The study predicts the moral identity of Ugandan public procurement staff using situational factors like leadership styles, social interactions, organizational politics and personal isomorphism, largely ignored in documented empirical literature. This study builds upon previous studies which assert that much remains to be learned about moral identity. Data were collected from staff handling the public procurement function in 105 randomly selected procuring and disposing entities (PDEs). Data relating to the study constructs were collected using self-administered questionnaires and an interview guide. The study established that workplace factors singularly and/or interactively predict moral identity of procurement staff in PDEs in Uganda. These findings have both policy and managerial implications which we discuss and present in this article. 相似文献

AbstractThis paper argues that there is an ethics of contemplation that is internal to Adorno's critique of modern functionalised and administered societies. It is argued here that ‘contemplation’ is Adorno's name for a praxis by which one is open to the other, and yet can let the other be. Adorno sees a kernel of experience in such contemplative practices, which, although increasingly being stripped bare by the modern world, is the basis for its possible critique. 相似文献

SUMMARY This article examines how character assessments affected the electoral fortunes of incumbent members of the U.S. House of Representatives during the period from 1966-1996. The findings of several linear regressions suggest that party affiliation constrains both when voters react to allegations of scandalous behavior and how they react to different kinds of allegations. The electoral cycle assists incumbent members who have engaged in scandalous behavior escape retribution from their constituents, allowing the majority to be reelected. Also reviewed are findings from the 1998-2002 timeframe. It concludes that voters do concern themselves with character issues, but that the party affiliation of the member and the type of scandal work in concert with the electoral process to mitigate the negative impact on the vote. 相似文献

This article examines Nelson Rolihlahla Mandela’s political life and legacy from the perspective of critical decolonial liberation ethics, which privileges a paradigm of peace, humanism and racial harmony and opposes the imperial/colonial/apartheid paradigm of war, racial hatred and separation of races. This system emerged in the 15th century and was driven by the desire to conquer, dispossess, colonise, exploit and segregate people according to race and, alongside imperatives of primitive accumulation, it informed the colonisation of South Africa and the imposition of apartheid. Mandela was a liberation fighter who provided an antidote to the colonial ideology of racial profiling and hierarchisation. What distinguished him from other freedom fighters was his commitment to the cause of human rights as early as the 1960s, long before it attained its status as a constitutive part of global normative order. When Mandela became the first black president of a democratic South Africa, his practical and symbolic overtures to whites and his reconciliatory politics aimed to call them back to a new inclusive humanity. Critical decolonial ethics logically enables a tribute to Mandela that privileges his commitment to a post-racial society and new humanism. 相似文献

Moral duties concerning climate change mitigation are – for good reasons – conventionally construed as duties of institutional agents, usually states. Yet, in both scholarly debate and political discourse, it has occasionally been argued that the moral duties lie not only with states and institutional agents, but also with individual citizens. This argument has been made with regard to mitigation efforts, especially those reducing greenhouse gases. This paper focuses on the question of whether individuals in industrialized countries have duties to reduce their individual carbon footprint. To this end it will examine three kinds of arguments that have been brought forward against individuals having such duties: the view that individual emissions cause no harm; the view that individual mitigation efforts would have no morally significant effect; and the view that lifestyle changes would be overly-demanding. The paper shows how all three arguments fail to convince. While collective endeavours may be most efficient and effective in bringing about significant changes, there are still good reasons to contribute individually to reducing emission. After all, for most people the choice is between reducing one's individual emissions and not doing anything. The author hopes this paper shows that one should not opt for the latter. 相似文献

目前辨别及防范学术失范和学术不端行为已成为学术期刊出版的一项重要工作。选取某学术期刊,对其来稿情况及利用《学术不端行为检测系统》比对的结果进行分析。结果表明,作者来稿中的学术失范和学术不端行为的产生既有主观原因又有客观因素,涉及到作者的学术态度、写作动机,对学术道德的认识,对引文标注、著作权法等相关规范和法律条文的理解,以及对网络媒体和纸质期刊之间关系的了解等各个方面。学术期刊的编辑,是学术论文发表的审核者和把关者,应该利用好《学术不端行为检测系统》,辩证地分析检测结果,提高辨别和防范学术失范及学术不端行为的能力,尽最大可能避免重复发表和剽窃之作流向社会。 相似文献

传统责任政府的理念是基于政府法权基础上的责任履行 ,它往往导致形式主义和对程序合法性以及效率理性的极端追求。本文把责任政府理解为制度责任与伦理责任的统一 ,视之为制度规范和道德内化的综合体现。基于上述认识 ,本文以政府应该做什么、朝那个方向去做、怎么做及其相应的规范与纠偏机制为切入点 ,提出了当代重建责任政府的若干行动机制。尤其是厉行官员问责制 ,不仅是对应然状态责任政府的补足 ,更是其现实化的重要步骤。 相似文献
