AbstractWhile much debate on climate change has emerged around food, forest and land politics, the fisheries sector has only recently become more visibly implicated in these discussions. Similarly, in comparison to food and agrarian movements, fishers’ resistance to intensified mitigation efforts and resource exclusion is still significantly understudied academically, and receives little attention in political spheres. This highlights a critical gap in both food and climate politics literature, which this paper aims to present a framework for addressing. To do so, it contextualises the emergence of overlapping processes of exclusion in global fisheries, and explores the implications global food system transformations have had in the fisheries sector, and the reactions this has spurred from South African fishers. It then traces the convergence of fishers’ movements with other resource justice movements, and how this has contributed to the rise of ‘fisheries justice’. Finally, it presents four interlinked propositions – highlighting food sovereignty, resource access and conflict, climate change and mitigation, convergences between movements, and alternatives proposed by fishers – as a framework for how incorporating fisheries and fishers’ movements can broaden our understanding of transnational social movements, and expand the depth and scope of food and climate politics. 相似文献

ABSTRACTSignificant research has been devoted to analyzing community gardens, including their benefits and problems. This article contributes to debates about community gardens by using concepts from feminist geography and food justice research to reflect upon the challenges and possibilities of community gardening in small, peripheral cities with large immigrant populations. We argue that these concepts provide a useful framework to enact ecofeminist visions through community gardens, especially in places dominated by immigrant populations that are particularly marginalized in the present political era. Our case study garden, Raíces Del Sur, was located in the City of Passaic, a low-income, post-industrial urban center surrounded by suburbs in Passaic County, New Jersey. As activists involved in the making of the Raíces Del Sur community garden to different degrees, and as researchers committed to an ecofeminist vision, we draw attention to the need for greater ecofeminist engagement with community gardening initiatives in cities throughout New Jersey. 相似文献

Do resources available to regulatory agencies matter for public perceptions of social risks? In this paper we use the case of food safety in China to empirically examine the relationship between regulatory resources and risk concerns. The multilevel model estimates suggest that neither regulatory revenue nor personnel is significantly related to public concerns over food safety. There is also no significant interaction effect between regulatory resources and food scandals. Despite the fact that sufficient fiscal revenue and manpower are the prerequisites of effective food safety regulation, they do not elicit more favorable public perceptions. These are the two missing links leading to the insignificant effect of regulatory resource inputs. First, ineffective distribution and deployment of resources and the lack of external participation retard the growth of regulatory capacity. Second, underinvestment in risk communication and the amplification effect of risks undermine regulatory legitimacy. We discuss the theoretical and policy implications of the results, and conclude with research limitations and suggestions for future research. 相似文献

Currently the Academy operates primarily as a space that helps to create and cement neoliberal hegemony in the Gramscian sense. However, since hegemony is never complete, universities are a site of struggle and the opportunity exists to engage in a “war of position” within them. This must necessarily involve allowing space for counter-hegemonic discourses to emerge through critical reflection on “common sense” discourses, as well as the deliberate inclusion of counter-hegemonic thinking and theory from below. This article reflects on an attempt to do this in a South African university, the University of KwaZulu-Natal, in relation to the issue of food. The Food Festival was an attempt to subvert interlocking hegemonic discourses, including that of food security, by “reading the world” (à la Freire) in order to understand the actual nature of existing food systems as inherently oppressive, and “inserting” the concept of food sovereignty as developed by the global peasants’ movement La Via Campesina. After considering the counter-hegemonic intentions of the Festival, the article reflects on its uneven success. 相似文献

The People’s Food Policy Project (PFPP) used ‘food sovereignty’ to unite civil society organizations and build a national food policy agenda in Canada from 2008 to 2011. Agri-food scholarship largely highlights the resistance and empowerment dynamic of food sovereignty in the context of neoliberal capital relations. We propose that the story of what food sovereignty discourse does, or could do, in the work of civil society organizations (CSOs), is more complicated. This article contributes to agri-food literature and CSOs studies by examining the governmentalities of the PFPP. We find that the PFPP’s food sovereignty produced at least two discourses: food sovereignty as ethic, or a governmentality of resistance and agrarian empowerment; and food sovereignty as tactic, which we see as a governmentality of administration by CSOs. While PFPP activists increasingly share a spoken commitment to food sovereignty, the analytic of governmentality allows us to show these important differences in the movement, rooted in how CSO actors understand their day-to-day work, and the tensions these differences bring to their seemingly united agenda. 相似文献

In Australia, labeling for consumer choice, rather than higher government regulation, has become an important strand of the policy approach to addressing food animal welfare. This paper illustrates the usefulness of “regulatory network analysis” to uncover the potentials and limitations of market‐based governance to address contentious yet significant issues like animal welfare. We analyzed the content of newspaper articles from major Australian newspapers and official policy documents between 1990 and 2014 to show how the regulatory network influenced the framing of the regulatory problem, and the capacity and legitimacy of different regulatory actors at three “flashpoints” of decisionmaking about layer hen welfare in egg production. We suggest that the government policy of offering consumers the choice to buy cage free in the market allowed large‐scale industry to continue the egg laying business as usual with incremental innovation and adjustment. These incremental improvements only apply to the 20 percent or so of hens producing “free‐range” eggs. We conclude with a discussion of when and how labeling for consumer choice might create markets and public discourses that make possible more effective and legitimate regulation of issues such as layer hen welfare. 相似文献

Food prices are a key signal about what is happening to food security, and two dimensions are important: their average level (and whether this is rising or falling in the long run) and their volatility. Food price instability slows down economic growth and the structural transformation that is the pathway out of rural poverty. The best approaches to improving food security depend on which global food price regime is likely to drive policy formation between now and 2050. The historical path of structural transformation with falling food prices, leading to a ‘world without agriculture’, is an obvious possibility. But continued financial instability, coupled with the impact of climate change, could lead to a new and uncertain path of rising real costs for food, with a reversal of structural transformation. Management of food policy, and the outlook for sustained poverty reduction, will be radically different depending on which of these global price regimes plays out. 相似文献

ABSTRACTThis study examines the extent to which specific school accommodation policies relate to bullying victimization among children with food allergies using a labeling framework. Data were collected through a web-based survey of parents of children with food allergies from several online support groups (N = 622). Using logistic regression, results reveal that school the self-carry rescue medication and hand-washing food accommodation policies are related to increased odds of bullying victimization.
