The study has two main purposes. First, the study explores core ethical values and behaviors from the perspective of Thai public service organizational leaders. Second, the study investigates the extent to which public sector leaders in Thailand consider Buddhist-based mindfulness practice to be a potentially effective mechanism for reinforcing core ethical values and behaviors in the public sector in Thailand. Using interview data derived from in-depth semi-structured interviews with 12 senior public sector officials in Thailand, the analysis elicits four dimensions of core ethical values and behaviors that are perceived by Thai public service organizational leaders as central to ethical behavior in the public sector. The study also sheds light on the interviewees' positive perceptions towards mindfulness and the role its associated practices can play in promoting ethical decision making and behavior in the public sector in Thailand. 相似文献

Central Asian countries have, since gaining independence in 1991, suffered from endemic corruption as a legacy of their Soviet roots. There are multiple ways of tackling corruption ranging from preventative to control measures. One tool in this battery of measures is the use of codes of ethics enforced through ethics commissioners. Kazakhstan is attempting to take a lead role in driving public sector reforms in the Central Asian region but has achieved limited success in addressing the seemingly intractable problem of corruption. This paper offers a formative assessment of the impact of ethics commissioners on the problem. We find limited political commitment for the initiative, institutional weaknesses, and the absence of a problem solving approach by the Kazakhstani government. 相似文献

Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. The Nolan Report will celebrate its twenty-fifth anniversary in 2020, and for most of this last quarter-century, it has provided the underlying ethical basis for public life in the United Kingdom. However, its principles are now being called into question in a number of areas, following the Conservative government’s loss of its parliamentary majority in the 2017 election, with the interests of party taking precedence over adherence to both the spirit and the codified practical implementation of some of the ultimate outcomes of Nolan, namely the Ministerial Code and the Commissioner for Parliamentary Standards. This article argues, with explicit evidence and examples, that ministerial conduct which would not have been tolerated before 2017 is now being routinely ignored in the interest of maintaining party unity in order to deliver some form of Brexit. Journal editors serve as gatekeepers of knowledge, a role critical to preserving the quality and standards of good research. Some scholars have questioned whether editors have taken advantage of their position to publish their own work. To understand the extent to which editors of public administration journals self-publish, we examined publishing patterns over a 20-year period. We collected the names of editors from the mastheads of 13 generalist public administration journals from 1997 to 2016 and used data indexed from Web of Science to look at articles published in those journals during the same time. We found that while self-publishing behaviour is not common across the entire field, it is a trend for certain journals and individuals. We also found the practice of self-publishing is influenced by whether an individual served in a primary editorial role (e.g., editor-in-chief), length of editorial service, and overall scholarly productivity. We discuss appropriateness and ethical implications of the practice. 相似文献
