Religion and Politics in Western and Islamic Political Thought: A Clash of Epistemologies?

Early Christianity viewed religion and politics as largely separate; early Islam viewed them as largely concurrent. But from the eighth to the eleventh centuries each modified their original position, so that they almost converged. However, they subsequently diverged again. This was because, in the West, political thought became secularised following the eleventh-century papal reform movement and then the Protestant Reformation. Muslim thinkers, on the other hand, beginning with al-Mawardi (974–1058), sought to restore the subsumption of politics into religion, notably during the sixteenth-century Shi'ite revolution in Iran. While today the West views religion and politics as largely separate categories, Muslims see them as necessarily intertwined; attempts to separate them have so far largely failed. Hence Muslim political thought is based primarily on revelation (interpreted in various ways), while Western political thought is based on philosophy.

论统战工作与行业自律平台建设——和谐海西建设背景下的思考

在海峡西岸经济区建设过程中,迫切需要充分发挥行业自律的广泛性、权威性和公信力等方面的独到优势和作用,以当好政府的助手,为和谐海西建设贡献应有的力量。行业协会是开展统战工作的重要切入点,单纯从经济工作的角度认识和思考行业协会建设问题,缺乏统战工作内在联系的分析和探讨,必然会导致无法全面地揭示行业自律缺失的缘由,导致无法建构相应的平台来支撑行业自律的实现和发展,从而不利于和谐海西建设的顺利进行。

Immigration to Ghana

Abstract

The globalization of international labor migration is manifest in all countries now engaging in migration systems that are growing in size and complexity and producing an increasing diversity of flows. Furthermore, many of the processes that create and drive these systems operate on a worldwide basis, the consequence of economic globalization, capital mobility and widespread realization by governments that human resources can be traded for profit like any other resource.

This paper looks at Ghana's immigration policy in the light of its economic situation. It characterizes Ghana's immigration policy as geared towards using immigration to attract critical foreign investment, transfer of technology and human resource capital/skills for socio-economic development. Running concurrently is the policy to prevent illegal immigration, transnational crime, economic exploitation, social corruption and human trafficking.

The paper concludes that when the economic situation of Ghana was buoyant in the 1960s it attracted many immigrants especially from neighboring West African countries, however when the country's economy saw a down turn, immigrants were used as a convenient scapegoat and many were expelled. The irony though is that while the current poor economic situation of Ghana has made Ghanaians to immigrate to other countries, the political stability of the country does attract other West Africans and non-Africans and it is affording the country the opportunity to streamline its immigration and citizenship laws.     

Producing the ‘transit’ migration state: international security intervention in Niger

Abstract

Despite a growing interest in transit migration and border controls along migration routes, there is relatively little work on the production and operation of the category of ‘transit’ itself. This article investigates how Niger emerges as a country of migration ‘transit’ and what impacts this categorisation has had on security and development interventions targeting the country. Building from the literature on the governance of transit migration and on the ‘migration state’, this article theorises transit as a political label. It argues that Niger’s status as a transit country is constructed through a ‘polyvocal’ process involving the discourse and everyday assumptions of international and local actors. The article locates this shared understanding in official texts, everyday routines, and sub-state diplomatic practices. It goes on to argue that these framings, despite divergent rationales, have effects visible in the evolution of security intervention in Niger. These include shifts in the location of border security, the blurring of migration into other transnational threats, and the creation of new domestic institutional practices. The article contributes to theorising the political construction and specificity of transit-ness and provides a fresh case for the research agenda on inter-state relations around migration governance.

The Coalition and the Politics of the English Question

For much of the 2010–15 Parliament the English Question was not a conspicuous feature of political debate in the UK. However, the issue of English votes for English laws (EvfEl) was thrust to centre stage by Prime Minister David Cameron in the aftermath of the Scottish independence referendum, when he announced that fulfilment of the promise of further devolution to Scotland must be accompanied by an answer to the West Lothian Question at Westminster. This article analyses these events and explores their possible consequences. It argues that a reform of parliamentary procedures along the lines outlined in the report of the McKay Commission looks increasingly likely, but that this will not mark a resolution of the broader English Question, and the future of the Union remains in doubt.
