Research in the field of citizenship, civil society, and social movements in relation to larger democratic summits has either focused on radical confrontational elements of activism, broad public demonstrations, or the professional non-governmental organizations. In this article, I label the types of activist groups involved in and around the COP15 climate summit in Copenhagen (2009). My proposition is that such a categorization may help to refine the general debate through more nuanced distinctions and accurate definitions and provide a better understanding of why the creative elements seem to take a central role in today's activist landscape. I develop these typological conceptual representations based on an understanding of civil society as a mediating catalyst. By presenting six versions of citizenship participation based on an analysis of diverse ends and means, I identify how each of them has their own specific logic about the democratic challenges surrounding the summit. This analysis leads me to address the question of whether an attempt to bridge the gap between the official system and the active citizen through a distinction between antagonistic and negotiation-friendly forms of activism is fruitful. In conclusion, the creative activist is revealed as a mediating figure in civil society pointing towards a new definition of ‘facilitating citizenship’.  相似文献

This article analyzes the European renewable energy industry's capacity for pressure‐based and information‐based lobbying and its strategies in two lobbying efforts: for a legally binding target of 20 percent renewable energy by 2020 (a proposal adopted by the European Council in March 2007) and for binding interim targets as a means to secure effective implementation of the 2020 target (a proposal that was not adopted). It finds that the industry has the capacity for information‐based lobbying but very limited capacity for pressure‐based lobbying. The article also discusses the effectiveness of the two lobbying types. It argues that information‐based lobbying is particularly effective early in the decision‐making process, and hypothesizes that early information‐based lobbying may compensate for limited capacity for pressure‐based lobbying and for information‐based lobbying that takes place later in the decision‐making process, but concludes that this strategy would have been unlikely to be effective in the second case.  相似文献

Prior to developments in Copenhagen in 2009 and Cancun in 2010, global climate policy negotiations seldom culminated in concrete decisions concerning ways in which Reducing Emissions from Deforestation and Forest Degradation (REDD) could be linked to sustainable development and carbon markets in developing countries, such as those in some parts of Africa.That changed with the expansion of the REDD initiative, to REDD+. Key arguments in the discussions have concerned contested methodologies for measuring, reporting and verifying carbon stocks; ensuring adequate technology transfer; and rectifying the shortage of local experts to deal with REDD+. However, there has been no contestation on the fact that REDD+ creates financial value for carbon stored in forests, an aspect that would encourage developing countries to reduce emissions from deforestation and degradation of forested lands and to invest in low-carbon growth paths. This article sheds light on how REDD+ has developed in global climate negotiations and how African governments have and should engage with REDD+. The conclusion is that since the Bali Action Plan of 2007, there has been significant progress in creating enabling global architecture with regard to REDD+, and African governments should now grasp the opportunities offered by REDD+ while advocating for a fair, legally binding and ethical arrangement to engage over the forests which are so key to many of their economies.  相似文献

ABSTRACT

This article draws on local narratives and observations of food sustenance practices in relocated farming communities in Sebakwe, Zimbabwe. Local knowledge on traditional food crops and related agricultural practices was proven to be a source of local community resilience, enabling residents to sustain their livelihoods. Local community agency in maintaining, cultivating and processing traditional food crops was found to sustain their culture and livelihoods, thereby providing community resilience in a changing environment.  相似文献

This article draws attention to the ideological role that the neoliberal discourse on corruption has fulfilled in the promotion of the second generation reforms in Southern countries since the 1997 East Asian financial crisis. This discourse is ahistoric insofar as it fails to recognise corruption as a problem of modernity; biased insofar as it associates corruption with Southern countries' historical and cultural specificities only; contradictory in terms of its counter-productive anti-corruption strategies; and politicised as it has redefined ‘corruption’ as ‘rent-seeking’. In the absence of alternative radical conceptualisations, this essentially competition-induced neoliberal orthodoxy on corruption has been easily articulated within morality-based popular concerns in domestic politics and hence acquired a hegemonic capability. The article substantiates these arguments by examining the trajectory of the neoliberal anti-corruption agenda in Turkey with a particular focus on the developments of the post-2001 financial crisis period.  相似文献

We analyze important forces that hamper the formation of successful self-enforcing agreements to mitigate global warming from an economic point of view. The analysis combines two modules: (a) an integrated assessment model that captures the feedback between the economy, environmental damages and the climate system and (b) a game theoretic model that determines stable coalitions in the presence of free-riding incentives. We consider two types of measures to enhance the success of international environmental treaty-making: (a) transfers, aiming at balancing asymmetric gains from cooperation; (b) institutional changes, aiming at making it more difficult to upset stability of a treaty. We find that institutional changes may be as important as transfers and should therefore receive more attention in future international negotiations.

气候变化问题的全球性决定了构建应对气候变化对策必须集合各领域的通力合作的,法律应对机制是必不可少。以往,我们常常将关注点放在气候变化国际法律制度领域的基本问题研究上,而未真正对气候变化国际法律制度进行认真剖析,找出其目前和未来发展阶段的不足之处;更没有在国际实证分析的基础上,结合我国目前的实际情况,做出完整的法律构架,实现国际法的国内法转化,使气候变化的应对能真正落到实处,毕竟《京都议定书》的实现需要各国知之践行;尽管有必要强调共同但区别原则,但是中国作为负责任的大国,有必要提升“道义责任理念”,从自身内部法律实践做起,为温室气体的减排落实真正尽一份力。  相似文献

This introduction lays the groundwork for this Special Issue by providing an overview of the Asia-Pacific Partnership on Clean Development and Climate (APP), and by introducing three main analytical themes. The first theme concerns the emergence and continuation of the APP. The contributions show that the emergence of the APP can be attributed to international factors, including the United States’ rejection of the Kyoto Protocol, and its search for an alternative arena for global climate governance, and other countries’ wish to maintain good relations with the US; as well as domestic factors, such as the presence of bureaucratic actors in favour of the Partnership, alignment with domestic priorities, and the potential for reaping economic benefits through participation. The second theme examines the nature of the Partnership, concluding that it falls on the very soft side of the hard–soft law continuum and that while being branded as a public–private partnership, governments remain in charge. Under the third theme, the influence which the APP exerts on the post-2012 United Nations (UN) climate change negotiations is scrutinised. The contributions show that at the very least, the APP is exerting some cognitive influence on the UN discussions through its promotion of a sectoral approach. The introduction concludes with outlining areas for future research.

东晋南朝时期,玄学成为当时具有时代特色的主流学术和政治思潮.但此时的思想界又呈多元化局面,玄、儒、佛、道各家思想对意识形态及政治领域各个层次的影响和作用并不相同.在统治者治国的实际指导思想方面,儒家学说仍然占据主导地位.这不仅表现在江左君臣们仍以儒家学说作为治国立论的出发点,还表现在儒家思想对当时立法和司法实践产生着直接的影响.在处理具体案件时,司法者主张情、理、法结合,提出了符合伦理人情的原则和方法.这一时期儒家思想的作用和影响推动着封建法律伦理化进入新的阶段.  相似文献
