A Grass Roots View of Religious Change Amongst Women in an Indigenous Community in Chiapas, Mexico

Abstract — This paper discusses the changing position of women in an indigenous community in Chiapas, Mexico. It argues that women are gaining new agency and an increased pride in their ethnicity as they become members of the various sects that are taking root in the community. Affiliation to a sect provides them with an institution that they can call their own thus satisfying their felt need to be part of the longer-term economic and political changes that are occurring while still being shielded from them.

A Tale of Two Leaders: Leadership and Cultural Change at the New Zealand Treasury

Differences in the transformational leadership exercised at the New Zealand Treasury (NZT) by two Secretaries – Henry Lang (1969-1973) and Graham Scott (1986-1996) – are related to differences in their paradigmatic situation rather than a shift away from a serial loyalist public service bargain that caused both to direct their leadership initiatives toward developing and maintaining the trust successive finance ministers placed in NZT advisors. Thus while Lang's leadership was directed toward expanding the reporting role of the NZT to the limits of what could be expected under a relatively stable market failure policy paradigm, the subsequent erosion of the authority of this paradigm meant that, under Scott's leadership, the NZT reinvented itself to avoid implication in a failure to contribute to the policy leadership required to advance a coherent reform strategy.

"人类安全"逐渐成为一种新的安全理念,环境气候问题等各种影响人类安全和福祉的非传统安全问题日益引起广泛关注。全球性安全威胁的严重程度则取决于治理框架的反应能力。包括气候政策、法律和机构在内的气候环境治理框架能够最大限度地削弱全球化冲突的根源,避免影响的发生或减缓其进程。奥巴马上任以来美国新政府能源、环境和应对气候变化政策出现较大调整,大力推动新能源法案来减缓气候变化。这一政策转向具有深刻的历史动因和政治基础,并将给美国经济复苏和美国企业的国际竞争力带来压力,加剧美国对外贸易摩擦和削弱其在国际气候环境合作中的领导地位。     

气候变化对东南亚经济的影响

气候变化成为国际社会关注的重点,各权威机构及学者纷纷研究气候变化及其对经济的影响。本文以斯特恩评论的框架,结合有关研究资料分析东南亚的气候变化,包括气温、降雨量、极端气候事件和海平面的变化及趋势,评介这些气候变化对东南亚经济,包括对水资源、农业、林业、沿海及海洋资源和人类健康等5个方面的影响及发展趋势。     

俄国近代自由主义的历史变迁与影响探析

俄国自由主义是俄国对西方的感应和国内的变迁共同作用的混合产物,它是以欧洲自由主义的变异形态即＂不充分的自由主义＂存在并发挥作用的。从短时段看,俄国近代自由主义随着1918年立宪会议被解散而走向终结;但从长时段看,自由主义作为俄国近代化的产物,它随着俄国近代化的向前发展而逐渐融入俄国社会,成为俄国近代以来政治文化传统的重要组成部分。     

Analyser les réformes institutionnelles sur le terrain: l'exemple de la réforme de l'armée suisse «Armée XXI»

L'étude des réformes de l'administration et des institutions publiques suisses a considérablement délaissé la problématique des conséquences des changements sur le terrain et surtout n'a pas analysé le vécu des acteurs administratifs de base. Notre étude vise, au niveau analytique, à rendre compte du vécu des réformes à l'échelon des «petits fonctionnaires»; sur un plan méthodologique, une enquête de nature ethnographique est introduite pour étudier ce questionnement. Notre enquête sur la réforme de l'armée suisse «Armée XXI» sert d'illustration. Si notre démarche permet de parvenir à des résultats intéressants sur les conséquences et le vécu de cette réforme, elle comporte également des enjeux empiriques spécifiques articulés autour de la question centrale de la relation du chercheur à son terrain. Au final, une microsociologie ethnographique du vécu des réformes par les acteurs de base nous semble susceptible de contribuer à un enrichissement de la recherche sur les transformations récentes des institutions publiques en Suisse.     

20世纪以来泰国马来穆斯林民族主义的演化与发展

20世纪以来,在与外界群体的互动中,泰国马来穆斯林群体的民族认同与民族意识经历了两次转变。第一次是在大泰族主义刺激及泛马来民族主义召唤下,由非政治性的地方民族主义向政治性的跨界民族主义转变,穆斯林群体民族意识高涨,并掀起了大规模的分离运动。第二次则是由于新时期泰南局势的转变及全球性伊斯兰激进思潮的影响,穆斯林群体的民族意识与认同出现了分野,多元认同与极端宗教主义成为这一群体表达民族意识的两种方式。泰南穆斯林群体民族意识和认同的演化,体现了泰国与周边地区的发展态势,折射出20世纪以来东南亚地区伊斯兰文化圈的变化发展。     

Climate Change and Environmental Security: For Whom the Discourse Shifts

This article explores the implications of the April 2007 United Nations Security debate on the security dimensions of a changing climate for international climate change politics. Specifically, our analysis focuses on whether and how security concerns have been addressed in past international political debates on climate change and considers whether the Security Council debate, which emphasized the threat of climate-related conflict, reflects a discursive shift. We elaborate on two general discourses on the relationship between environment and security, which we call environmental conflict and environmental security . Using content and discourse analysis, we demonstrate that both the historical climate change debate and the more recent Security Council debate have been informed by the environmental security discourse, meaning that a discursive shift has not taken place. We conclude by considering the possibility of a future discursive shift to the environmental conflict perspective and argue that such a shift would be counterproductive to the search for an effective global response to climate change.
