云南建设国际大通道的思路一经提出,许多专家、学者从不同角度论述了通道建设的必要性和可行性,从各方面说明了通道建设的意义和作用.实际上,云南建设我国通向东南亚、南亚国际大通道还存在许多制约因素,诸如经济增长对交通运输的需求、产业结构的变化、城市化水平、区域间的经济社会联系以及对外开放程度等.只有在分析清楚这些制约因素,并在具体实施中逐步解决相关的问题,才可能把国际大通道的建设扎扎实实地推向前进. 相似文献

Technology‐based economic development programs have become a salient feature of the state policy landscape since the 1980s. While much research exists on the topic, little attention has been given to the processes of policy formation. State programs have moved towards high technology areas emphasized at the federal level over the past decades, and nanotechnology became one of the latest targets. This paper examines the eight‐year process through which Pennsylvania adopted a “state‐wide strategy,” culminating in the Pennsylvania Initiative for Nanotechnology. In this process, programs that responded to the interests of multiple agents came first, and a state policy was formulated after the fact. This pattern of “rationalized policy formation,” as opposed to rational policy formation, may be more common than suspected. Its strengths and weaknesses in this Pennsylvania case are discussed. 相似文献

Recent developments in regulation and tax administration in Australia inspired this article on tax compliance and responsive regulation. This article analyzes the economics of crime and compliance as the dominant approach to tax enforcement of the past three and a half decades. It evaluates the key advantages and disadvantages of the economic approach as well as its application to tax. The article then explores responsive regulation as an alternative method that draws on the economic paradigm but also supplements this approach with other theories, particularly those involving identity, conflict escalation, and procedural justice. Building on this analysis and a case study of Australian investors in mass marketed tax schemes, the article suggests that the broader, more balanced, and closely tailored method of regulating responsively may enable regulators to draw on the advantages of the economic model while alleviating some of its drawbacks. Responsive regulation may therefore constitute a superior method for regulating compliance. 相似文献

Citizenship is not just a status (defined by a set of rights and obligations), it is also an identity that expresses membership in a political community. It also has a substantive political dimension of active participation in the public sphere. Traditionally, collective identity and the membership dimensions of citizenship have been seen as intrinsic to the nation-state. The processes of globalization that have undermined the sovereignty of the nation-state make it necessary to reconceptualize citizenship in light of a ‘post-national’ framework. At the same time, however, the ‘culturalization’ of the social and the ‘multiculturalization’ of societies are putting into question the homogeneity of a collective identity. According to a recent hypothesis, a new post-national model of citizenship is emerging, one of European construction. In seeking to explore this position, the paper advances two additional hypotheses: (i) EU policy-making and governance are likely to foster a post-national European civil society with multi-level citizenship participation; and (ii) European anti-discrimination regulations are likely to accelerate the emergence of an alternative model to multiculturalism that can address differences within a universal framework of rights. 相似文献

Non‐state market regulation has become a central focus and continues to receive scholarly attention. The present paper provides an assessment of the conditions under which multinational firms join a multi‐stakeholder certification initiative. The cases of the Fair labor Association and 17 international sport footwear companies have been selected for this purpose. A Qualitative Comparative Analysis of the 17 cases is performed. The paper argues that the combination of sustained NGO pressure and public ownership of a firm is a necessary precondition for firms joining a multi‐stakeholder certification initiative. 全球和合共生系统理论是共生理论与系统理论相互融合而形成的全新框架体系,可以作为构建人类命运共同体和中国周边命运共同体的理论分析范式和理论依据。全球和合共生系统理论认为,世界上的一切事物都是一个大系统中的共生体,必须从全球的角度来构建命运共同体。国际体系各组成部分之间的关系是辩证的,即对立的统一。全球体系内部与中国周边体系内部的互相依赖既有积极的一面,又有消极的一面。积极的相互依存是指相互依存的双方都从关系中受益,而消极的相互依存是指任何一方对相互依存关系的破坏都可能给另一方甚至双方带来损失。构建中国周边命运共同体是全球共生体系高级阶段的目标。全球和合共生系统理论的相互依存论决定了优化中国周边体系以实现中国周边命运共同体的必要性。以相互尊重为前提,以公平正义为核心,以合作共赢为目标,应成为构建中国周边命运共同体的三个关键要素。我们应以此来推进构建新型国际关系,进而建立中国周边命运共同体。 相似文献

东北地区作为新中国工业摇篮和粮食主产区,曾经在计划经济年代为社会主义建设事业起到了奠基性作用,并为新时期改革开放大业的战略推进创造了前提条件。但是,随着社会主义市场经济体制的逐步确立,东北地区的工业经济逐渐滞后,出现了特有的“东北现象”。与此同时,东北粮食主产区也陷入了以“农民卖粮难”为主要特征的发展困境。面对这一综合性的经济危机,党中央及时调整发展策略,在党的十六大上首次做出了振兴东北老工业基地的战略决策,随后又采取了加快体制创新和产业结构调整的有效措施,大力推动老工业基地质变为新型工业基地,裂变为现代装备基地,提升为科技产业基地,成长为生态农业基地,发展为农畜产品出口加工基地,从而形成东北老工业基地振兴的目标体系,并将进一步拉动和规范区域经济协调发展的现实进程。 相似文献

战后,东南亚国家的贸易政策大致经历了三个阶段。80年代末90年代初开始,各国加快了贸易自由化的步伐。各国大幅降低关税水平,减少非关税壁垒,使之关税水平和结构呈现新的变化。东南亚国家贸易自由化推动了进出口贸易规模的扩大,提升了货物与服务的世界市场占有率,促进了产业部门尤其是制造业的出口贸易、劳动生产率和最终收入的增长,从而成为国内经济增长的引擎。在世界性和区域性贸易自由化加速发展的背景下,东南亚国家贸易自由化的进程将有所加快。 相似文献
