This article explores the origins of French influence in Egyptian education by examining the circumstances under which Muhammad Ali Pasha (r. 1805–1848) sent two organized student missions to study in Paris over other European destinations. In the history of modern Egyptian education, French influence on educational institutions is linked to persistent French imperial interest following their occupation of Egypt (1798–1801). French involvement in education was not initially a government project, but rather evolved to become a government project by the end of the Pasha's rule. Using historical evidence, I show that the first mission was a personal venture of ex-Bonapartists who desired to keep the spirit of the Napoleonic expedition alive through informal cultural imperialism despite the Restoration government's disinterest. The French government's official involvement in the second student mission of 1844 was motivated by their colonial interests in North Africa. Previous historians have projected those motivations backwards on the earlier period and that Egyptian choice to make use of French expertise and knowledge was a contingent one. 相似文献

Realism has been the dominant conceptual approach to studying Indonesian foreign policy. This article, however, considers realist analyses to be insufficient since their emphasis on the struggle for power and security in the system of states has led to the neglect of the importance of perspectives which focus on order. To fill the gap it then intends to apply the English School perspective which focuses on the concept of international society to trace the nature and function of Indonesian foreign policy. Two cases are examined, including the Asian African Conference and Association of South East Asian Nations, to demonstrate the relevance of international society for policy ideas and action. The central argument is that the Indonesian elite worldview indicates that the creation and maintenance of order in international societies are ones which are prominent objectives legitimizing the conduct of Indonesia's external relations. 相似文献

China's Belt and Road initiative came from the combined pressure of slowing down of Chinese economy, US pivot to Asia and deterioration of the relations with neighboring countries after weathering the storm of the Global Financial Crisis of 2008. It also symbolizes a more proactive approach of Chinese new leader Xi Jinping in meeting the expectation on China's international obligation and leadership. Aimed to link Asia, Europe, Africa and Oceania, the initiative provides tremendous opportunities of international economic cooperation. The paper argues that as China's contribution to international public goods, it is in the line of economic liberalism; as China's grand strategy, it is more of defensive than offensive by nature. Despite risks and uncertainties exist, the enforcement will boost China's influence and position in regional and international institutions. US should consider making more strategic space to the rising China, and a better coordinated China–US relations will make Asia Pacific a safer and more promising region. 相似文献

AbstractDomestic and international contests explain the transformation of Japan's foreign aid programme begun in the early 1950s. Through contests between domestic players, Japan has streamlined its aid processes by introducing institutional innovations, accommodating new actors in aid policy and delivery, and responding more sensitively to public opinion and independent advice. At the international level, contests have come from the Development Assistance Committee/Organization of Economic Cooperation and Development (DAC/OECD), the USA, and China. Through these contests, Japan has emerged as a more rounded aid donor. Its new aid model blends Western principles with concepts of ‘self-help’, favouring large infrastructure projects that serve both Japan's and recipient countries’ interests. 相似文献

This article attempts to engage in a preliminary twinned study of the foreign policy styles of Mahathir bin Mohamad and Lee Kuan Yew within the framework of ‘modernizing Southeast Asian foreign policies’. Modernization is a process of immense multidimensional displacement in economy, society, political system, attitudes towards politicians, identities, work, and consumption. As such the onus falls upon their leaders to either mitigate change or productively awaken their followers to embrace a new mode of thought. Both Lee and Mahathir have however chosen to engage in the foreign policy of intellectual iconoclasm featuring the narrative of ‘productive shock’, manufactured nationalist logics, elitist policy-making and elaborate self-propaganda. 相似文献

ABSTRACTThis article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries. 相似文献

This article challenges traditional accounts of the 1946 Cold War Crisis in Iran by moving beyond Soviet–American confrontation to focus on British policy. In contrast to the United States, Britain was a major stake-holding power in Iran due to the valuable holdings of the Anglo–Iranian Oil Company (AIOC). By comparing the reactions of the AIOC and Foreign Office, continuity between the events of the 1946 Crisis and later developments in the Mosaddegh premiership becomes apparent. Soviet interference in Azerbaijan prompted great concern from representatives in Iran, but the central Foreign Office pursued a more cautious policy. Only concerns relating to the growth of domestic Iranian communism in the form of the Tudeh Party and the threat this entailed to the British concession prompted the Foreign Office and AIOC to take measures rendering them partially complicit in the internationalization of Iranian politics, setting an important precedent for future action. This article evaluates the policy-making process and its impact on Anglo–Iranian relations by utilizing records from the UK National Archives, British Petroleum Archive and diplomatic personal papers. 相似文献

This article examines India’s emerging approach to foreign policy: multialignment. It argues that since the mid-2000s India has developed multialignment as a means of achieving what it perceives as its core interests and ideals in international relations. Characterised by an emphasis on engagement in regional multilateral institutions, the use of strategic partnerships, and what is termed ‘normative hedging’, multialignment is being utilised to boost India’s economic development and national security, as well as to project influence and promote its values. The article traces the emergence of this strategy during the governments of Manmohan Singh and its implementation and extension by the new government of Narendra Modi. It analyses the key arguments that have been presented in its favour and the ways in which it was been put into practice. It concludes with a brief assessment of multialignment as a strategy, as well as the prospect that it will deliver the dividends expected by India’s foreign policy elite. 相似文献

Kenya matters regionally and globally. It is the economic powerhouse of East Africa and a long-standing hub for multilateral diplomacy; its positioning in a turbulent region has fashioned its profile as an anchor state in African peace and security. Until recently, Kenya's foreign policy orientation has situated it as a benign regional leader, but pressing developments in the regional and international environments have edged it towards a more assertive foreign policy position. This study constitutes a multilevel review of Kenya's foreign policy in the period 1963–2015, beginning with Jomo Kenyatta through to the current president, Uhuru Kenyatta. Japan's economic and political relationship with South Africa has been characterised historically by ambiguity. Throughout the twentieth century, economic ties were underpinned by mercantilist and strategic considerations. During apartheid, this placed Japan in an uneasy position as it sought to balance a relationship of expediency with wider foreign policy objectives in the rest of Africa and beyond. The demise of apartheid created the space for new forms of engagement centred on the pursuit of cognate goals. This has seen the intensification and deepening of economic ties in particular. Yet relations, especially at the political and diplomatic levels, have also been more complex than anticipated, and in recent years, the rise in Africa of other players from Asia and the Global South has had a bearing on South Africa–Japan ties. In this paper, it is argued that two related dynamics pivoting on policy elites’ changing conceptions (or self-view) of the nature of the state they are running and its place in the wider world order help explain the post-apartheid evolution of the South Africa–Japan relationship. First, there has been an apparent shift in South African foreign policy elites’ self-view, mediated by a changing systemic context. The development and manifestation over time of a stronger Global South self-conception in South African foreign policy, fashioned in juxtaposition to what have been considered in the past key Global North relationships, had direct consequences for South Africa–Japan ties. Second, meso- and micro-level dynamics – the role of the general operations in the diplomatic (i.e. bureaucratic) arena, and the personalities and shifting political preferences of individual executive leaders – had major impacts on how South Africa engaged with Japan in the past two decades. 相似文献
