This essay examines the problems that many scholars raise when referring to the EU’s chances of implementing a true, original and effective social model, capable of renewing the Welfare State model developed after the Second World War. The analysis is conducted in the light of the process of ‘constitutionalisation’ in the European Union and of the Lisbon Treaty. Following a constructive approach, the author examines the current debate among European public actors on this issue, with particular emphasis on the ‘advanced enforcement’ of the Nice Bill of Rights evident in the jurisprudence of the European Courts as well as in recently published European Commission documents on ‘flexicurity’.

This article focuses on the Italian and Spanish models of growth and analyses labour market, human capital and innovation policy reforms since the mid 1990s. The comparison with France and Germany shows the constraints that have hindered the rise of institutional complementarities and the competitiveness of the two Mediterranean countries already before the introd uction of the euro and the outbreak of the 2008 crisis. The analysis highlights both similarities and structural differences between Italy and Spain and demonstrates the long-term institutional conditions that explain why the economic breakdown has had such a deep impact on the two countries.  相似文献

By analysing the 2013 Hong Kong dockworkers’ strike, this article explores how workers, precariously situated in the world’s freest economy, fight for decent wages with the support of civil society. It is argued that the trade union movement in Hong Kong, a Special Administration Region of the People’s Republic of China, is a typical example of social movement unionism. It suggests that the rise of social movement unionism in Hong Kong was a practical strategy of social activists to support labour rights under the specific context of vulnerable structural power, weak institutional power, failed political unionism and a vibrant civil society. Social movement unionism has a “double-edged sword” effect on workers’ power: on the one hand, it has the potential to create societal power and strengthen associational power; on the other hand, it may compromise workers’ militancy and the possibility of stronger workplace bargaining power during workers’ struggle.  相似文献

This paper explores how front‐line street‐level bureaucrats (SLBs) cope with the expectations of citizens, clients, or ‘customers’ in daily work and how SLBs may be impacted by emotional labour. The study analyses data from 41 interviews with SLBs in local councils in Victoria, Australia. Although exploratory, it builds awareness and understanding of the emotional labour associated with public service. The situations that SLBs engage with on a daily basis are many and varied and take the form of increased expectations and intense encounters. Respondents experienced abuse, threats, violence, but also ‘sparkle moments’. Resources that helped SLBs cope are diverse and located both within and outside organisations. Implications are discussed and issues that merit additional investigation are raised concerning how SLBs can be supported to better meet the demands of the public. The research is of value to public managers and SLBs operating in a changing society with increased ‘customer’ expectations.  相似文献

This article compares three immigration countries that are perceived, both publicly and politically, as being fundamentally different: Canada, which is allegedly one of the most attractive destination countries for labour migrants worldwide; Germany, which is still thought to be sceptical towards immigration; and finally Spain, which is considered institutionally incapable of implementing efficient labour migration policies. Against the backdrop of various political reforms that have been adopted in these countries, however, the article argues that such a distinction is becoming increasingly inaccurate. This observation is backed empirically by analysing the technique of screening labour migrants and the temporal design of labour migration policy.  相似文献

Abstract

‘Abenomics’ has continued to attract the attention of both the national and international media and a broad range of scholars. There are different and contested views of Abenomics and its impact upon the Japanese economy. This article argues that those more Keynesian-style remedies that form part of Abenomics have not been able to address Japan's longer-term problem of weak demand, especially in terms of private consumption. This is in large part due to the liberalising measures that also form part of Abenomics, and which are incompatible with the Keynesian remedies pursued. Whilst Abenomics has the potential (at least in the short-to-medium term) to improve the profitability of Japanese businesses, in the absence of a corresponding move to redistribute corporate wealth to labour, Abenomics also represents a hazard to future economic growth in Japan.  相似文献

Migration is a gendered process that shapes the lives of men and women differently, because they generally occupy dissimilar positions within the household, the labour market, and society. This article examines gender and migration within a Nordic context, between two countries that are often presented as gender-equal in cross-national comparisons. The focus is on how the gendered division of labour is manifested in the experiences of Icelanders who migrated to Norway in the wake of the Icelandic financial crisis of October 2008. The results are based on interviews with people who migrated to Norway both with and without their families. In our analysis, we show how the gender-segregated labour market and gender norms lead to different positions and opportunities for men and women at times of economic crisis and migration. For study participants who migrated with their families, the relocation was often organized around the labour-market position and opportunities of men. Those who migrated without their families emphasized their roles as providers for their families. However, only the women described how their absence was perceived as a failure to fulfil childcare responsibilities. The findings highlight the resilience of the notions of men as providers and women as primary parents within “the gender-equal Nordic region”, and indicate how these roles may facilitate or discourage the migration of men and women.  相似文献

Temporary migrant workers in Southeast Asia are subject to various abuses in recruitment, work and repatriation. A decade ago ASEAN governments committed to developing an Instrument governing migrant worker rights, but a series of deadlocks have stymied this agreement. Prevailing accounts explain this impasse as the consequence of incompatible national interests, norms of non-interference and consensus, a lack of institutional capacity and the limits of rights advocacy in ASEAN. Conversely, utilising a political economy framework, this article demonstrates this impasse in regional governance reflects societal-level conflicts among migrant workers, civil society organisations, business groups and state-based actors, generated by the latter’s adoption of migrant labour as both a livelihood and development strategy.  相似文献

This paper argues for the reconceptualisation of the first food regime. First, it situates the origin of the first food regime in 1846 with the repeal of the Corn Laws. Second, it suggests that the concept must be extended to other ‘moments’ of the circuit of capital. Third, it argues for a scalar shift in order to take into account national and subnational processes and dynamics. Problematising working conditions in the British baking industry c. 1830–1914, I demonstrate how relations of distribution were embedded in global value relations essential to the articulation and deployment of the first food regime.  相似文献

ABSTRACT

This paper examines the trends, patterns, and determinants of Ethiopian domestic labour migration to Arab countries. The primary motive behind migration is to move out of poverty and to improve family living standards through remittances. Migration to Arab countries has intensified due to social networks, expansion of illegal agencies, and the relative fall of migration costs. This movement is also the result of a shift in demand away from Asian domestic workers who tend to seek higher wages, to cheap labour source countries such as Ethiopia. This underlines not only the complexity of human mobility across national borders but also indicates the importance of conceptualising this movement in a broader global perspective, going beyond the traditional push-pull factors embedded in origin and destination countries. Female domestic migrants have received marginal attention from policy-makers and their vulnerability to various forms of abuse and exploitation has continued over the years.  相似文献
