Reassessing South European Pensions after the Crisis: Evidence from Two Decades of Reforms

The article studies pension reforms in Greece, Italy, Portugal, and Spain between 1990 and 2013, focusing on three dimensions of change: multi-pillarisation, institutional harmonisation, and spending trends (cost-containment/expansion). The pension evolution of these countries is reassessed throughout the period of crisis and austerity. All countries encouraged the spread of private pensions and harmonised their fragmented public schemes. Cost containment was massive, putting future adequacy at risk. While international actors, especially the European Union, acquired a stronger role, that of organised labour declined. Spiralling between crisis and austerity, these systems changed and adapted, but still face old and new problems: inequality, risk individualisation, and increasing vulnerability to external shocks.     

Welfare reforms and socio-economic trends in the 10 new EU member states of Central and Eastern Europe

The paper reviews recent socio-economic changes in the 10 new EU member states of Central and Eastern Europe and the earlier and latest debates on the emergence of the post-communist welfare state regime. It asks two questions: are the new EU member states more similar to each other in their social problems encountered than to the rest of the EU world? Do they exhibit enough common socio-economic and institutional features to group them into the distinct/unified post-communist welfare regime that deviates from any well-known welfare state typology?The findings of this paper indicate that despite some slight variation within, the new EU countries exhibit lower indicators compared to the EU-15 as it comes to the minimum wage and social protection expenditure. The degree of material deprivation and the shadow economy is on average also higher if compared to the EU-15 or the EU-27. However, then it comes to at-risk-of-poverty rate after social transfers or Gini index, some Eastern European outliers especially the Check Republic, but also Slovenia, Slovakia and Hungary perform the same or even better than the old capitalist democracies. Latvia, Lithuania, Estonia, Romania, Bulgaria, Poland, however, show many similarities in their social indicators and performances and this group of countries never perform better than the EU-15 or the EU-27 averages. Nevertheless, the literature reviews on welfare state development in the CEE region reveal a number of important institutional features in support of identifying the distinct/unified post-communist welfare regime. Most resilient of it are: an insurance-based programs that played a major part in the social protection system; high take-up of social security; relatively low social security benefits; increasing signs of liberalization of social policy; and the experience of the Soviet/Communist type of welfare state, which implies still deeply embedded signs of solidarity and universalism.     

Parteien und die Generosität der Altersrenten in Zeiten permanenter Austerität

Zusammenfassung: Die quantitative Sozialpolitikforschung weist ein doppeltes Defizit auf: Zum einen dominieren Analysen aggregierter Ausgaben(quoten), zum anderen fokussieren die meisten Studien zu Lohnersatzraten auf die Arbeitslosen‐ und Krankenversicherung, während die Rentengenerosität weitgehend ausgespart geblieben ist. Der vorliegende Artikel stößt in diese Lücke, indem er zunächst die theoretischen Besonderheiten der Rente diskutiert und zwei Hypothesen zu deren Rückbau und der Rolle der Parteien dabei formuliert. Im Anschluss an eine Methodendiskussion präsentieren wir die Ergebnisse von (robustheitsgetesteten) Regressionsanalysen der Veränderungen der Lohnersatzraten in 18 entwickelten Demokratien. Es zeigt sich, dass die Kürzungen der Lohnersatzraten im Rentenbereich weitaus geringer ausfallen als in den beiden anderen Bereichen, und dass sich die Parteieneffekte auffallend unterscheiden.     

The Hispanic Experience of the Child Welfare System

As the Hispanic population grows in the United States and the child welfare system, it is necessary to examine how experiences of Hispanic families differ from those of White/Caucasian families and to assess whether Hispanic families’ needs are properly addressed. This literature review will examine research on the outcomes and experiences of Hispanic families in the child welfare system and how case characteristics interact with the experiences of Hispanic families. This article will then explore theories for Hispanic families’ different experiences and conclude by recommending future directions and solutions for improving the experiences of Hispanic families in the child welfare system.     

Filial Piety in Israel: Between the Law in the Books and the Law in Action

This paper explores the main legal aspects of filial piety in Israel. Based on a socio-legal study, it traces a significant gap between the law in the books, which mandates that children support their parents financially if the latter cannot support themselves, and the law in action, which narrows this obligation to cases in which the parents must be cared for in a State nursing home. The study also highlights the relevance of religious and cultural norms in shaping filial piety in multicultural countries and thus points to the urgent need to tailor filial piety legal policies according to socially constructed, actual, and diverse filial piety perceptions and practices.     

失依儿童福利院内家庭养护模式探索性研究——以北京市儿童福利院孤残儿童为例

通过参与式观察、深度访谈等方法对北京市儿童福利院院内家庭养护模式进行的初步研究发现,福利院内家庭养护模式以人格发展理论、社会心理发展理论等为理论依据,能够回应儿童福利机构的孤残儿童送养需求和残疾儿童养护的特殊需求,搭建了孤残儿童领养家庭与机构之间的桥梁,增进了儿童家庭生活适应能力,满足了孤残儿童机构康复治疗与家庭生活体验的需求,从而构建了养护家庭整合的支持系统。

法律生态化趋势是生态伦理观在法律上的反映 ,从人类中心主义伦理观到可持续发展伦理观的革命是法律生态化的伦理基础 ,正是这种变化了的价值观引发了法律生态化的趋势。这种趋势表现为在确立可持续发展战略的宪法地位以及创设新型权利 ,承认环境组成部分的内在价值及其有限的法律主体资格 ,承认非人类存在物的诉讼主体资格 ,生态本位的立法目的 ,民法生态化等方面。     

The viability of the welfare state in Botswana

ABSTRACT

Vulnerability, mainly manifesting in poverty, economic risk and insecurities of life, is a universal problem. There are huge pockets of vulnerability in the developing world, particularly Sub-Saharan Africa. Sub-Saharan African states provide social welfare goods to address vulnerability. Social welfare programmes cost money, hence, there is a need to consider issues of sustainability, particularly, given constrained revenue envelopes. Similarly, while Botswana has posted developmental successes, there are vulnerabilities such as poverty, unemployment and income inequality which demand intervention through welfare programmes. Thus, the objective of this desktop study was to discuss the state's response to vulnerability. It concluded that Botswana funds welfare programmes. However, there are affordability challenges, mainly, a constrained post-2007 fiscal space calls into question the viability of the welfare state. The general lesson from the case is that while the welfare state goes to the heart of the social contract, its viability must be guaranteed through reforms.     

The Organization of Child Representation Services in Child Welfare Cases: A Study of Washington State

To date no empirical studies have analyzed delivery of legal services to children and considered the implications of organizational structure for child representation practice. This study of 126 attorneys in Washington State compares children's lawyers working in solo practice, private law firms, and specialty staff attorney offices. The manner in which child representation is organized has lessons for the recruitment, training, and support of such lawyers. Staff attorney offices offer a number of advantages but rural areas with fewer cases may not be able to support such offices and the attorneys in specialty offices were less experienced and report lower incomes.
