In East Asia, the Action Plan of the Coordinating Body of the Seas of East Asia (COBSEA) aims to protect the marine and coastal environment. COBSEA is funded by member countries and UNEP, member countries discuss common problems and resolve and diagnose cross-boundary degradation of marine environments. Success has come from funding for coral reef community activities and the Global Environment Facility funds for the South China Sea Project. COBSEA is actively engaged in the Global Plan of Action for Land-based sources of pollution and the Swedish Government is funding a programme to integrate marine and coastal activities in East Asian Seas. COBSEA is not always successful because of lack of member countries’ commitment and understanding of marine and coastal degradation by the wider community. COBSEA could easily combine with other agencies or have closer ties with them. It is suggested that the COBSEA member countries decide on a code of practice for donors and the responsibilities of funding recipients.

京津冀都市圈是我国继长三角、珠三角之后第三大最具发展潜力的经济区域,目前区域内各地区间的分工合作虽已具一定规模,但京津冀都市圈发展仍存大量问题亟待解决。当前区域合作的重点主要在于制定区域一体化发展规划、构建区域交通基础设施网络体系、形成产业链和产业集群并行不悖的产业格局、构筑合理有序的城市网络体系、培育区域市场体系等方面。区域合作要协调好政府推动与市场主导的关系,循序渐进地开展工作,关键在于逐步形成有利于协调区域利益的制度安排。  相似文献

Pregnant and parenting adolescents often cope with a lack of resources as they struggle to negotiate the tasks of motherhood and adolescence. Previous research has determined that young mothers have an increased rate of depression when compared to older mothers. In this study, self-perceived resource adequacy, education, income, age, and environment (urban vs. non-urban) were investigated as predictors of depression at approximately 14 and 36 months after birth in adolescent mothers (N=523). Self-perceived resources accounted for significant variance in depression at 14 and 36 months while controlling for education and income. However, education and income were not significant predictors while controlling for self-perceived resources. Age and environment did not predict depression. Researchers would be wise to focus on a young woman’s view of her situation, as it appears that self-perceived resources play an important role in predicting depression.Post-Doctoral Research Associate at Juniper Gardens Children’s Project, University of Kansas. 随着农村贫困人口的空间转换,城市未来将成为贫困问题凸显的集中地,为完成城市减贫目标,必须回到城市反贫困的政策之中。当前中国在城市反贫困政策上存在定位偏差、目标偏差和执行偏差的情况,救助政策侧重于消极保护,救助对象范围较小,政策之间难以衔接。为解决这些问题,须结合国外发达国家和发展中国家反贫困实践的经验,从定位转型、目标扩展和政策衔接三个方面入手,建设以积极支持为主要内容、以城市居民和新贫困群体为主要对象、"网式"服务的反贫困政策体系。  相似文献

The primary purpose of our study was to explore the effects of rurality on school adjustment and other school-related variables. Using data from 167,738 7th–12th graders located in a national sample of 185 predominantly white communities, multilevel models were estimated for perceived school performance and school liking using a variety of individual-level (e.g., gender, ethnicity, and peer school performance) and community/school-level variables (e.g., school size, rurality, and percentage free/reduced lunch) as predictor variables. Rurality was not significantly related to school adjustment, but rather, the characteristics of individuals living within those communities were. Results also indicated that participation in school and non-school activities, a strength of rural schools, can play a positive role in school adjustment. Given the significant relationships of income and parental education to all of the school-related variables, a key long-term strategy may lie in improving the economic climate of rural areas.

随着改革开放以来城市化的不断推进,中国的城市建设和治理在取得显著成绩的同时也面临着日益严峻的环境挑战和压力。解决城市环境问题和满足城市居民对美好环境的诉求需要不断推进城市环境精细化治理。然而,当前城市环境治理仍然存在着治理理念相对滞后、治理法制不够健全、治理结构有待优化、治理过程较为粗放、治理绩效评估有所弱化等问题,阻滞了城市环境精细化治理的推进。这构成了城市环境精细化治理的需求层面。为此,应根据城市环境精细化治理的需求,采取有力的优化措施予以回应。  相似文献
