Foundational work in public administration has considered the relationship between administrative power, accountability, and performance in public organizations. Even with the vast literature addressing power, accountability, and performance, scholars are still theorizing on how they influence one another. This study proposes and empirically tests a theoretical model of the relationships between each of these three constructs. Data are analyzed from an original survey of a national sample of US local government public administrators—city managers. Using structural equation modeling, results show that there are positive relationships between power and accountability, power and performance, and accountability and performance. The article discusses theoretical and practical implications of these findings.  相似文献

Fraud, waste, and abuse damage public administration. Responding involves law enforcement and best practice administration. Many jurisdictions create watchdog agencies to perform this role. A model, which includes seven dimensions of jurisdiction and authority that policymakers should consider when creating an oversight entity, is presented. The model goes beyond the simple functional jurisdiction, i.e., who is overseen and how oversight occurs. Four subnational watchdog agencies in two countries are examined to demonstrate the trade-offs that occur in each dimension when the agencies are designed. This analysis demonstrates there are significant balancing issues at stake, which impact watchdog effectiveness.  相似文献

The aim of this paper is to consider why Private Ancillary Funds (PAFs), endowed philanthropic foundations with no public reporting requirements, engage in accountability in its various forms. This exploratory, qualitative study reports on perspectives on accountability from 10 semi‐structured interviews with PAF managers and/or trustees from three Australian states. Through the lens of March and Olsen's (2011) logics of action and Karsten's (2015) typology of motivational forms for voluntary accountability, findings show that although logics of appropriateness and consequentiality explain many reasons why PAFs engage in voluntary accountability, some reasons do not fit comfortably within either logic. The findings challenge conceptions embedded in much non‐profit accountability literature that motivations for and purposes of accountability are linked with sustainability and survival. By examining this subset of non‐profit organisations subject to limited regulatory accountability, a clearer understanding of motivations for voluntary accountability is achieved.  相似文献

Do endorsements from incumbent politicians to co-partisans lead to more electoral accountability for the performance of the government? I use a randomized experiment embedded in a national survey conducted before the 2012 Mexican general election to examine the effect of endorsements by the outgoing president Felipe Calderón to the Senate candidates of his Partido Acción Nacional (PAN). Results show that among PAN identifiers, the incumbent vote is more tightly linked to the performance of the president when voters are exposed to the endorsement. I improve on the current standing of the accountability literature by showing that the relationship between an outgoing politician and the candidates of her party matters for electoral sanctioning. My findings imply that politicians’ strategic decisions have an effect on how voters assign responsibility: By nominating candidates without close ties to the endorser in cases of weak government performance, parties can use nominations strategically to diffuse responsibility.  相似文献

The Democratic Republic of Congo (DRC) is a country with high natural resources, but it has suffered from decades of civil wars and social turmoil, being heavily aid-dependent. In the DRC, several Nonprofit Organisations (NPOs) are major players in fighting poverty and enhancing welfare. This research aims to analyse the effectiveness of small NPOs in improving poor peoples’ lives through health, education, and economic activities. Two NPOs working in the DRC, one in a rural and the other in an urban area, are compared by researching the aid sites and surveying 201 households (aid beneficiaries). Our case observations and the survey results facilitate analysing the mission accomplishment, effectiveness, and accountability of the NPOs although we admit that the DRC conditions make exact measurements difficult. Multivariate analyses are used to study the differences in aid impacts. There are significant differences in the beneficiaries’ perception of the NPO effectiveness in improving health while no significant differences in education impact were found. This is probably because both case NPOs have succeeded in getting a large proportion of the children of their area registered in the education centres created by the NPOs. Differences were observed in the accountability and reporting style of the NPOs.  相似文献

The past decade has seen a frontier open up in international development engagement with the entrance of new actors such as celebrity-led organisations. We explore how such organisations earn legitimacy with a focus on Madonna’s Raising Malawi and Ben Affleck’s Eastern Congo Initiative. The study draws from organisational materials, interviews, mainstream news coverage, and the texts of the celebrities themselves to investigate the construction of authenticity, credibility, and accountability. We find these organisations earn legitimacy and flourish rapidly amid supportive elite networks for funding, endorsements, and expertise. We argue that the ways in which celebrity-led organisations establish themselves as legitimate development actors illustrate broader dynamics of the machinery of development.  相似文献

ABSTRACT

We examine the outcomes of the provincial elections having been held in Canada since the Great Recession and compare them with outcomes from past decades. Given the severity of the 2008 financial crisis, we test for whether provincial governments’ electoral fortunes over the recent period have been negatively impacted by this important economic shock. Our analyses of aggregate-level provincial electoral outcomes: (1) confirm that provincial incumbent parties are held accountable for provincial economic conditions; (2) show that this provincial economic voting pattern has been heightened during the financial crisis; and (3) demonstrate that provincial incumbents also incur vote share losses when national economic conditions worsen and their respective family party is in power at the federal level, although this referendum voting pattern appears to have been unaffected by the financial crisis.  相似文献

International non‐governmental organisations (INGOs) are prominent actors in the international arena, aiming to improve the life of disadvantaged people. However, INGOs often do not succeed in doing this. Consequently, INGO legitimacy is regularly questioned. Increased transparency and tightened accountability mechanisms are often‐mentioned solutions to this problem. Based on an analysis of four dimensions of INGO legitimacy—normative, regulatory, cognitive and output legitimacy—we argue that this is not necessarily adequate. We conclude that INGO mission statements create a normative source of legitimacy, but that this, in itself, is not enough to ground INGO legitimacy: it also needs to be institutionalised and organised. However, as a result of power relations and resulting pressures for accountability and transparency, as defined by their external stakeholders, INGOs experience a permanent struggle to reconcile their mission with the requirements for regulatory, cognitive and output legitimacy. The more these stakeholders press for increased organisation of INGO work, the more the pursuit of the core objectives of INGOs is obstructed. Managerialist reforms to the public service, as part of the drive for improved efficiency and effectiveness, sought to reorient the accountability priorities of parliamentarians away from a supposedly excessive concern with process and results and more towards results (outputs and outcomes). To what extent, if any, have the accountability priorities of parliamentarians changed over the last two decades? Content analysis of a sample of estimates committee hearings dealing with six departments over three selected years (1986, 1992 and 2003) reveals a marked increase in attention to outputs and a correspondingly decreased focus on inputs (with little change in concern for process), thus confirming a managerialist trend. At the same time, Senators' explicit references to departments' budget documentation and annual reports fell away noticeably with the introduction of the outcomes and outputs framework which is therefore failing their accountability needs.  相似文献
