当前我国公民政治参与有序扩大的动力

当前我国公民政治参与呈现出扩大的趋势,这是来自政治、经济、文化等多领域的多重动力共同作用的结果。具体表现为民主政治的发展、市场经济发展的要求、公民政治意识的复苏与增强和全球化的推动。     

Newspaper Representation of the Debates in the 2007 Jamaican General Election Campaign

This article deconstructs the newspaper representations of three debates held in 2007 during the Jamaican General Election campaign. The theory of social representation is used in this article to explain political behaviour and outcomes. Representations are the images, words, symbols or phrases that are generated from people's dialogic interaction that signify meanings. Content analysis of relevant articles covering the electoral campaign in the main print media in Jamaica forms the empirical basis for study. The majority of representations of the three main debates were negative, revealing that political manifestos were largely ignored and policy funding was not addressed. Significant issues such as crime, education, health, garrison politics, corruption and unemployment were inadequately addressed, and the wider global context of these matters was ignored. The consensus was that the Jamaica Labour Party (JLP) won two of the three debates, notably the leadership debate in which the Leader of the Opposition, Bruce Golding MP, performed more effectively than the then current Prime Minister, Portia Simpson‐Miller of the People's National Party (PNP). Social representation theory is used to assess the types of political meanings generated by media coverage during the General Election. It is suggested that the perceived success of the JLP candidates in the main debates was an important contribution to the party's overall electoral victory.     

Barriers Natural and Unnatural: Islamiento as a Central Metaphor in Kuna Ecotourism

This article considers ecotourism among the Kuna of the San Blas Archipelago in Panama, using the term I use the concept of islamiento to describe both ‘isolation’ and ‘island‐isation’ as central metaphors to understand Kuna strategies in demarcating tourist and community spaces. The local autonomy exemplified by the Kuna in tourism is just one transformation of the way in which they utilise island configurations as a source of physical and ideological independence. While competition for resources between tourists, non‐Kuna ‘outsiders’ and Kuna ‘insiders’ is common, pressures on local inhabitants, resources and the need for privacy and community life are exacerbated in island tourism. Through various mechanisms that turn the physical properties of the archipelago to their advantage, the Kuna limit the impacts of tourism on daily life and strengthen their autonomy.

本文介绍了当前我国农民的非制度化政治参与的主要形式,在对其原因进行剖析的基础上,试图寻找促成农民从非制度化转向制度化政治参与的合理路径。     

International Public Goods and Agency Problems in Treaty Organizations

This paper analyzes the extent to which international public goods and agency problems are present in international organizations. A noncooperative model of the funding choices of donor countries and the subsequent policy choices of an international agency is used to develop hypotheses about the behavior of ideal and problematic international agencies. The analysis suggests that international agencies are likely to be underfunded and undermonitored relative to that which maximizes the joint interest of signatory countries. The funding and policy implications of the model are tested using data from the Global Environment Facility (GEF). The statistical results suggest that (i) treaty obligations affect behavior of Annex 1 and non-Annex 1 countries, (ii) GEF’s allocation of grants generally advances the international environmental agenda, and (iii) significant free-riding and agency problems exist in GEF as it is presently organized. Overall, the empirical results suggest that treaty organizations may be relatively effective, if not perfect, instruments of international public policy.      

凌烟阁与唐代政治试探

据传世文献记载,凌烟阁位于唐代长安西内皇城三清殿侧面.本文对凌烟阁得名的历史渊源、唐代凌烟阁图像功臣的程序进行了初步探讨.唐代曾有五位皇帝在凌烟阁图像功臣,其中以唐太宗贞观十七年(643)图像功臣最具影响力.为表彰盖世功业,图像功臣于凌烟阁,其目的在于示范当代,永贻后昆,达到国家长治久安的政治目的.     

北洋法政学堂创办的历史考辨——为北洋法政学堂成立105周年而作

北洋法政学堂是袁世凯在天津创办的最后一所学堂,也是中国第一所全日制普通高等政法院校。它规模宏大,专业齐全,办学形式多样。中国共产主义的先驱,中国共产党的主要创始人之一李大钊烈士是该校专门部首届毕业生。搜集先贤史绩,弘扬烈士点滴,是晚生校友的光荣职责。2011年是该校创办105周年,笔者特撰此文,以为纪念。

当前我国网络政治活动的问题及对策

在网络政治日益勃兴的时代,为建立一个健康的网络政治空间,应当对我国网络政治活动进行规范。当前我国网络政治活动存在着法制不健全、非理性化、政府主体没有体现应有的引导作用等问题,应从建立双向合作机制、自我约束机制和沟通信任机制等方面规范我国的网络政治活动。     

身份认同与秩序维系：19世纪以来国家分类对国际政治的影响

自国家出现始，就产生了某种意义上的分类。进入19世纪，随着人类面临主题的不断叠加与更新，国家分类达到了新的高度，产生了前所未有的价值。其问，身份认同与秩序维系就比较典型。其在丰富国家发展史的同时，也提升了国际政治内涵。进入新的时空，尽管国家因主客观因素而分属于不同类别的现实尚未根本改变，但超越身份边界对人类共同体普遍性秩序的建构却转换为时代亮点。当今国际背景下，身份认同的强弱与国家间利益大小的乘积，正在谱写着国际政治既是实力政治，也是价值政治的逻辑。
