煽动分裂国家案件审讯策略实证研究

近年来,境外敌对势力利用宗教问题对我国进行政治渗透,公开支持以十四世达赖为首的分裂集团进行分裂中国的活动.境内分裂分子利用宗教和民族矛盾,积极煽动编造谎言、制造恐慌,让不明真相的少数民族群众与境外敌对势力勾结并蓄意制造动乱,扰乱民族地区社会稳定.公安机关打击煽动分裂国家犯罪分子,为维护国家统一和民族团结,保障藏区社会生产生活的长治久安、人民安居乐业具有十分重要的意义.通过对发生的煽动分裂国家案件回放,进而提出煽动分裂国家案件审讯谋略：1.精心做好审前准备.2.优选审讯突破口：从同案犯、嫌疑人心理、确实充分的证据和宗教信仰上取得突破.3.巧用正面进攻、以法攻心、以情攻心审讯策略.4.准确分析犯罪嫌疑人在审讯中的心理.最后审讯中必须注意人权保护、深挖其他犯罪成员、人身安全防范三大问题.     

欺诈性侦查的概念界定:兼议刑事诉讼法第50条中“欺骗”的含义

欺诈性侦查是一种具有较大争议的侦查行为。对欺诈性侦查进行概念界定时,应考虑概念本身的科学性与可适用性,强调"示假"是欺诈性侦查得以认定的必要条件,从而只将部分具有欺骗色彩的侦查行为视为欺诈性侦查。侦查谋略只是侦查人员智慧的利用,不存在对其进行合法性评价的问题,不宜利用这个概念指称欺诈性侦查。此外,还应当理顺欺诈性侦查与乔装侦查、卧底侦查与技术侦查等概念之间的关系。在对欺诈性侦查进行概念界定的基础上,可以对刑事诉讼法第50条所指的"欺骗"进行合理解释。     

Value Creation in Political Exchanges: A Qualitative Study

The purpose of this paper is to investigate how voters conceptualize value in political exchanges. The study used 10 in-depth interviews to penetrate the world view of participants to determine how they construct value and meaning in political exchanges. The findings 5 suggest that value in political exchanges operates at both a process and outcome level. Specifically, value was found to comprise economic, societal, altruistic, social, and expedient components. This research calls for a strategic redefinition of how politicians and political consultants offer value to voters in political exchanges.

"一个中心"和"文化强国"以不同的视角考察文化与经济的关系,导致现实重心不同,这种不同带有历史的或然性,也有清晰的演进过程,即:文化定义由狭义到广义的理论演进,以及现代化进程从外生到内生的现实演进。从"一个中心"到"文化强国"的战略推进,既要在"一个中心"和"文化强国"之间寻找互补,又要适时地用"文化强国"超越"一个中心"。     

沈海高速公路泉州段事故黑点鉴别与改善对策

事故黑点是交通事故高发地段,具有较大的危害性,应尽早鉴别。基于2012年4月1日至2013年3月31日泉州辖区内沈海高速公路的18个隐患路段的四项指标数据,采用当量总事故次数法确定了泉州辖区沈海高速公路的事故黑点,结果与2013年福建省预防道路交通事故领导小组办公室督办的事故黑点路段一致。一般在弯路段、路侧开口变化、道路标志设置不合理以及车流量过大的情况下容易形成事故黑点,因此,应提高驾驶人的安全意识、加强车辆日常维护与检查、优化线形改造、保证道路路面质量以及完善道路交通安全设施。

In contemporary times, a fundamental aspect for organization has been to achieve innovation through culture and approach to encourage the search and development of new ideas, new products, and new services; this is a key point to fulfill the competitive advantages which a company needs to be successful in the global market. The Sinaloa horticultural company has more than 100 years＇ history in the United States export market, and is presenting new challenges and demands from the market in order for it to achieve its permanence. The objective of this research is to identify and propose different strategies to implement management innovation, which in its essence is the one that coordinates, directs, and controls the human resource considering culture as an integral part, with a capacity to generate the spark and function as a motivating source which drives companies to consolidate and integrate supply chains.     

Resolving the tensions between the principles of aid effectiveness: an Indonesia-Australia technical assistance project

It has been more than 10 years since the Paris Declaration was signed, yet critical questions remain about whether – and how – increased compliance at the national level has improved the overall effectiveness of Official Development Assistance. Previous studies have argued fundamental tensions arise between the principles of aid effectiveness as they are translated into practice. This article explores this argument using a case study of an Australian-Indonesian technical assistance project – the Poverty Reduction Support Facility – carried out between 2010 and 2015. It demonstrates that tensions do arise between the principles of aid effectiveness as they are translated into practice, but these can be resolved through political negotiation and compromise.     

Mixing Grand Strategies: Trump and International Security

ABSTRACT

When a new President is elected in the United States, the first thing analysts do is define that President’s grand strategy; yet, naming Donald Trump’s grand strategy was a difficult task as his pre-election speeches often contradicted traditional US foreign policy norms. Trump’s ambiguous grand strategy combines two US foreign policy strategies: nationalism in the sense that his preference is for unilateral policies prioritising American interests, and a traditional foreign policy approach, as seen in the moves taken against China and Iran. Surprisingly, this grand strategy unintentionally contributes to cooperation in Eurasia, as actors like Russia, China, Turkey, India and the European Union continue to try to balance the threat from the United States instead of competing with each other, while smaller countries are reluctant to challenge the regional powers due to mistrust towards Trump.
