法的结构性失衡、公共行政的合法性危机等方面,仍面临较大的挑战。不过,全面深化改革的进一步推进、国家治理体系与治理能力现代化水平的逐步提高、互联网与大数据技术的广泛应用,也为公共行政学的发展创造了巨大的发展机遇。未来中国公共行政学的发展要立足现实,及时回应和满足社会变革的需要,创新公共行政学的研究范式与方法,构建具有中国特色的公共行政学话语体系和本土化的公共行政学理论。     

The effects of technical parties and partisan election management bodies on voting outcomes

Research on election integrity has noted the important role of election administration in facilitating free and fair practices. However, limited research has assessed how the staffing of polling station level election commissions may influence voting. Using extensive personnel and election data from Ukraine, this article investigates how partisanship and liberal registration rules permit major parties to “stack” election commissions with sympathetic officials. The empirical analysis demonstrates that the placement of representatives from major parties, or affiliated parties, in leadership positions on polling station commissions is associated with improved election outcomes.     

America First? Trump,Crime, and Justice Internationally

ABSTRACT

“America First,” as presented by President Trump, argues for an international strategy that persistently places America’s interests above those of anyone or anything else. Consequently, Trump has reshaped the international perceptions of the United States and has created more difficulties for the U.S. in coordinating of global leaders in resolving complex issues in the world. This essay reflects on how Trump and the United States are viewed internationally, the impacts of Trump’s anti-immigrant and pro-White nationalist rhetoric, Trump’s responses to humanitarian crises around the globe, and the potential impact of Trump’s stance on global climate change. Given these considerations, it is questionable whether “America First” policy has made “America Great Again” in the eyes of the world.     

民国时期西康民族地区的农村合作运动

民国时期,西康省民族地区的农村合作事业得到了一定的发展。在省、县两级合作行政机构的推动下,西康省农村合作社及社员数量不断增多,合作社业务也不断充实。同时,合作贷款以及合作教育也有较大推进。农村合作运动对西康民族地区近代农村社会的发展和变迁有着重要意义,对西康地区各民族的团结统一也做出了积极贡献。     

The dilemmas of pursuing ‘throughput legitimacy’ through participatory mechanisms

Under pressure to open up the ‘black box’ of governance, technocratic bodies are increasingly seeking to include civil society participation in the policy process. This article draws on empirical cases from the European Commission and NHS England to assess the extent to which the participatory mechanisms pursued by these institutions have been successful in eliciting ‘throughput legitimacy’. It is shown that though these mechanisms have taken very different forms – the former a classic instance of ‘window dressing’ participation, the latter closer to ‘best practice’ in this field – they nevertheless share a number of ongoing vulnerabilities. The article outlines the shared organisational, operational and existential dilemmas that technocratic bodies face when eliciting civil society participation, and highlight their reliance on backstage negotiation to sustain stakeholder buy-in. It concludes by highlighting the prospect that the pursuit of throughput legitimacy for technocratic bodies entails inherent limitations and contradictions.

论行政审判权的有限性

行政审判权是国家宪政制度在政治、社会实践中的具体体现。多种因素决定了行政审判权具有有限性,对此进行探讨,有利于正确处理行政审判权与行政权的关系,有利于行政审判权的正确行使。     

城市房屋拆迁中的公民财产权与国家行政权

文章通过展示在我国城市房屋拆迁中的各主体权利和权力的行使,历史地、动态地考察在法律制度存在缺陷的情况下,行政权力的膨胀、公民财产权意识的滋长、行政权力的自我调整以及司法权在行政权与公民财产权之间的角色定位过程。在此基础上进一步提出法治国家中公民财产权与行政权的理想范式。
