中国邪教立法沿革研究

我国历史上的不同朝代,都有对邪教和邪教性质组织的立法。而现代,为维护国家安全、社会稳定,邪教立法也显得尤为紧迫。通过对古代邪教立法的研究,与现代邪教进行对比,可以使人们认清邪教本质,进而倡导科学,抵御邪教,以促进国家立法机关加快邪教立法进程。     

Field Contamination of Skeletonized Human Remains with Exogenous DNA

The Armed Forces DNA Identification Laboratory reports the mitochondrial DNA (mtDNA) sequences of over 800 skeletal samples a year for the Joint POW/MIA Accounting Command–Central Identification Laboratory. These sequences are generated from degraded skeletal remains that are presumed to belong to U.S. service members missing from past military conflicts. In the laboratory, it is possible to control for contamination of remains; however, in the field, it can be difficult to prevent modern DNA from being transferred to skeletal elements and being carried forward through the analysis process. Four such cases are described here along with the controls in place in the laboratory to eliminate the possibility of the exogenous DNA being reported as authentic. In each case, the controls implemented by the laboratories prevented the false reporting of contaminant exogenous DNA from remains that were either faunal or human, but lacked endogenous DNA.     

The Achaemenid Empire’s Contributions to Public Administration

The Achaemenid Empire established the world’s first complex administrative system of government in 559 B.C. There are numerous administrative accomplishments by the Achaemenids that have not successfully been duplicated in modern times, despite the Pony Express, the Suez Canal, and perfected recycling systems. Political debate, formal rewards systems, federal agencies, and integrated federal and provincial levels of government among a culturally diverse population were characteristic of the trailblazing Achaemenid Empire. Furthermore, administrative ideologies such as government’s responsibility to serve the public and provide equal rights were incorporated first by Cyrus the Great’s Human Rights Charter.     

An education in homecoming: peace education as the pursuit of ‘appropriate knowledge’

In this paper, we argue that two key trends – an unfolding ecological crisis and a reduction in the amount of (cheap) energy available to society – bring into question both the relevance and the resilience of existing educational systems, requiring us to rethink both the content and the form of education in general, and peace education in particular. Against this background, we consider the role education might play in enabling citizens and societies to adapt peacefully to conditions of energy descent and a less benign ecological system, taking seriously the possibility that there will be fewer resources available for education. Drawing on Wes Jackson’s and Wendell Berry’s concept of an education in ‘homecoming’, and on E.F. Schumacher’s concept of ‘appropriate technology’, we suggest a possible vision of peace education. We propose that such education might be focused around ‘appropriate knowledge’, commitment to place, and an understanding of the needs and characteristics of each local context. We then consider an example of what this might mean in practice, particularly under conditions of increasing resource scarcity: Permaculture education in El Salvador, we suggest, illustrates the characteristics and relevance of an education that aims to foster ‘appropriate knowledge’ within a particular and very challenging context. The paper concludes by considering the wider implications of our argument.

本文以王莽改制、王安石变法和戊戌维新这三次历史上最具代表性的改革为例，分析其历史背景、理想目标、改革措施及其成败得失，具有一定的史鉴意义。
