本文以华东师范大学为例,调查分析大学生当前的公民素养的现状和存在的问题,并从志愿服务与公民精神的契合性入手,分析以志愿服务为载体培养大学生公民素养的可能性和可行性。在此基础上,从志愿服务的实践教育、服务领域、激励机制以及服务内容几个方面,分别探讨如何培养大学生的公民意识、提升大学生的公民技能、增强大学生的公民参与以及拓宽大学生的公民视野,为志愿服务提升大学生的公民素养提供思路和建议。  相似文献

What role does associational activism play in political life in the Middle East and North Africa? Have associations been largely co-opted, thus reinforcing authoritarian governance? Or are they part of drawn out democratization processes, emerging over the last two decades, exploding during the Arab Spring? Divergences in responses to these questions have been striking. From initial optimism about the potential of associations to contribute to democratization, much recent literature has been increasingly pessimistic, framing associations as part of the problem of failed political transformations. Algeria, in particular, despite minimal donor funding, has seen a surge in associations over the last 20 years. Yet, these 93,000 new associations have come under scrutiny. Building on extensive fieldwork, this article explores Algerian associations at grass-roots level, after the decade of violence in the 1990s. It analyses how associations challenged the state during the Arab Spring, how they question historical state narratives and challenge government policies. Despite political and structural obstacles, it is found that Algerian civic associations do not inhibit democratic society, indeed they enable it, not necessarily as transformative actors, but as meaningful democratic agents pushing for reform.  相似文献

This introduction summarizes the contributions to the Special Issue that focus on the spread of intolerant and racist discourses in Denmark, Italy, Spain, Greece, and Hungary. Through a comparative approach, the issue argues that what has been decisive in this process is the role played by mainstream political parties that perceive intolerance against the “other” as the natural outcome of the failure of previous tolerant policies on immigrants and minorities. Even if brought forward with different argumentation in each case, intolerance is introduced in all five countries as a principled position under the pretext of protecting European citizens’ rights.  相似文献

With the maturation of the service-learning field in recent years, school–community partnerships have emerged as an important area for studying the effectiveness of this type of experiential education. However, the paucity of studies of school–community partnerships indicates that they are only beginning to be understood and thus require further investigation. Drawing upon 5 focus group interviews with 22 secondary school teachers in Hong Kong, this study gives examples of the diversity of service-learning partnerships and provides strategies for developing and maintaining effective partnerships. The research and practice implications of the present findings for promoting reciprocal school–community partnerships are discussed.  相似文献

This article explores how Latin American social workers living in Switzerland develop transnational practices in their professional and civic life. It focuses more particularly on the forms of support that these migrants provide to their societies of origin or to their immigrant compatriots through the activities they carry out either through their job, through their extra-professional commitments, or by combining these two dimensions of their existence. From interviews with 17 Latin American social workers, a typology of four forms of transnational commitment is suggested: local social work and transnational civic activity, professional transnationalism, transnational alternative professional exchanges, and “glocal” social work.  相似文献

This article explores the contribution that cultural memory studies can make to the debate about the role of ideas and the dynamics of ideational change in policy making. Cultural memory studies engage with the cultural dimensions of remembering, and analyse how shared images of the past are mediated and transferred across distance and time. Such research shows how the past may continue to influence the present by informing the frameworks through which groups and individuals interpret and give meaning to events and phenomena. Since policy makers operate within a cultural context, shared memories are likely also to affect the way they think about the nature and roots of policy issues and the appropriateness and feasibility of policy options. In this article, policy memory (the memory shared by policy makers about earlier policies) is identified as a subcategory of cultural memory. The role of cultural memory among policy makers is studied with reference to Dutch integration policies in two periods: the mid‐1990s and the early 2000s. On the basis of an in‐depth analysis of policy reports and parliamentary debates, references to the past and the role they play in the policy debate are identified. Different modes of dealing with the past are found in the two periods studied, reflecting the different political contexts in which the debates took place. In the 1990s, the memory of earlier policy was invoked in the mode of continuity – that is, policy change was legitimised (conceived) as part of a positive tradition. In the 2000s, memory was invoked in the mode of discontinuity. The same policies were reinterpreted in more negative terms and policy change legitimised by the perceived need to break with the past. Arguably, this reinterpretation of the past was a precondition for the shift in policy beliefs that took place around that time.  相似文献

This article analyses political debates about civic integration policies in the Netherlands, so as to identify different conceptions of the role of the state in ensuring social cohesion by governing diversity. Drawing on the literature on party systems, it presents an analysis of political party positions on the role of the state in civic integration along two dimensions: economic distribution on the one hand, and sociocultural governance on the other hand. I find that while the large majority of Dutch political parties adopt authoritarian positions on the sociocultural axis in favour of state intervention to protect Dutch culture and identity, their positions diverge significantly on the classic economic Left–Right dimension. The most contentious issue in Dutch civic integration politics is whether the state, the market or individual migrants should be responsible for financing and organising courses. Thus, this article proposes an innovative model for analysing the politics of citizenship, which enables us to comprehend how citizenship policies are shaped not only by views on how identity and culture relate to social cohesion, but also by diverging perspectives on socio-economic justice.  相似文献

Although existing research has focused on the link between employee sector and formal volunteering, no differentiation is made between formal and informal social participation. This study compares the formal and informal social participation of public-, non-profit-, and private-sector employees using recent data from two sources. The results indicate that both government and non-profit employees report higher levels of formal and informal social participation, as measured in several ways. Findings provide a more complete understanding of the multifaceted ways in which citizens can get involved, and emphasize the importance of motivational differences.  相似文献

Abstract

The problems of determining citizenly competence and finding an appropriate balance between public and private life have increasingly organized intellectual debate in civil society. Although civic republicans and liberals give different answers to these problems, they both claim that ‘character’ should be a necessary foundation for good citizenship. This article identifies a tension between character's analytical status as a category of explanation and its normative status as a moral category. Although most civic republicans and liberals recognize that the concept of character is socially constructed, the concept typically appears as a pre-political good whose social origins are hypostatized or forgotten. This article uses the sociological insights of Pierre Bourdieu in order to explain how character simultaneously appears as a social construct and as a moral good by exploring how the concept is mobilized by civic republicans and liberals as a solution to the problem of ‘good’ citizenship. The goal of the article is three-fold: first, to use Bourdieu's concepts of habitus, field and symbolic power to clarify the analytical and normative aspects of the concept of character and its relation to citizenship and civil society; second, to demonstrate how power shapes and conditions character formation in civil society; and third, to offer an account of the practical means by which character is promoted by civic republicans and liberals as a solution to the challenges facing civil society.  相似文献

This article compares three different forms of volunteering: formal volunteering which is typically carried out in formalized organizations; informal practical help which is most often provided in a face-to-face context and requires the giving of time; and economic assistance which requires neither the co-presence of actors nor the giving of time. The different nature and structuring of these formal and informal ways of contributing to society suggest that they require different resources. Grounded in sociological theory we argue that three sets of factors are particularly relevant for explaining volunteering: personal or ‘human capital’ factors, social network resources, and civic values. We test in a multivariate analysis how various indicators of these personal and social resources relate to the different forms of volunteering. The study relies on a comprehensive survey of the Danish adult population. The findings, therefore, are interpreted in the light of this particular institutional environment which forms the backdrop for individual choices about volunteering. We find that the different forms of formal and informal volunteering seem to form a continuum of civic engagement going from the most public to the most private. Furthermore, compared to informal ways of volunteering, formal volunteering seems to be more contingent upon access to and supply of different forms of personal and social resources.  相似文献
