The papers in this special issue will be immensely valuable in taking forward the agenda of research, practice and theory construction in the field of offender rehabilitation. Some have consolidated existing knowledge in specific areas and analysed its potential implications. Others have identified the key points at issue in the debate between different models of the rehabilitation process. Still others have explored or developed a number of relatively neglected matters, including the delivery of treatment within a coercive framework; the role of labelling in change and desistance processes; the importance of the therapeutic alliance in offence-focused work; and reconceptualisation of the responsivity principle within the framework of therapeutic jurisprudence. The present paper extracts some further principal themes from the spectrum of issues raised. Discussion of these is grouped under the four headings of theory construction, evidence accumulation, practical implementation, and ethical and political dimensions.  相似文献

回顾分析1929年大崩溃、1980年代末日本的资产价格泡沫以及2008年美国次贷危机,发现每次资产价格泡沫的过度膨胀都伴随着大规模的信贷扩张;而信贷急速扩张的背后,则是长期繁荣所形成的大众乐观以至疯狂情绪.这意味着,应该从更长远的政策视野推进宏观金融调控体系改革,构建金融和实体经济双稳定框架,以降低实体经济、信贷扩张与资产价格波动的同周期性所引发的泡沫风险.  相似文献

Abstract

When it comes to paying for the significant costs of growth, local governments throughout the United States are usually the first line of financing. Yet because of a variety of factors, existing tax, fee, and inter jurisdictional transfer revenues may not be sufficient. Many hundreds (if not thousands) of communities rely in part on proportionate‐share impact fees to provide facilities concurrent with the effects of growth.

Impact fees have numerous detractors, many of whom worry about their effect on affordable housing, economic development, and development patterns. A disparate literature has emerged addressing each of these concerns. This article synthesizes current knowledge about the market effects of proportionate‐share impact fees and finds that for the most part, they facilitate development in several important ways. Policy implications and guidance for future research are presented as well.  相似文献

Abstract

Concepts deriving from criminology, housing policy, and environmental psychology are integrated to test two ways that housing conditions could relate to crime in a declining first‐ring suburb of Salt Lake City. For existing housing, we use a model to test whether housing incivilities, such as litter and unkempt lawns, are associated with later crime. For new housing, we test whether a new subdivision on a former brownfield creates spillover reductions in nearby crime and incivilities.

Police‐reported crime rates were highest for residences near the brownfield and lowest for those farther away. After the subdivision was constructed, this linear decline disappeared, reflecting less crime adjacent to the new subdivision, but also more crime farther away. A multilevel analysis shows that incivilities, particularly litter and unkempt lawns on the block, predict unexpected increases in crime. Both brownfield redevelopment and reductions in incivilities may be important ways to improve declining suburban areas.  相似文献

Abstract

Do the reputations of central cities that have reportedly revitalized match reality? Can reputation alone be used to select best practices in urban public policy? In replicating research conducted a decade ago, we asked a panel of urban and economic development experts to identify, out of the universe of large, distressed central cities in 1990, those that had successfully revitalized between 1990 and 2000. We compared the performance of these successful cities with the performance of cities not perceived to be successful on a composite index of the change in the economic well‐being of residents from 1990 to 2000, as well as on a weighted index of economic, social, fiscal, and demographic change between 1990 and 2000.

Regardless of which index was used, there was a low correlation between reputation and reality. We draw lessons from this experiment on relying on best practice reputations in formulating and propagating public policies.  相似文献

Abstract

Krueckeberg's critique of de Soto's paean to homeownership in Third World countries is well taken; his use of John Locke's rationale for private ownership provides support for the critique. But then Krueckeberg puts forward a proposal to extend homeowner‐ship benefits through a National Homestead Trust, with Individual Development Accounts or a tax like Social Security, to help renters accumulate a down payment. Abandoning a broader approach, Krueckeberg reverts to supporting homeownership as a central tenet of U.S. housing policy and wants to extend its real and perceived benefits to low‐income households. He recognizes the shortcomings of U.S. property law and tax policy that may leave low‐income owners with threats to shelter security.

To provide security for low‐income residents, fundamental changes are required. Attention should be paid to protection from evictions and from foreclosure; income/employment support; guarantee of services from utilities to schools; and, as needed, direct subsidies for housing.  相似文献

Abstract

This article examines the determinants of property values in Cleveland with a focus on three approaches to improving or maintaining neighborhood quality: investing in new housing, attracting and retaining homeowners, and encouraging economic development. Data comprise home sales in 1996 and 1997, investments in new housing from 1991 to 1995, homeowner migration between 1991 and 1995, and changes in the number of business establishments from 1991 to 1995.

The results suggest that (1) investments in new houses have a positive impact on housing values, especially for houses close to the new investment; (2) homeowner out‐migration has a negative effect; and (3) growth in the number of business establishments, except for social service establishments, also has a negative effect. These results further suggest that while programs to encourage housing investment and homeowner‐ship can increase neighborhood property values, care should be taken to avoid an inappropriate mixing of land uses.  相似文献

New construction reflects demand for housing that cannot be met by existing stock. Abstract

This article argues that contemporary interest in social capital by community development theorists, funders, and practitioners is misguided and needs to be thoroughly rethought. It argues that social capital, as understood by Robert Putnam and people influenced by his work, is a fundamentally flawed concept because it fails to understand issues of power in the production of communities and because it is divorced from economic capital. Therefore, community development practice based on this understanding of social capital is, and will continue to be, similarly flawed.

The article further argues that instead of Putnam's understanding of social capital, community development practice would be better served by returning to the way the concept was used by Glenn Loury and Pierre Bourdieu and concludes with a discussion of how these alternative theories of social capital can be realized in community development practice.  相似文献

Abstract

New Urbanism has been described as the most influential movement in architecture and planning in the United States since the Modernist movement. In recent years, New Urbanist design principles have been adopted for many housing and neighborhood planning efforts. This article considers the applications and implications of New Urbanism for distressed inner‐city neighborhoods. Claims and criticisms of New Urbanism are examined and the long‐standing debates over the extent to which physical planning and design can affect human behavior are revisited.

The article concludes that New Urbanism is not a panacea, but that its design principles are consistent with broader policies aimed at revitalizing and improving living conditions and opportunities for inner‐city residents. New Urbanism needs to be viewed as one strategy to be integrated within the larger array of economic, social, and community development programs attempting to revitalize and improve the quality of life in inner‐city neighborhoods.  相似文献
