This essay investigates the centrality of the U.S. Military in the process of automating the labor of surveillance. The creation of Semi-Automatic Ground Environment (SAGE), an anti-nuclear defense system developed in the 1950s, marked the computerization of the perceptual, mnemonic, and epistemological labor that is necessary for surveillance and is emblematic of screening technologies. The essay situates SAGE in a long history of military surveillance that depended upon media technologies. Building upon the work of Michel Foucault and Freidrich Kittler, it is argued that media are essential for understanding how surveillance is problematized for security. 相似文献
Americans move frequently, and moving alters their risks of victimization. This study uses unique longitudinal, multilevel data from the 1980–1985 National Crime Survey to examine the effects of residential turnover on household victimization. The two major findings of the study are as follows: First, housing turnover is a transition that independently increases the risk that a dwelling will experience a crime. This finding is true even controlling for persistent differences in crime vulnerability between dwellings. Second, changes in the composition and routine activities of households also alter the risks of victimization. These findings provide support for social disorganization and crime opportunity theories. 相似文献
In 2003, the U.S. Department of Housing and Urban Development (HUD) prepared a study of the location patterns of the Housing Choice Voucher (HCV) program. This study became an important baseline for the evaluation of the HCV program and its ability to serve the goal of poverty deconcentration. The study examined the ability of HCV households in the 50 largest metropolitan areas to make entry to a broad array of neighborhoods and to locate in high-opportunity neighborhoods with low levels of poverty.
New data from HUD and the American Community Survey permit the study to be replicated. We find that vouchers continue to consume only a small portion of the housing stock, with relatively small amounts of spatial concentration. Unfortunately, only about one in five voucher households locate in low-poverty neighborhoods, and this share is rising only very slowly. If the nation wants to pursue poverty deconcentration through the HCV program, we cannot rely on the program, as it is now structured, to accomplish this goal. Additional incentives and constraints will be needed, similar to those that were part of the Gautreaux and Moving to Opportunity programs. 相似文献
Globalisation has begun to transform the processes through which citizens are differentiated and non-citizens are excluded. This article provides an in-depth qualitative interrogation of these processes of differentiation and exclusion, and argues that the transformation in these processes compels us to reconsider the conceptual dichotomy of passive/active citizens along the stayers/mobiles distinction. This transformation is most apparent in Europe, with the introduction of European Union (EU) citizenship. The article builds on Bourdieu’s cultural capital in the cosmopolitan context, existing qualitative studies on citizens’ sense of EU identity and citizenship, and illustrative focus group evidence of visiting EU and home students’ perceptions of EU citizenship across three dimensions – identity, rights and participation. The evidence indicates that we can distinguish between four categories of citizens in the EU: passive EU citizens, including two groups of stayers; the potential EU (i) and member state-oriented (ii) citizens, and active EU citizens, including EU-15 (iii) and Central and Eastern European (iv) mobile citizens. These categories reveal that important distinctions are emerging between the perceptions and behaviour of stayers and mobiles as passive/active citizens. 相似文献
The issue of relocation presents courts and child custody evaluators with dilemmas on the issue of allowing a child to move with a parent to a new community and how to craft long‐distance parenting plans if relocation is allowed. The issue of the potential effects of residential moves on children of divorce has focused on the importance of the child–nonresidential parent relationship. The research literature on the effects of residential moves, or relocation, on children of divorce has not been fully integrated into the examination of this issue and its relevance for the child custody evaluation. The literature shows residential mobility is a general risk factor for children of divorce and this is a starting point for the custody evaluation, but it is not a basis for bias or a presumption against relocation. Predicting a child's adjustment to relocating or not relocating requires a careful and contextual investigation of the child and family circumstances. AbstractThis article examines young Europeans’ emigration from Europe. Qualitative interviews with mostly white Europeans in Singapore and Tokyo reveal how these young migrants’ motility, or “potential to move”, enables them to migrate through largely overlooked channels. Fear of immobility in Europe triggers these highly-educated Europeans’ existential and physical mobility to Asia where they compete with host-country nationals and non-white migrants for jobs. Categorization into three types of access to employment unpacks the complexity behind graduates’ mobility trajectories out of the European labor market and demonstrates their rising precariousness in post-Lehman shock Europe and their changing bargaining power in the world. 相似文献
Many former prisoners return home to the same residential environment, with the same criminal opportunities and criminal peers, where they resided before incarceration. If the path to desistance from crime largely requires knifing off from past situations and establishing a new set of routine activities, then returning to one's old environment and routines may drastically limit an ex‐prisoner's already dismal chances of desisting from crime. This study tests these ideas by examining how forced residential migration caused by Hurricane Katrina affected the likelihood of reincarceration among a sample of ex‐prisoners originally from New Orleans, LA. Property damage from the hurricane induced some ex‐prisoners who otherwise would have moved back to their former neighborhoods to move to new neighborhoods. Findings from an instrumental variables survival analysis reveal that those parolees who moved to a new parish following release were substantially less likely to be reincarcerated during the first 3 years after release than those ex‐offenders who moved back to the parish where they were originally convicted. Moreover, at no point in the 3‐year time period was the hazard of reincarceration greater for those parolees who moved than for those who returned to the same parish.相似文献
