Political campaigns are made to attract the attention from citizens. The beginning of its adaption is linked to the appearance of the social media and user-generated content. Since the number of users of social network sites in Europe constantly grows, 2009 was the first time that these websites were used in political marketing purposes for the European Parliament elections. This is an exploratory study of the nature and extent of video-based social media, studied through the content analysis of YouTube videos created for the electoral campaign for the 2009 European Parliament elections by 13 political parties from four EU states. Results have shown the specificities of political advertising on the YouTube, a raising interest in social media among citizens in Europe, and the development of this way of campaigning. 相似文献

平等和自由之间是存在张力的,且经常表现为一种矛盾关系。国家强制平等往往通过一定的制度来实现,而这种制度如果不能在自由与平等之间保持某种适度平衡,就会导致来自国家或社会的歧视与缺乏宽容。就平等权原则在世界各国宪法上的规定及其实践而言,虽然不同国家的宪政制度和法治文化传统不同,但都体现了宽容的内在性要求,一如美国的"平等保护原则"和德国的"法律上的平等与禁止恣意原则"。鉴于我国人民代表大会制度下的"立法归类"可能造成的歧视和不宽容,将"法律面前人人平等"单纯理解为平等权或法律适用上的平等原则,都是不甚妥当的,它仍然有进一步诠释的余地。在更为根本的宪法原则层面,宽容理念要求确立社会法治国原则,以对传统法治国原则进行修正,以进一步调和自由与平等之间的内在紧张关系。 相似文献

The growth of the far right and election results in Brazil are often associated with national or large-scale events. The multi-level features of these developments, namely party competition at the sub-national level, are overlooked in the literature. This article argues that changes in the Brazilian national party system – those observed from Bolsonaro's election, mainly – are rooted in sub-national political dynamics. Through a comparative and longitudinal analysis of multi-level executive and legislative elections, we find that, although there are distinct patterns of competition between the national-sub-national and within-country levels, this difference is not evident in volatility. 相似文献

Women constitute the majority of the Australian public sector workforce, but their representation in senior roles is not proportional. Australian public services have gender targets to improve the representation of women in senior roles. Based on previous research, targets are expected to first increase female representation at the target's focal level, such as executive level. Then they should initiate a trickle-down effect (TDE), increasing female representation at the level immediately below the target's focal level, such as the executive feeder level. However, the TDE observed in a state public service decelerated after a gender target was imposed. We identified whether individual departments had a consistent or inconsistent TDE and conducted 13 semi-structured interviews with key stakeholders. Too many service-wide targets with low prioritisation of a gender target, as well as missing and ineffective practices, generated decoupling dynamics. Only departments with gender champions who had visible backing from the Chief Executive were able to keep the gender target coupled with practice to achieve its intended outcomes.
Points for practitioners
- Gender targets in Australian public services may not be achieving intended outcomes due to decoupling—a response to policies in which the policies are ignored and/or ineffective practices are implemented.
- Too many competing targets and limited accountability for achieving a gender target create a potential for decoupling by allowing individuals and groups to ignore or weakly adopt the policy.
- Integrated bundles of top-down (e.g. requiring at least two women on shortlists) and bottom-up practices (e.g. mentoring) can help avoid decoupling by ensuring women are appointed to senior roles and supported to progress through an organisation.
- Chief Executives are key to ensuring a gender target remains coupled with its implementation; Chief Executives must provide visible support to internal champions to make gender targets effective.

The global increase in extreme weather events in recent years has spurred political scientists to examine the potential political effects of such phenomena. This paper explores effect of flooding on electoral outcomes and offers evidence that the impact of adverse events varies with changes in political context. Using a difference-in-differences identification strategy to analyse three consecutive general elections in the United Kingdom (2015, 2017 and 2019), the paper finds variability in partisan electoral benefit from one election to the next that calls into question the blind retrospection and rally-round-the-leader explanations which are often advanced to account for electoral reactions to natural disasters. Instead, changing party positions on environmental issues appear to account more convincingly for shifts in electoral support in response to flooding. This suggests that parties can derive benefit from, or be punished for, the positions they take on environmental issues when extreme weather events affect citizens. 相似文献

This article aims to contribute to the new electoral history by examining a specific practice of democracy, the voter registration card, known in Colombia as the citizenship card (cédula). After pursuing the themes of electoral reform and universal suffrage in a broader sense, the article outlines the card's history from its inception in 1929 to its role in the polemics over electoral corruption by the Conservative Party, which ranged over the period before the Violencia.
