民族地区和谐社会构建中的政治沟通

民族地区特殊的区域环境、复杂的民族关系、多元的民族文化、普遍的宗教信仰、落后的社会经济等,决定了政治沟通对民族地区和谐社会的构建具有特殊的意义。要加强政治沟通主体建设和公民政治社会化教育,疏通和拓宽政治沟通渠道,保证信息的有效性,加强和改进政治沟通,推进民族地区和谐社会建设。     

民族村寨文化的复兴历程——以云南石林月湖村撒尼文化变迁为例

改革开放以来的20余年,是少数民族村寨文化受到现代化冲击最为迅猛的时期,民族村寨文化在这一时期先后经历了两次大规模的复兴与重构。20世纪80年代发生的是族群内部自下而上的自发性文化复兴,90年代至今仍在继续的则是“他者”介入后自上而下的引导性文化建构。从本质上看,这两次村寨文化复兴都是民族文化持有者对现代性语境下的族群身份、文化归属、自我认同等所进行的努力与追求。     

边疆少数民族人力资本存量短缺问题研究——以云南省德宏傣族景颇族自治州为例

云南省德宏傣族景颇族自治州是一个集边疆、山区、多民族、贫困为一体的边疆少族民族自治州,少数民族人力资本存量供给制度性短缺和需求性短缺的矛盾突出,根本原因是基础教育的缺失,只有提高少数民族地区基础教育水平;发展边疆少数民族地区成人教育和职业技术教育,营造有利于提高少数民族人力资本存量的制度环境,才能真正解决少数民族人力资本存量短缺问题,促进少数民族地区社会经济发展和社会和谐。     

The Psychological World of the Gay Teenager:Social Change,Narrative, and “Normality”

This paper examines the application of concepts of normal adolescence pioneered by Offer and colleagues to the study of gay and lesbian youth. Adolescent development among this population demonstrates remarkable historical variability along the lines of generation-cohort, revealing the utility of a life-course approach to the study of normal adolescence. Concepts of normal adolescence appear to shift with changing narratives of identity for sexual minority youth. We contrast two narratives of gay youth identity development that have emerged since the inception of substantive research programs on gay adolescence: (1) the narrative of struggle and success that came to dominate the literature in the 1980s and 1990s and (2) the narrative of emancipation that has emerged from the work of Savin-Williams and others who argue for a recognition of the diversity of adolescent development for this population. In relating this contrast to Offer’s seminal contributions to the study of adolescence, we suggest that the most normative feature of human development, particularly during adolescence, is its connection to discourses of identity through the formation of personal narratives that anchor the life course and provide meaning to conceptions of self-development. The example of shifting narratives of gay youth identity development is meant to exemplify this characteristic feature of human development. For nearly two decades he collaborated with Dan Offer as the director of the University’s component of the Adolescence Training grant shared jointly with Michael Reese Hospital and Directed by Dan Offer. His recent work focuses on the interplay of history and social change in the study of lives over time. Advanced doctoral student in the Department of Comparative Human Development. His work examines the cultural psychology of adolescence and emerging adulthood, with a focus on identity and narrative. His earlier work with former student of Dan Offer, Maryse Richards, focused on the study of ethnicity, context, and normal adolescence. Most recently, he has been studying culture and normal adolescent development among Israeli and Palestinian youth. In 2007 he will be appointed an Assistant Professor of Psychology at the University of California-Santa Cruz.     

Security relations in the Black Sea region: Russia and the West after the Ukrainian crisis

The Ukrainian conflict – as all post-Soviet conflicts – has three interrelated dimensions – global, regional and local – with deep implications for international security including the Black Sea region. The strategic interdependence between Russiaand West during the last decade became not only anaemic but antagonistic. The regional implications of that can be compared to the boomerang effect: problems at the strategic level affect the regional level and return to the originators. Generally speaking, Commonwealth of Independent States conflicts can be viewed as the product of the Soviet legacy and the patchy collapse of the USSR as well as the ill-conceived policies and mistakes of the involved parties, Russia and external actors – USA, NATO and EU.     

When Second‐Best is Still a No‐Brainer: Why Labour Should Shoot for a Majority Coalition in May 2015

The chances of Labour winning the 2015 general election with a comfortable overall majority are vanishingly small. It could, however, emerge as the largest party or finish just a handful of seats behind the Conservatives. Either scenario would give it at least a chance—and a bigger chance than many realise, we argue—of forming a government. In that event, Labour may be faced with a choice between getting together with another party (or parties) to form a majority coalition or else forming a minority government (either on its own or with one or more partners), which could assemble different majorities for different pieces of legislation or try to negotiate a ‘confidence and supply’ agreement. Given the precedents from the UK and overseas, we argue that, faced with this dilemma, Labour should do all it can to form a majority coalition. We also argue that Labour can learn some useful lessons from the Cameron–Clegg coalition.     

黔东南苗族侗族自治州出生性别比失调问题研究

本文在对贵州黔东南苗族侗族自治州出生性别比长期、重度、整体偏高的历史与现状描述的基础上,就其失调原因及影响进行了分析研究,并结合调查就治理问题提出了建议,以期为民族地区和谐社会建设所需的良好人口安全环境构建提供积极的资政参考。     

公共财政支持民族地区新农村建设的对策研究

推进民族地区新农村建设,不仅关系到全国新农村建设全局,而且关系到各民族共同团结奋斗、共同繁荣发展全局,是推动民族地区农村经济社会又好又快发展的重大举措。随着国家对新农村建设投入力度的不断加大,财政支持民族地区新农村建设必须善于做好“加减乘除”,合理安排和用好财政支农资金,充分提高其运行质量和效率,让公共财政阳光更好更多地照耀民族地区新农村。     

权利冲突中的少数主义原则

权利冲突问题一直以来都是法学研究的一个热点,同时也是一个难点,而多数人权利与少数人权利的冲突问题,则可以说是难点中的难点:因为处理不好它有可能导致民主制度的颠覆或多数人的暴政等问题.考虑到法学首先是一种实践性学科,因而对这个在实践中经常遇见的问题进行理论上的分析并提出解决之道就是法学的当有之责--而"少数主义原则"正是对这一问题的可能答案.
