新加坡少年司法制度刍议

经过60多年的发展,新加坡已建立起以儿童福利为导向的少年司法制度。在借鉴普通法系国家少年司法立法与实践的基础上,新加坡少年司法逐步形成了具有本土特色的体系与结构,并在未成年人保护与未成年人犯罪矫正上发挥着愈来愈重要的作用。其某些做法可为我国时下的少年司法改革提供一些难得的域外借鉴素材。     

Factors affecting turnover rates of public child welfare front line workers: comparing cohorts of title IV-E program graduates with regularly hired and trained staff

ABSTRACT

The purpose of the study is to examine the impact of a statewide intervention (BSW level Title IV-E Program) on both the workers’ intent to leave the job and their actual exit from a state administered public child welfare agency. Employees completed an extensive survey including scales assessing individual, team, and organizational variables that might impact turnover. Results show that more Title IV-E graduates stay with the agency than do regular hires and leave at a slower rate. Different variables impact intent to leave compared to actual exit and vary across type of employee. Implications for the workforce are discussed.     

Crime and Reactions to Crime in Scandinavia

This short overview of available statistical data on crime and penal systems in Scandinavia indicates that the level of traditional forms of crime in Scandinavia is on a par with or lower than that found in many other European countries. As elsewhere in western Europe, Scandinavia experienced a substantial increase in crime rates during the post‐war period—indicating that these recorded increases may have common structural roots. The 1990s witnessed a stabilization of theft rates, albeit at a high level. Increasing equality between women and men may have contributed to an increase in the reporting of violent and sexual offences against women (and children), making these offences more visible. The system of formal control in the Scandinavian countries is characterized by relatively low police density; a clear‐up rate that has declined; above‐average conviction rates; the imposition of fines in a high proportion of criminal cases; and relatively low prison populations. The implications for crime policies are discussed.     

From dependency to self‐sufficiency: An appraisal of the gateway transitional families program

Abstract

This article presents a longitudinal evaluation of the Gateway Transitional Families Program, an innovative self‐sufficiency program designed to help public housing residents leave public housing for their own homes. The evaluation followed participants and a comparison group over six years to isolate program impacts on employment and receipt of Aid to Families with Dependent Children (AFDC), food stamps, and housing assistance.

Many participants dropped out of the program. Difficulty in juggling educational and child‐rearing responsibilities, noncompliance with program or public housing regulations, low wages while in the program, impatience with the length of the program, and staff shortages and turnover contributed to the dropout rate. Those who finished the program experienced modest increases in income, decreases in receipt of AFDC and food stamps, and reduced reliance on housing assistance relative to comparison group members. Furthermore, graduates were more likely than comparison group members to have bought a home.     

Challenges confronting nonprofit housing organizations’ self‐sufficiency programs

Abstract

In recent years, interest has grown at the federal level in strategies to combine subsidized housing with programs promoting household self‐sufficiency. This article explores how nonprofit housing organizations conceptualize their self‐sufficiency programs for their residents. A broad definition of self‐sufficiency is presented—one that is not exclusively focused on the individual and, instead, also includes program strategies that are focused on changing the context in which individuals live and work.

The paper then analyzes the relationship between the self‐sufficiency strategies being implemented in the nonprofit housing world and how these organizations will be affected by welfare reform, the shrinking and restructuring of federally subsidized housing, the emergence of block grant job training and workforce development programs, and the general devolution of government programs into ever more fungible pots at state and local levels. These transformations in the domestic policy agenda will present challenges to nonprofit housing organizations and to the goal of promoting self‐sufficiency.     

Welfare Reform and Women's Health

SUMMARY

The WCHPC studied the extent of collaboration between state women's health officials and TANF officials with respect to programs that affect the health and well-being of poor women. The kinds and extent of monitoring activities designed to gather information on the health status of this population were also examined. Great unevenness across states was revealed for both collaboration and monitoring. State-level interest in improving both was assessed, barriers to improvement were identified, and recommendations for steps forward were solicited.     

论我国公益公诉制度之构建

随着我国经济和社会的发展,环境保护、消费者权益保护等方面的矛盾逐渐凸现,因此建立公益诉讼制度日益成为社会公众的一个迫切要求。虽然法学界对建立公益诉讼制度的重要性和迫切性已经到达了一致认同,但是在具体的制度设计方面还存在较大的差异。在本文中,笔者力图通过介绍公益诉讼的相关概念,阐述公诉权理论,分析检察院提起公益诉讼的必要性,来对我国公益诉讼制度的具体构建提出若干可行性建议,以期对我国公益诉讼制度的构建有所裨益。     

Migration and Healthcare Reforms in Spain: Symbolic Politics,Converging Outputs,Oppositions from the Field

ABSTRACT

Migrants’ healthcare entitlement represents a conflictive issue in the political battlefield, with research pointing towards the determinant role of party politics in determining policy outputs. Addressing the 2012 healthcare reform and 2018 counter-reform adopted in Spain by a right-wing and left-wing government respectively and drawing on qualitative analysis of parties’ discourses and policy measures, we argue that ideological differences along the healthcare-migration nexus were overemphasised to play symbolic politics. Partisan competition had less impact on actual outputs, while clashes between the central and regional governments, path-dependent practices and opposition from multiple venues played a central role in the policymaking process.
