泰国政党模式的变迁与民主巩固

西方学者在界定民主巩固内涵时主要存在3种路径:政治制度路径、民主文化路径和多元综合路径。政治制度路径的理论家强调政党的作用,民主文化路径的理论家强调公民社会的作用,而多元综合路径则试图在两者之间折衷。1997年泰国宪法及之后的泰爱泰党的兴起为泰国第二波民主化之后的民主巩固创造了条件。然而,泰爱泰党并没有专心于群众型政党的建设,而跨越式地去学习全方位政党、卡特尔政党和商业公司型政党的经验和特征。这一学习模式在促使泰爱泰党迅速崛起的同时,也埋下之后在喧嚣中退场的隐患。泰爱泰党的政党学习实践反映出后发国家的一种学习困境,也揭示了政党模式的次序变迁与民主巩固之间的密切关联。     

Better Government with Older Citizens: A Test of Democracy

Better Government for Older People: this ambitious project to involve older citizens in the improvement of policies affecting them, celebrated its tenth anniversary in 2008. Then the Government decided to close it down, setting up an Advisory Forum as an alternative. BGOP's considerable achievements were widely recognised (and acknowledged in the DWP review by John Elbourne) but there were real shortcomings. BGOP's previous history is summarised, with special reference to its work with the Older People's Advisory Group. Some activists and observers believe BGOP's weaknesses could and should have been remedied, but the Government decided to start again. There are strongly opposed interpretations of why this happened. Former BGOP staff and OPAG members have since set up ChangeAGEnts, a Co-operative charity, to continue their work. The specific issue is intrinsically and demographically important, but it also throws light on consultation in many other policy areas.     

中央企业工资协商民主机制研究

工资集体协商法律制度实施二十多年来，职工工资增长缓慢和分配差距过大问题并未得到解决，反呈越来越严重之势；借鉴西方工资集体协商制度，这在我国并未取得预期效果。中央企业应与中国特色社会主义社会制度相适应，悉心探索建立一种工资协商民主机制。     

国企民主管理存在的问题与解决之策

国企民主管理工作,目前存在着一些亟待解决的问题。要有效解决这些问题,需要采取以下对策:一是提高领导干部对企业民主管理重要性的认识;二是努力提高他们的群众观念;三是对职工代表进行全面培训;四是对表决方式作出相应改革。     

我国城市社区民主自治研究综述

近年来,城市社区民主自治问题已迅速成为国内学界的研究热点,特别是研究的重点不断拓宽,呈现出了全方位、多层次、宽领域的特点,但仍在诸多方面存在不足。纵观学界研究现状,可以为进一步推进我国城市社区民主自治研究提供某种启示。

Chile began its re-democratisation process in 1990 with a profound lack of counter- money laundering standards. Over time, the nascent political order was compelled to build institutions and generate norms in light of the security principles promoted by foreign actors. However, Chile’s reluctance, for instance, to not create a financial intelligence unit (FIU) until 2003, put the country in a particular stance for assessing criminal proceedings. This article reviews the construction of Chile’s governance of money laundering and focuses specifically on the role played by the Unidad de Análisis Financiero (UAF, Chile’s FIU) in maximising inter-institutional governing relations. The paper reviews three periods of time: the institutionalisation era (1990–2002), the UAF’s formative years (2003–2008) and the policy-building phase (2009–2014). The research concludes by exploring how Chile’s case adds to our qualitative knowledge on democratic network governance.     

村级民主监督机制的有序化研究——基于浙江省若干典型样本的分析

村级民主监督是农村基层民主政治的一个重要方面,是民主选举、民主决策、民主管理的重要保障,也是基层民主的新的增长点。如今各地的村级民主监督实践非常普遍和活跃,取得了良好的成效,但在运行过程中也出现了一些制度与实践的偏离。破解的关键在于要培育各方监督力量,在确保其独立性的基础上寻求多元主体间的协调与合作,打造一个多元耦合的立体化村务监督体系,使其功能实现"1+1>2"的效果。     

试论民主党派核心价值观与社会主义核心价值体系的内在关系

民主党派核心价值观是社会主义核心价值体系的重要组成部分,构建民主党派核心价值观是民主党派践行社会主义核心价值体系的前提和基础.民主党派核心价值观的精神支柱、核心理念、价值原则和价值取向与社会主义核心价值体系具有本质上的一致性.因此,应在社会主义核心价值体系的引领下,培育民主党派核心价值观.     

我国行政问责制的实践反思

行政问责制是建设责任政府、法治政府、民主政府和效能政府的重要保障。自2003年＂非典＂之后,我国政坛掀起了一场迅猛的＂问责风暴＂,取得了一大批问责成果,然而,在实践过程中却凸显出一系列亟待解决的问题。因此,必须完善行政问责制度,以确保政府部门及官员真正做到有权必有责、用权受监督、违法受追究,由此建立起廉洁、高效的责任政府和服务型政府。     

Chapter 4: Adult Descriptions of Public Achievement

SUMMARY

Adult volunteers who work as experiential educators in Public Achievement (PA) told us about their experiences, and we contrasted these with the stated aims of Public Achievement, young peoples' experiences, and what it is like to be an adult volunteer. PA coaches reflected that there was a significant disjuncture between the official aims of PA and their lived experiences working with youth. Even though this was a source of frustration, PA coaches did come to have personally meaningful experiences working with youth, and this provoked reflection on their own understanding of citizenship, democracy, and public work.
