‘Corruption in the aftermath of war’ brings together an interdisciplinary group of scholars to enquire into the dynamics of corruption in post-conflict societies. This introduction discusses five themes, problematising and summarising key findings from the 10 articles included. First, we discuss the problems with the corruption concept, related to its moralising connotations and definitional vagueness, and propose viewing corruption as a collective action dilemma as a way of avoiding these moralising aspects. Second, we discuss post-conflict societies, and highlight the great varieties of ‘peace’ that that label can refer to. We suggest that the causes, dynamics and effects of corruption in post-conflict societies bear many similarities with those in other societies, but that the post-conflict situation often generates an intensification and entrenchment of corruption-related problems. Third, we analyse the dynamics between international interveners and domestic actors, and show the contradictions and tensions in international–domestic relations. Fourth, we argue that the inter-linkages between inequality, mistrust and corruption deserve consideration in the study of post-conflict societies, and that inequality in particular merits more attention. Finally, we discuss some methodological challenges encountered by the contributors in their studies of corruption in post-conflict societies.  相似文献

中国和西方古典和谐社会思想有较大差异:中国古代思想家形成了一套以“和谐”为根本价值基础的完整理论体系,其中涉及社会理想、伦理道德、治国理念、民本思想等等;西方古代的合谐思想包含公平与正义、城邦公民的公共利益、限制君主权力滥用等系列内容。和谐社会是以人为本,尊重人格、保障人权、体恤人性与追求人自身的自由全面发展的社会,宪政的根本价值内核也在于将人置于崇高的地位,二者相通之处都在于凸显人、尊重人、保障人,实现人的全面发展。以人为本既是和谐社会的评判标准也是宪政的根本出发点。  相似文献

Using the case of El Salvador, this paper explores how women's organizational skills developed in civil war translate into work in NGOs in the post-conflict struggle for rights. The paper briefly describes the gender stratification methodology used in the analysis and then presents the situation in El Salvador before, during, and after the war. After discussing how Salvadoran women, despite quite limited economic power, became a well-organized force that was strategically indispensable to the rebels during the war, the paper examines factors that contributed to the success of Las Madres Demandantes (LMD), an NGO focused on the single issue of getting child support payments to women. The experience of other NGOs in El Salvador is reviewed with respect to the factors that contributed to the success of LMD. In conclusion, a few lessons from the issues faced by the post-conflict women's NGOs in El Salvador are presented.  相似文献

Central to consociational (or power‐sharing) theory is the claim that multicultural societies require electoral systems based on proportional representation (PR) in order to ensure a fair representation of the various cultural groups in parliament. In this context, Switzerland is often cited as a “PR country”, as well as the key example of successful consociationalism. This article argues that, in this respect, the Swiss experience does not support consociational theory as far as the representation of linguistic groups is concerned. The counterevidence is found by exploring the variety of Swiss electoral systems, both at the national level and in the four multilingual cantons. The article suggests that territoriality (i.e. definition of electoral districts) is the key variable for ensuring linguistic proportionality in parliament. When this is not possible, as is the case in some elections in the multilingual cantons, majoritarian systems sometimes do a better job than PR.  相似文献

Statistics on the national origin of almost one thousand killed and captured foreign fighters in Iraq reveal noticeable differences among Muslim majority countries in their jihadism rate (number of fighters/million population). These cross-national differences are used to test different theories as to the causes of Islamist extremism. The findings do not support those theories which see the cause of jihadism in the political and economic failures of Muslim societies, since the foreign fighters come from the more developed countries. The foreign fighters also come from the more religious societies, and from those societies “occupied” by U.S. or Israeli military forces.  相似文献

Abstract

The essay posits the question of the end of May Fourth as a properly political sequence. If we consider May Fourth as a political movement, asking how it ends implies asking what kind of political subjects and political organizations were active then and ceased to be active at a certain point in time. Asking when and how the May Fourth movement ended implies, therefore, asking what ended. The essay analyzes a series of statements and actions signaling the “end” or the “defeat” of May Fourth in order to question whether there were collective practices, locations, and categories proper to the May Fourth period and how they got exhausted. Two elements appear to be crucial: the organizational structure of the xuehui and the category of “student.”  相似文献

The effect of retrieval support on eyewitness recall was investigated in two experiments. Based on the outshining hypothesis, Experiment 1 tested whether retrieval support enhances witness performance (compared to free recall) especially when witnessing conditions are suboptimal (e.g., because witnesses were distracted during the crime). Eighty-eight participants watched a videotaped crime with either full or divided attention and subsequently received retrieval support with the Self-Administered Interview© (SAI) or completed a free recall (FR). One week later (Time 2 – T2) all participants completed a second FR. Unexpectedly, retrieval support did not lead to better memory performance than FR under divided attention conditions, suggesting that retrieval support is not effective to overcome adverse effects of divided attention. Moreover, presence of retrieval support at Time 1 (T1) had no effect on memory performance at T2. Experiment 2 (N = 81) tested the hypothesis that these T2-results were due to a reporting issue undermining the memory-preserving effect of T1-retrieval support by manipulating retrieval support (SAI vs. FR) at T1 and T2. As expected, T1-retrieval support led to increased accuracy at T2. Thus, the beneficial value of T1-retrieval support seems greatest with high-quality T2-interviews. To marry has never been an egalitarian option or everybody's wish. There have always been calculations or considerations, structural or individual hindrances and even societal restrictions for individuals to get married despite wishing to do so. Without any doubt and apart from the debate on determination or love and free choice in former times, to marry has always been a societal event, a mutual relationship between personal wishes and societal environmental expectations.

And apart from all the debates on paradoxes in modernization processes, it is clear that in pre-modern times societal marriage restrictions were widespread.

It is very unlikely that people should have been forbidden to marry because they should not have sexual contacts, just for morality reasons. The keys have been considerations and calculations on reproductivity, economic and social resources, social and human capital. This paper deals with aggregated vital data from four parishes in Styria, Austria, covering the outgoing 17th century until the end of the 19th century, in order to detect hints of marriage restrictions.

The paper proves the well-known variety of marriage systems in pre-industrial and pre-modern times. It supports the idea that the presence of marriage restrictions hindered population growth, but the absence of such restrictions did not automatically foster more societal transparency and developmental chances in a modern sense, as mortality and inequality were very strong factors in pre-modern agrarian societies. In the end, the question of marriage restrictions was apparently posed and answered by privileged groups.  相似文献
