The state of public affairs after 11 September

There is a curiously subtle relationship between the public affairs function and the political world which it seeks to influence. A shock to the political system of the magnitude of the attack on the World Trade Center has effects on the practice of public affairs. Some of these impacts are obvious. Others will only become apparent with the passage of time. In its 15 years of existence the European Centre for Public Affairs has sought to be a ‘safe space’ in which the elements of the political world could meet and discuss in an independent manner and with a degree of academic rigour. From the moment of our founding, we rejected the idea of a world divided between government and lobbyists. It has always been our view that journalists and the media, lobbyists, both from civil society and from the corporate sector, and ministers, members of parliament and civil servants all form part of one seamless political world. They have the same fascination with power and with process. They are intimately and umbilically linked. With this holistic view of the political world, it is natural for the ECPA to be interested in assessing the impact of the events of 11 September on the practice of public affairs. Follow the leader: testing a deductive approach for studying parliamentary party leadership roles

Parliamentary party group leaders (PPG leaders) are crucial – yet understudied – actors in modern representative democracies. Inspired by the literature on parliamentary roles, we test a deductive approach in order to explore the attitudes and behaviours of PPG leaders. Given their common duties, such as monitoring group members and securing party cohesion, we expect that PPG leaders across several countries would exhibit a common pattern that distinguishes them from other MPs. However, neither a common, nor a distinguished pattern of attitudes and behaviour is confirmed by our results based on Partirep MP Survey data. This, together with other theoretical difficulties, points us to the need to study PPG leaders’ roles by using in-depth single-country studies.

构建社会主义和谐社会,是一个随着政治、经济、文化的发展而不断推进的漫长历史过程,需要全社会的共同努力。我国民主党派作为参政党,在构建社会主义和谐社会中具有特殊的地位和作用:发挥参政议政功能,促进民主政治建设;发挥民主监督职能,促进社会公平和正义;发挥服务功能,促进社会全面发展;发挥协调关系功能,促进社会安定团结;发挥团结教育功能,促进社会道德建设。     

政府在环境纠纷处理中的角色回归与职能矫正

我国经济高速发展30多年,环境欠账积弊日深,随着公众环境意识的提升,因环境问题而引发的群体性事件不断增多且形势日益严峻,不容忽视。环境群体性事件不断发生或得不到很好解决的根本原因在于地方政府在环境治理中的角色偏差和职能错位。要杜绝因政府角色偏差和职能错位导致的合谋行为,就必须加强监管,矫正政府在环境群体性事件中的角色偏差,进一步将职能从经济职能转移到社会服务上来,以保障环境群体性事件的解决和环境治理的效果。     

Through the looking-glass: Exploring the wonderland of ‘other’ female portrayals in advertising

Abstract

Research on gender portrayals in advertising are prolific and mostly focus on stereotypical roles. However, there is no previous research report analysing portrayals that fall into the ‘other’ category of female roles. This article aims to provide an outline of female role portrayals in advertising and, importantly, to examine the ‘other’ role category for new portrayals. A quantitative content analysis was conducted on samples of South African magazine and television advertisements. The findings indicate that the stereotypical decorative role was prevalent in magazine advertisements, while in television advertisements the product user was the person most often featured. A detailed analysis of the ‘other’ category in both media revealed four new role portrayals. These roles represent a different view of the modern woman and may be used to differentiate effectively those brands in the media that are cluttered with advertising messages. The research provides directions for future content-analytic studies on the topic of female portrayals in advertising.     

Adult roles and the gender gap in political knowledge: a comparative study

The unusual size and persistence of the gender gap in political knowledge is perplexing in comparison to other dimensions of politics. Building on situational explanations of political engagement, this article claims that women’s and men’s specific adult roles lead to an enlargement of the gender gap in knowledge. The present study analyses men and women’s levels of political knowledge at different life stages by means of two unique datasets specifically collected to measure what people know about politics. Findings show that adult roles provide more opportunities for men to gain political knowledge than for women. Furthermore, the comparison of levels of political knowledge in two such dissimilar countries as Finland and Spain suggests that while gender equality policies are successful in tearing down some of the obstacles that hinder women’s contact with the political world, they are still insufficient to completely bridge the gender gap in political knowledge during adulthood.     

Education for Modernisation? The Impact of Higher Education Member Development Programmes on Councillors’ Perception and Performance of their Roles

The recent ‘modernisation’ process in local government has brought about the most significant, and certainly the most explicit, changes in councillor roles for decades. At the same time – partly as a result of this and partly for other reasons – there has been a significant growth in the provision of training for councillors, and in particular, training – or, rather, education – programmes provided by higher education institutions (HEIs). These accredited programmes, leading to standard, nationally recognised academic qualifications at a range of levels, first appeared in the early 2000s, and have been steadily growing since. The entry of supposedly disinterested institutions and academics and the introduction of accreditation into the field of member development raise a number of questions around potential conflicts of interest between councillors, officers and the academy, councillor motivation and selection processes. Of particular interest is the question of what HEIs and the courses they are providing are doing, deliberately or otherwise, to shape, reinforce or challenge the new (and old) roles explicitly and implicitly being introduced and promoted through the modernisation reforms. This article utilises interviews with councillors, local authority officers, academics and representatives of national bodies representing or with an interest in local government to examine how councillors’ roles and the way that they perform them are perceived by all involved, and whether these are altered by participation in a higher education programme of study.

就结构功能理论而言,任何功能总是一定结构中的功能。以先进性作用为主要内容的党员功能,与党员所处的结构关系分不开,而这种结构关系随着空间方位的不同而发生变化。在转型社会,居住区空间应当成为促进党员作用发挥的重要空间。激发党员在居民区中的作用,必须从松散的结构关系这个事实出发,进行尽可能的必要的结构上的调整,以形成党员在居民区发挥作用的良好的结构上的支撑。
