Current critical theorizations within citizenship studies on the condition of migrants and refugees celebrate the nomadic dimension of the contemporary migrant/refugee figure and assign her the potential to disrupt hegemonic practices of capital and state-centric citizenship. However, such enthusiastic accounts need to exercise a sense of caution in conceptualizing the fragile and unstable condition of the migrant, and need to distinguish between various experiences of mobility, hybridity, and citizenship. Such a differentiation between these different lived experiences of citizenship echoes Aihwa Ong's critique of the ‘unified moralism attached to subaltern subjects [that] now also clings to diasporan ones, who are invariably assumed to be members of oppressed classes and therefore constitutionally opposed to capitalism and state power’. My analysis points to how class, race and language structure various experiences of mobility and citizenship and make tenuous easy celebrations of postcolonial hybridity within critical re-configurations of citizenship. I argue that practices of postcolonial mobility in the Franco-Maghrebian context have produced differentiated and unequal hybridities, and, consequently, asymmetrical experiences of citizenship. By distinguishing between various practices of mobility and hybridity, I indicate that postcolonial hybridity can also be employed to re-constitute the rigid boundaries of nation and citizenship.  相似文献

This article reconsiders the argument that as labor immigration policy opens, it must also become more restrictive in terms of immigrant rights. After discussing this tradeoff logic, positing a negative relationship between external (numbers) and internal (rights) labor migration policy, it then extends the underlying political model to show that when accounting for the lobbying pressure of firms seeking high skill labor, a very different expectation emerges. This political accommodation argument predicts a positive relationship between external and internal migration policy, or that policy related to labor immigration openness and immigrant rights should advance together, although not necessarily quickly or at the same rate. It then tests these competing propositions using a new dataset that sorts labor migration policy changes among 38 advanced industrial democracies from 1995 to 2016 into these two dimensions, finding a significant positive relationship between them.  相似文献

Since the late 1990s, civic integration has become the dominant immigrant integration policy in Western Europe. This article reviews three debates surrounding the new policy: first, whether there is policy convergence or persistent variation along national models of integration; secondly, whether civic integration marks a retreat from multiculturalism, or is merely layered on resilient multiculturalist policies; and, thirdly, whether the new policy is liberal or illiberal, and whether it entails a return of cultural assimilation. It is argued that civic integration converges cross-nationally with respect to policy goals and instruments, while extant variation is often incoherent or touching more on the form than the substance of policy; that civic integration is national-level policy that tends to coexist with ongoing de facto multiculturalism, especially at local level; and that civic integration mostly remains in a liberal register, as it is still integration and not assimilation, which would connote forced identity change.  相似文献

This paper engages with the theoretical perspective of policy entrepreneurship to examine the pattern and process of policy change in the context of China's urban redevelopment. Drawing upon a strategic-relational reinterpretation of policy entrepreneurship, this paper identifies a distinctive form of reluctant policy innovation in the “three old renewals” scheme initiated in Guangzhou where profit concession and informality tolerance were practiced to create a small window of opportunity for the project of urban redevelopment to break ground. The motivation of policy entrepreneurship in the successful urban renewal projects in Guangzhou was heavily contingent upon the geographically important location of the project site and the historically incidence of hosting the 2010 Asian Games, which forced municipal government to become entrepreneurial and innovative in decision making and income redistribution in order to get things done as quickly as possible. The distinct fashion of policy innovation identified in the case of Guangzhou points to the polymorphous and dynamic nature of policy entrepreneurship and advocates a relational treatment of the strategies and motives of policy entrepreneurs embedded in concrete geographical and historical context.  相似文献

This paper reports on the relationship between early adolescents’ evaluation of the availability of instructional and social support from parents, teachers, and peers and their well-being. The main questions are whether indigenous and immigrant youngsters differ in their evaluation of the availability of support and whether the relationship varies by group. Participants in the study were 245 Dutch and 172 Turkish/Moroccan 10- to 13-year olds with a lower class background. Both Dutch and immigrant youngsters clearly distinguish between the various agents of support. Dutch youngsters report more instructional support from their parents than from their teacher, whereas immigrant youngsters report more instructional support from their teacher. Both for Dutch and immigrant students, parents were seen as the primary providers of emotional support. Reported well-being in the classroom was related to available teacher support and to the frequency of occurrence of learning-related problems.Paul Vedder is an associate professor trained in developmental psychology. This paper seeks to contribute to the growing literature on the entrepreneurial university by mapping knowledge exchange relationships of entrepreneurial faculty in a comprehensive manner and also capturing faculty attitudes towards measures taken by the university administration to promote entrepreneurship. We report on an exploratory study of Sussex University, a medium-sized, research-oriented university, which launched technology transfer activities in the mid-1990s. Our results show that, in spite of a comparatively late start, a considerable number of researchers engage in knowledge exchange processes with industry and other non-academic partners. We present evidence that suggests faculty in the social sciences and humanities as well as natural sciences and engineering maintain links to industrial partners, including multinational corporations. Furthermore, our observations indicate that schools differ in the way their faculty engage in university–industry collaborations. Further differences can be observed with respect to faculty attitudes towards technology transfer and awareness of the university’s respective codes of practice.

ABSTRACT

This article considers the features of intergovernmental relations (IGR) on immigrant integration in Belgium and critically examines the dynamics that shape them. The characteristics of IGR on immigrant integration in Belgium are shown to vary over time and differ across regions and sub-policy areas (immigrant reception policies and anti-discrimination). The comparative case study indicates that the primary traditional theses of the international comparative IGR literature, namely classical institutionalism and party politics, do not provide insights into the nature and mechanisms of IGR on immigrant integration in Belgium. Less established variables like European integration and sub-state claims for distinctiveness constitute key explanatory variables. While European integration explains the increase of IGR over time, notwithstanding the appearance of party incongruence, sub-state claims for distinctiveness enlighten the more conflictual nature of IGR with Flanders, even in cases of more party congruence than for Francophone authorities.  相似文献

This article investigates the relationship between universities and academic spin-offs, with special emphasis on the antecedent conditions of, and the nature of the linkages that the spin-offs form, as well as the means for sustaining them. The present research uses an instrumental case study approach, and is also an instance of a collective case study as four companies of various size and activities have been studied together. The preliminary results indicate that the network relations are characterized by a small number of strong ties to universities, with a high degree of trust and informality. Although fruitful for the transfer of complex knowledge, the strength of the ties also make them difficult to substitute, which may lead to problems as the spin-offs are highly dependent on continued basic research support. This may in turn lead to implications for policy at university, as well as higher levels.  相似文献

This article proposes that the role of cities in immigrant integration be reconsidered through the prism of urban citizenship, looking at how local policies co-regulate immigrants’ status, rights and identity. It argues that urban citizenship connects two dominant understandings of citizenship, as city governments are under pressure to reconcile the normative perspective of formal membership of the state with the claims for rights expressed by excluded parts of the urban citizenry. A case study of an inclusive way of regulating citizenship in Barcelona illustrates how a citizenship perspective can cast light on the specific ways in which cities regulate immigrant citizenship in interaction with higher levels of government, and highlights some of the levers cities possess to modify the boundaries between inclusion and exclusion of immigrants locally.  相似文献
