实践“三个代表”要求 全面推进统战工作

“三个代表”重要思想是我们党的指导思想 ,也是我们做好统战工作的行动指南。统一战线要实践“三个代表”要求 ,就必须始终不渝地坚持党对统一战线的领导 ,始终不渝地坚持为党和国家的中心任务服务 ,始终不渝地坚持为人民服务的价值取向 ,始终不渝地坚持与时俱进 ,开拓创新。     

论侦查程序中的辩护——基于联合国刑事司法准则的视角

辩护权是刑事诉讼中犯罪嫌疑人的一项最为重要的防御性权利.侦查程序中的辩护与审判中的辩护具有同样重要的意义,但在我国刑事诉讼中侦查阶段的辩护较为落后,这使得犯罪嫌疑人的权利难以得到保障,有碍司法公正.联合国刑事司法准则对刑事审前程序中的律师辩护作出了规定,我们应予以借鉴,以完善我国侦查程序中律师辩护制度.     

《联合国反腐败公约》与刑事诉讼法再修改

《联合国反腐败公约》是联合国反腐败领域的第一个重要公约,加入和实施该公约对于我国的刑事司法改革和反腐败斗争必将产生深远影响。该公约的基本精神是“强化严惩犯罪的力度,保障正当程序的底线”。我们应当以此次刑事诉讼法再修改为契机,适时调整我国的刑事司法制度,与公约的要求相适应,以使我国的刑事诉讼法更趋于合理和科学。     

The European Union in Sudan: A Missed Opportunity?

Abstract

International organisations active in Africa are often criticised for their ineffectiveness. So too is the European Union (EU), which is also accused of failing to assume a more prominent conflict management role in war-torn countries. This article examines the EU’s capacity and readiness to take on such a role in one such country, the former Republic of Sudan, home to Africa’s longest-running civil wars and the first ‘genocide’ of the 21st century. It begins by outlining the EU’s record in Darfur and the North–South Peace Process. Drawing upon 25 interviews and Hill’s ‘capabilities–expectations model’, it then questions whether the EU’s ‘capabilities’ (resources, instruments, unity) were ‘fit for purpose’ in Sudan’s hostile target setting. It concludes by identifying settings that have been more propitious for a conflict-related management function and by suggesting that the EU should better manage expectations about future security roles.

As Zambia completes 50 years of independence from British rule, an assessment of the present state of the country is topical. This article argues that, for all the setbacks that Zambia has suffered over the past half century, substantial progress has been made in a number of areas and that the Zambian people have maximised the opportunities that this progress has generated.     

Keeping face in the public sphere: recognition,discretion and Uzbekistan's relations with the United States and Germany, 1991–2006

The manner in which President Karimov's roles were recognized in the global arena affected how Uzbekistan's international relations developed – a perspective that highlights both the form and the content of bilateral relationships. While mutual interests are crucial to beginning a relationship, it is also important to understand how those relations were recognized in public and dealt with in private. If partners managed to recognize Karimov's agenda publicly, or at least act with discretion, this tended to create an atmosphere favouring cooperation. As such, recognition and discretion reveal much about Karimov's concerns with international equality and self-reliance, pointing to the reasons why Uzbekistan's relations fluctuated more with some actors than others. The United States and Germany are ideal examples of that ambivalent situation: Washington often cooperated with Uzbekistan on security matters, but then saw its military personnel excluded from Qarshi-Qanabad after the 2005 Andijan crisis; whereas Berlin witnessed little change in its relationship with Uzbekistan and continued to lease a base in Termez after 2005. This difference in outcomes can be explained in part by a dynamic of recognition and discretion.

中华民族凝聚力的增强离不开统一战线,统一战线的发展需要不断增强中华民族凝聚力.从这个意义上说,在全面建设小康社会、加快推进社会主义现代化的今天,积极探索如何做好新社会阶层的统战工作,既是新时期统战工作内在发展的要求,更是统一战线与中华民族凝聚力获得新发展的一个生长点.
