The search for a better practice instrument of civic engagement has led to participatory budgeting and deliberative polling in recent years. Participatory budgeting stresses empowerment and citizens' struggle against the establishment and unequal social structures, whereas deliberative polling works within the system and focuses on improving democratic decision‐making processes by applying credible social science methods. Often, these two processes are presented as being in conflict with each other, which is to the detriment of the search for best practice in deliberative governance. This paper develops a theoretical analysis of deliberative participatory budgeting which is distinguished from unrepresentative and non‐deliberative but self‐selected participatory budgeting; that is, it considers how the quality of participatory budgeting can be improved through deliberative polling. This theoretical analysis is backed by an empirical study of deliberative participatory budgeting in Zeguo Township, Zhejiang Province, China. It explores whether, how, and under what conditions it is possible to combine deliberative polling and participatory budgeting. It details four experiments and assesses the successes, failures, limitations, and problems of the experiments. The case of Zeguo offers scholars, activists, and officials lessons about how to pursue best deliberative practice in both authoritarian states and democratic societies.  相似文献

Academic analysts, political commentators and activists in Georgia are almost unanimous in their assessment that the public in Georgia is generally passive, civil society is weak, and that this may be one of the key reasons why Georgia – despite numerous democratic openings – keeps failing to consolidate its democratic institutions. In order to measure the strengths and weaknesses of Georgian civil society, the present article uses interviews with respondents from the Georgian non-governmental organization sector and academia on two areas: (a) citizen participation: to what extent is civic participation in the public sphere aimed at advancing shared interests and (b) influence on policy-making: to what extent is Georgian civil society able to foster popular influence on political and economic developments. This paper applies the concept of delegative democracy to contemporary developments in Georgia, and argues that one of the major factors which contribute to this trend in Georgia is a weak civil society and, therefore, a lack of intermediary institutions to safeguard democratic norms.  相似文献

在现代社会,受教育已经作为公民的基本权利和义务在宪法中进行了规定,公民教育内含的意识形态选择和国家认同在公民个体来看并不是实现公民个体自由发展的最好方式,因而宪法规定的受教育只能是最低限度的教育,在内容选择上意识形态控制的色彩不能太过浓厚,在保持最低限度的国家认同感时,将公民个体与国家作为彼此相关的共同体看待,公民应当保持自身的部分独立性,国家应尊重公民的自主精神。  相似文献

公民参与是民主政治和善治的核心价值,而公民参与意识是自主性公民参与的必要前提。本文从实证角度考察了社会资本与公民参与意识的关系。研究发现,参加志愿组织具有促进公民政治参与和社区参与意识的功能;参加官办组织和社会宽容只激发政治参与意识,而信任对两种公民参与意识均没有促进作用,信任熟人反而不利于政治参与意识的形成。因此,我国应积极推动公民参与网络的发展,尤其是促进志愿组织的发展,推动适用于现代复杂社会的社会性信任,在全社会推广社会宽容和和谐的价值观。  相似文献

To generate high-quality deliberations, juries should be diverse in terms of not only demographics but also viewpoints. Using data from the Survey of Texas Adults (n = 1380), we examine whether existing processes select for individuals who represent the population on a variety of viewpoint characteristics, particularly whether the process of forming juries selects for people who are more independent-minded versus authority-minded. We find, on average, that those who believe in the importance of speaking English, are less compassionate, support Biblical literalism, and express more concern about the community effects of wrongdoing are more likely to have been former jurors than to not have served. Death penalty support is also modestly predictive of jury membership. Non-jurors rate their neighborhoods as cleaner than do former jurors. Results point to composition effects in the summonsing process and to the possibility that some types of people exempt themselves from this civic obligation.  相似文献
