Sympathy for the devil: state engagement with criminal organisations in furtherance of public policy

Governments have long relied on non-state actors to assist in the implementation of public policy. Legitimate elements of civil society have become familiar instruments of governance. States have also engaged criminal actors to this end. This article will note examples of state collaboration with criminal interests, from pirates turned privateers during the 17th and 18th centuries, to the patriotic hackers of today. It will discuss the strategic considerations giving rise to such engagements, the pitfalls that may beset them, and the ethical considerations that might inform the decision by a state to enlist the services of illicit organisations.

2004年7月在广州召开的泛珠三角区域经贸洽谈会上,贵州与其他8省区共同签订了《泛珠三角九省区劳务合作协议》,它标志着泛珠三角区域劳务合作全面启动。这对于提升贵州劳务输出的规模和层次、发挥贵州劳务资源优势具重要意义,它将在促进贵州民族地区经济和社会发展、农村脱贫,区域合作及协调发展中发挥重要作用,并将在加强外出务工人员、尤其是农民工权益保障等方面产生积极的影响。

政府、企业与社会组织三方合作提供公共服务的模式在过去几十年里发展得非常迅速 ,在各国实践中摸索出的许多保证合作效能和服务质量的基本形式和组织框架很值得我们借鉴。     

府际关系与政府创新扩散：一个文献综述

本文对有关府际关系及其对政府创新扩散的影响的相关文献进行了初步综述,并探讨了这些文献对中国的启示。本文从垂直和水平两个方向分析了府际关系,并进一步将垂直关系分为自上而下和自下而上两个方面,将水平关系划分成竞争和学习两个维度,进而从上述四个方面对已有研究文献进行综述,发现了目前研究的主要特征及问题,并指出了未来研究方向。最后,文章探讨了中国政治体制的特点及其同这些文献的关系,并对中国政府创新扩散的实践与研究前景进行了总结。     

论政府信任关系的秩序功能——读张康之教授《行政伦理的观念与视野》

秩序的供给是政府的基本职能。在分析社会的秩序需求时,会发现政府信任关系与秩序模式之间的关联性。在《行政伦理的观念与视野》一书中,张康之教授在历史的坐标中把人类以及政府的信任关系划分为习俗型、契约型和合作型,认为在习俗型信任关系的基础上所造就的是权力秩序,在契约型信任关系的基础上则造就出了法律秩序,正在成长中的合作型信任关系将成为合作秩序得以确立的基础。习俗型和契约型的政府信任关系以及与之相关联的权力秩序、法律秩序反映在各自的社会治理过程中,是以社会隔离的方式去强化社会的异质性的,它们分别反映出了制度的理性危机和道德缺失。合作型政府信任关系将扬弃既往所有的外在秩序追求,为确立一种有机性的、内在于人的和谐秩序提供支持。     

Intersectoral Police Collaboration: An Exploratory View from the States

Modern policing in the United States is best conceived as a joint undertaking between public and private sectors. Over the last several decades there has been a gradual movement away from monopolistic state provision of police services toward a greater reliance on the private sector for protection and security. While the current activities of public and private police are well chronicled in the research literature, little is actually known about the coordination of policing activities across sectors. The purpose of this article is to describe the range of public-private police partnerships that have developed recently in the United States.     

Whānau Ora and the Collaborative Turn

In the context of the ongoing evolution of the field of public management, this article first explores the two interlinked concepts of collaboration and accountability. It suggests that these are understood and applied in a number of different ways. Using research and semistructured interviews with a number of government officials and nongovernment service providers, the article then explains how these approaches are reflected in a current New Zealand initiative of devolved governance—Whānau Ora. The different, and at times conflicting, perspectives of New Zealand’s formal model of public sector management and that of traditional Māori culture are explained.     

How Government and Community Nonprofit Collaboration and Non-Collaboration Affects Public Sector Outcomes

This four state foster care study seeks to understand what practices state public managers perform with regards to community nonprofits that contributes to effectiveness in producing better public sector outcomes. The study produced key player field research data on the conditions under which community nonprofits produce better public sector outcomes.

This article offers reasons as to why some effective community nonprofits were able to achieve collaboration with the public sector, while others were not, despite their effectiveness. Effective public managers in the area of foster care administration permit, and at times recruit, community nonprofits to have an impact on their foster care domain, while ineffective public managers never reach out to community nonprofits as partners or further yet, block nonprofits from access.     

How Large‐Scale Research Facilities Connect to Global Research

Policies for large‐scale research facilities (LSRFs) often highlight their spillovers to industrial innovation and their contribution to the external connectivity of the regional innovation system hosting them. Arguably, the particular institutional features of LSRFs are conducive for collaborative research. However, based on data on publications produced in 2006–2009 at the Neutron Science Directorate of Oak Ridge National Laboratory in Tennessee (United States), we find that internationalization of its collaborative research is restrained by coordination costs similar to those characterizing other institutional settings. Policies mandating LSRFs should consider that research prioritized on the basis of technological relevance limits the international reach of collaborations. Additionally, the propensity for international collaboration is lower for resident scientists than for those affiliated with domestic universities or government laboratories. Policies conceiving LSRFs as “knowledge attractors” therefore should consider the complementarities between research at a LSRF and in its academic context at a regional or national level.     

The Politics of Universalisation: Establishing National Health Services in Southern Europe

Italy, Portugal, Greece and Spain have enacted reform laws during the last 20 years with the intention of turning their health insurance systems into national health services. Universalisation of access to public health care was at the centre of the political debates which led to the passing of the reform laws. This article analyses the policy-making processes that allowed for such institutional change, as well as achievements and shortcomings of the implementation processes that followed. The analysis draws on the insights of the actor-centred neo-institutionalist approach in the policy sciences.
