Discussions of Hong Kong's human rights situation tend to focus on the ex-colony's struggle to protect civil and political rights against the encroachment of the Chinese state. Without contradicting the well-grounded concern with Hong Kong's human rights future articulated in these discussions, this article offers a complementary narrative of human rights development in post-1997 Hong Kong that looks beyond the national frame of such discussions. Drawing attention to Hong Kong's position as a regional centre in the struggle for human rights in Asia under globalisation, the article argues that the activities of local and transnational human rights advocacy groups in the city show positive and promising possibilities of coalitional solidarity on the ground of human rights. Notably, the protests against national security legislation opened up opportunities of articulating diverse struggles for the rights of various social groups, including migrant groups, with the local struggle for civil and political rights. A perspective of Global Asia enables a reading of this important episode in Hong Kong's struggle for human rights that suggests more open-ended future possibilities than the common nationally-framed accounts.  相似文献

ABSTRACT

In the current dispensation of civilian rule in Nigeria (1999–present), her subnational governments (SNGs) have increasingly been engaging in economic activities which impact on how Nigeria conducts her international economic interactions. This emerging trend is at variance with the existing legal provisions under the 1999 Nigerian Constitution, which preclude SNGs from this policy space. This article examines the evolution of the constitutional framework for SNG involvement in Nigeria’s foreign economic relations since independence. It is the argument in this article that the exclusion of SNGs from foreign affairs under the 1999 Constitution is a departure from the original configuration at independence. It is further argued that the recent episodes of SNG involvement in international economic activities are occurring despite the constitutional restrictions owing to external factors such as globalisation and internal factors such the growing need among SNGs to find alternative ways to fund their economic development objectives.  相似文献

ABSTRACT

In 2003, the same year that the African Union (AU) officially recognised a role for the African diaspora in the future of continental Africa, it also adopted the Protocol on the Rights of Women in Africa, a document which seeks to enhance women's human rights across the Union. These official actions by this body, representing the vision of a more unified Africa, marks a new stage in a history of interactions, conversations and collaborations between Africa and its diaspora, as well as a renewed commitment to gender equity on the continent. This paper examines the feminist tradition within Pan-Africanism in the late 19th and early 20th centuries and the developments in relation to gender equality with the emergence of the new women's movement of the 1960s and 1970s. The United Nations’ Declaration of the Decade for Women heralded a new phase in the movement for gender equality in the world. These developments, however, are taking place within a context of neo-liberal globalisation, which has had many negative impacts on the peoples of the African diaspora. While it has contributed to the creation of some new millionaires of colour, it has also ruined the agricultural base of many economies, destroyed manufacturing (including indigenous crafts and production systems) and reduced the economic options open to most of our countries – unless they are oil and mineral-producing states. This article concludes with recommendations for greater South – South collaboration on issues of gender equality, including the production and dissemination of audio-visual materials to challenge the power of the globalised US media and its gendered images.  相似文献

ABSTRACT

This article situates the election of Barack Hussein Obama as President of the United States of America within the current global political economy. It examines the major tenets of neo-liberalism, the founding ideology of this economy, and the policies by which neo-liberal ideology targeted and achieved a diminution of global state authority concomitant with a rise of market sovereignty. The consequences have been disastrous for the evolution of constitutional democracy and are at the root of the current economic crisis. As a critical factor that propelled Barack Obama's election, this article argues that Obama's presidency may offer a turning point away from a neo-liberal ideology and towards a strengthened commitment to constitutional democracy.  相似文献

This case study employed a qualitative methodology to examine gender relations in urban domestic water supply under duolocality where heterogeneous spouses live in separate residences. It is based on the experiences of the Ga of Ghana at the present time (2011–present), with James Town as the study area. Results show that gender relations in duolocal water supply is mediated by several factors, including women's economic positioning and time reported to sleep at husbands' homes, age and authority structure, proximity of males and females, distance to water points, and availability of public showers and sachet water. There is significant participation of duolocal men in household water provision, aided by short distances to water points and ready access to showers and pure water. Women renegotiate their subordinate position in domestic water provision by using their economic clout as leverage, manipulating their physical presence at men's residences, including late arrival to sleep but early departure, and capitalising on opportunities presented by new social dynamics to form indirect alliances with men. The study provides additional contribution to understanding gender discourse in urban water supply as it uncovers previously under-explored social processes in the linkages between residential patterns and gender relations in resource access and use.  相似文献

The impact of rising powers generally and the BRICS - Brazil, Russia, India, China and South Africa - in particular on the existing global order has become controversial and contested. Donald Trump’s nationalist foreign policy agenda has raised questions about the BRICS willingness and capacity to provide leadership in place on an American administration that is increasingly inward looking. As a result, the rise of BRICS poses potential normative and structural challenges to the existing liberal international order. Given its geoeconomic significance, China also poses a potential problem for the other BRICS, as well as the governance of the existing order more generally. Consequently, we argue that it will be difficult for the BRICS to maintain a unified position amongst themselves, let alone play a constructive role in preserving the foundations of ‘global governance’.  相似文献

Irish mental health policy and care provision is criticised for being gender-neutral despite gender being present in almost every aspect of illness; from risk to protection; symptom interpretation; diagnosing, ideology and knowledge of illnesses. The aim of this paper was to present the views of Irish service users and providers in relation to symptom expressions, gender awareness and care provision. A qualitative social realist design was used using Layder's (1998) adaptive theory and social domains theory. In-depth interviews (n = 54) with 26 service users and 28 service providers were conducted within one mental health service in Ireland. Dominant societal expectations for men and women are described in response to symptom expressions that reflect ‘categorical’ and ‘performative’ understandings of gender. A return of interest to symptoms-based research and practice from a gendered perspective is argued for.  相似文献

Adopting a transnational feminist lens and using a political economy approach, this article addresses both the direct and indirect consequences of the 2003 war in Iraq, specifically the impact on civilian women. Pre-war security and gender relations in Iraq will be compared with the situation post-invasion/occupation. The article examines the globalised processes of capitalism, neoliberalism and neo-colonialism and their impact on the political, social and economic infrastructure in Iraq. Particular attention will be paid to illicit and informal economies: coping, combat and criminal. The 2003 Iraq war was fought using masculinities of empire, post-colonialism and neoliberalism. Using the example of forced prostitution, the article will argue that these globalisation masculinities – specifically the privatisation agenda of the West and its illegal economic occupation – have resulted in women either being forced into the illicit (coping) economy as a means of survival, or trafficked for sexual slavery by profit-seeking criminal networks who exploit the informal economy in a post-invasion/occupation Iraq.  相似文献

Although it is well known that domestic and international factors converge to affect a nation's foreign policy orientation and trade, their actual weights vary. Brazil's situation during globalisation sheds light on this issue. Through statistical and qualitative analysis, this article shows how structural factors, rather than diplomatic action, influenced the direction of Brazil's exports as the country became more integrated into the world economy. It was only under Cardoso's presidency that trade had an impact on bilateral diplomacy. The findings contradict conventional wisdom, which emphasises the state's role in driving Brazilian integration into the global economy.  相似文献

In Cuba over the past two decades, diverse and apparently contradictory aspects of tourism have emerged along with state‐led development and market‐driven initiatives. This ethnographic account examines the complex ways in which Cubans and international visitors experience tourism as an economic and cultural force. Despite the unintended consequences of tourism, which has produced growing social inequality and illicit trade, tourism has met surprising success in appealing to desires for both pre‐revolutionary pleasures and enduring revolutionary culture and politics.  相似文献
