长期以来,军队车辆管理无视理论指导和环境变迁的工作管理模式促使许多追名逐利之人开始运用诸多"暗箱"手段假冒军用车辆以获取非法利益。究其原因,这不仅与市场经济的逐利性有关,还与假冒军车治理的内在矛盾有关。因此,对假冒军车治理亟需在汲取有效管理经验的同时,从治理角度探讨假冒军车管理的特点和规律,综合运用各种先进的管理工具,逐步完善军队车辆管理的理论体系,实现科学化管理,以保证军队车辆管理的效率性和公正性。  相似文献

反垄断与保护知识产权均仅是实现其共同目标的手段,其本身并非最终制度目的。就著作权法律制度而言,这体现在其应当建立完善的内在利益平衡机制,从"护权——限权"两个角度对著作权既加以保护、又防止其滥用。在这方面,美国的DPRSR制度堪称典范,我国与之对应的信息网络传播权制度却有待完善。著作权内在利益平衡机制一旦失灵,根据其失灵的情形,可能产生不同的损害。其中对于可能产生竞争损害的,在必要条件下,反垄执法机构应当及时介入,保护市场竞争和消费者利益不受著作权滥用行为的损害,保障反垄断和保护知识产权共同目标的实现。  相似文献

Is bias in responsiveness to constituents conditional on the policy preferences of elected officials? The scholarly conventional wisdom is that constituency groups who do not receive policy representation still obtain some level of responsiveness by legislators outside of the policy realm. In contrast, we present a theory of preference‐induced responsiveness bias where constituency responsiveness by legislators is associated with legislator policy preferences. Elected officials who favor laws that could disproportionately impact minority groups are also less likely to engage in nonpolicy responsiveness to minority groups. We conducted a field experiment in 28 US legislative chambers. Legislators were randomly assigned to receive messages from Latino and white constituents. If legislators supported voter identification laws, Latino constituents were less likely to receive constituency communications from their legislators. There are significant implications regarding fairness in the democratic process when elected officials fail to represent disadvantaged constituency groups in both policy and nonpolicy realms.  相似文献

Abstract

Recent developments in European Union (EU) asylum cooperation raise important questions about the nature of cooperation and the potential problems facing collective action in the realm of EU internal security. The emergence and the subsequent stability of the Schengen/Dublin system is especially puzzling, given the highly inequitable distribution of costs and benefits that this system entails among the participating states and begs the question as to why those states that are likely to face a disproportionate ‘burden’ under the system would have agreed to it. This article seeks to provide an alternative approach to answering this question by drawing on a public goods framework. We argue that a simple focus on free-riding and exploitation dynamics, as emphasized in the traditional collective action literature, falls short as an explanation and instead demonstrates how more recent theoretical contributions to the public goods literature can offer new insights into the origin and evolution in cooperation in this sensitive policy area.  相似文献

Abstract

Does the local organisational presence of anti-immigrant parties affect their chances for electoral success? In order to answer this question, the article explores the potential of a supply-oriented explanation to anti-immigrant party success by examining the electoral advancements the Sweden Democrats (SD) made in the 2006 and 2010 elections. Our results indicate that traditional demand-side explanations to anti-immigrant party success can be successfully complemented by an ‘internal supply-side argument’ to make the electoral fates of these parties more intelligible. Whether the SD had a local organisational presence had a substantial effect on its results in the national election and on the probability of gaining representation in local councils. Thus, the party’s fate in the national as well as local elections was largely determined by whether or not it had a local organisational presence in Swedish municipalities.  相似文献

ABSTRACT

Internal marketing and internal communication collectively strive to build relationships with, empower, and motivate employees to foster an organisational culture of support for organisational goals and objectives to be met and organisational success achieved. Electronic newsletters support internal marketing and internal communication endeavours as they serve the purpose of transferring organisational information to employees. E-newsletters can be tested to determine whether employees willingly utilise them for their intended purposes. By means of a quantitative research approach, utilising regression to analyse the empirical data, a study was conducted to determine employees’ acceptance of e-newsletters. This was conducted by means of an adapted technology acceptance model (TAM), and a self-administered e-mail survey was disseminated to employees of a higher education institution. Based on the research results, employees perceive TAM differently to what is put forward in literature, which results in the acceptance of e-newsletters for the purpose of transferring organisational information. Results show that respondents perceived two of the factors of TAM as one factor. In addition, the results provide insight into how academic employees perceive e-newsletters and what practical changes can be made to e-newsletters in order to cater to employees’ preferences.  相似文献

The enduring economic crisis, austerity measures and corruption scandals have created a favourable environment for the advent of new political actors all over Europe. During the last general elections (February 2013), Italy was shocked by the inexorable rise of the Five Star Movement. Beppe Grillo’s creature upset the political system, occupying portions of the public sphere that had been ignored (the web) or gradually abandoned by traditional political parties (the squares). Its unusual campaigning style, its internet-based organisational structure, its atypical political positioning (beyond left and right), and its oversimplification of complex problems all help to explain its electoral performance, and distinguish it from similar anti-establishment parties that have emerged in Europe over the past decade.  相似文献

Today the segregation of duties is commonly used to ensure regulatory compliance in various industries. This article considers the organizational requirements for the effective implementation of this principle, through an examination of a duality‐based segregation‐of‐duties type control system and its fundamental characteristics. Cases from the Swedish banking and finance sector are discussed to show how breakdowns in duality‐based systems have compromised compliance and even encouraged crime, and how crimes could be carried out in practice. Particular attention is paid to the critical role that gullibility, loyalty, and dependency relations among employees played in these cases, in leading control persons to neglect their responsibility to review and approve their colleagues’ work, while bringing no consequences for their ability to carry on performing their work tasks. The argument is made that an effective duality‐based segregation‐of‐duties type control system presupposes social relations characterized by relative autonomy and third‐party dependence, along with work task interdependence.  相似文献

企业员工集体离职对相关组织和员工群体影响深远。本研究从 1978—2021 年中国知网(CNKI) 4 类论文数据库及报纸 1 类新闻数据库中,甄选出我国 102 个企业员工集体离职典型案例。研究发现:集体离 职集中发生在时代的热门行业、朝阳产业,其中制造业、IT 业的集体离职始终处于焦点;集体离职的主要原 因是个体自身因素、企业内部因素以及二者互动因素;集体离职的直接原因同样主要在内因,成为集体离职的 “导火索”或“催化剂”。研究提炼出企业员工集体离职影响因素和作用机制模型、企业员工集体离职主要原 因和直接原因作用模型。基于此,研究建议:预防集体离职需整体上更加关注企业的内部管理,化解集体离职 需避免主要原因的积累,缓解集体离职还需注意直接原因的作用。  相似文献
