This paper describes the economic conditions of urban and rural poverty in China. The examination of this problem deconstructs into three components and this explains why this problem is China's premier economic problem, despite its recent economic progress into a world ranked industrial economic power. Here, this paper examines the period of 1985 to 2008, a period of almost exponential growth. Even though during this period millions escaped from poverty levels of income, this was only part of the positive results. There were social negatives as well, and the main one was that economic inequality became worse, as the impoverished, as well as being affected by the current financial situation that has overcome the Chinese labor market, has put them into competition with the better off who are in the same economic predicament. As China merges into forms of economic globalization, any external blow will cause sharp fluctuations within the Chinese economy, as reflected within the labor market. Unemployment imposes direct impacts on incomes, and may give rise to social instability. As a result, job growth should be at the top of the macro-control agenda.  相似文献

根据1998—2006年中国30个省区的面板数据,运用相关的计量经济学方法,对我国东、中、西部地区环境规制与经济增长的关系进行实证研究的结果表明,我国环境规制水平与经济增长的关系呈现出明显的区域差异性。长期内,东、中、西部地区环境规制水平与经济增长均互为因果关系,短期内东部地区环境规制水平对经济增长影响显著,中部地区两者之间关系不显著,而西部地区经济增长在一定程度上推动了环境规制水平提升。据此应当采取相应的政策措施,以促进中国各区域环境规制与经济增长的良性互动和协调发展。  相似文献

This paper describes the governance system of Spanish listed firms in the early 1990's. Although the institutional setting of the Spanish Stock Exchanges differs little from other European national markets, we found important differences in several aspects of corporate governance. In particular, some of the standard mechanisms of control (e.g. boards and institutional shareholders) do not play an active role, whereas ownership is relatively concentrated. Moreover, power indices suggest that controlling blocs of large shareholders are very likely to form. We thus conclude that the ownership of shares is a pivotal mechanism in the governance of Spanish corporations.  相似文献

The debate on the advantages and disadvantages of upgrading the United Nations Environment Programme to a 'world environment organisation' (WEO) has gained momentum in both academe and politics. This article contends that a WEO would further the interests especially of developing countries, because it would provide them, first, a high-level forum to unite their individual bargaining power against the major industrialised countries. Second, a WEO would assist Southern efforts to garner international support for environmental programmes in regions and sectors that are increasingly bypassed by economic globalisation. Third, a WEO would create a locus to politically institutionalise the influence of non-governmental lobbyists in a way that increases the balance of opinions and perspectives. The article then addresses special challenges and caveats for developing countries in the upcoming negotiation process, in particular whether an upgraded UNEP would address only 'global' issues, thus absolving the international community from assisting developing countries in mitigating the more pressing local environmental issues in the South; whether the new body would have powerful sanctioning mechanisms, which might disproportionally affect developing countries; and what decision-making procedures the new body would have.  相似文献

What distinguishes studies of government (gouvernamentalité) from histories of administration, historical sociologies of state formation and sociologies of governance is their power to open space for critical thought. According to Michel Foucault, studies on government are studies of a particular stratum of knowing and acting, of the emergence of particular ‘regimes of truth’ concerning the conduct of conduct, ways of speaking truths and the costs of so doing, and of the inventing and assemblage of particular apparatuses and devices for exercising power and intervening in particular problems. The key point of this paper is that in the analytics of governmentality political freedom no longer depends on the systemic logic of the balance between government and governed, but on subjects’ obstinate and wild desire to live freely and on the ethos of those who intend to govern themselves and their like autonomously, which obstructs that logic even with extreme consequences. This capacity of resistance comes from life, from the sum of its functions that are useful in resisting death and no longer from a core of subjective rights, or from the will of individuals who oppose the state or the market.

纵向限制一直是反垄断法规制的难点,这是因为此类行为多有促进品牌间竞争和抑制品牌内竞争的双重效应,如何取舍殊为不易。美国反托拉斯法对地域限制等纵向限制行为的百年规制历史表明:借助普通法合同自由与社会公益的二元分析框架来界定特许权限范围存在知识上的缺陷,只有同时引入经济分析等其他分析工具才可能对特许权的恰当配置作出更为理性的判断,过于膨胀的权利话语无益于复杂经济问题的解决。  相似文献
