Justice on the road to change in the people's republic of China

Dengist reform programs, including mandated changes in the operation of Chinese industrial enterprises, depart radially from previous Maoist practices and ideologies. With these changes, issues of distributive justice have become extremely salient in China. We explore shifting norms regarding distributive justice in China, with a focus on the conceptions of, and implications for, practicing managers. After first reviewing the pertinent literature, we present some original data gathered from Chinese managers in 1986 and in 1989, comparing them to data gathered from managers in the United States.

新中国成立以来,中国共产党三代领导集体对社会主义所有制结构理论进行了不断探索。以毛泽东为核心的第一代领导集体,对新民主主义和社会主义的所有制结构提出了一些设想,在总体上把单一公有制看成是现实社会主义的基本特征;以邓小平为核心的第二代领导集体,认为公有制为主体是必须坚持的社会主义基本原则,确认了公有制为主体、多种所有制经济共同发展的所有制结构;以江泽民为核心的第三代领导集体,深化了对社会主义公有制经济的认识,把公有制为主体、多种所有制经济共同发展确定为我国社会主义初级阶段的基本经济制度,进一步丰富和发展了马克思主义所有制理论。     

毛泽东与中共六届六中全会——兼论毛泽东领导地位的确立

中共六届六中全会是党史上一次意义深远的会议,会议批准了以毛泽东为代表的中央政治局的政治路线,基本上克服了党内以王明为代表的右倾错误,完全确立了毛泽东的最高领袖地位。本文认为,共产国际的正确指示是毛泽东领导地位确立的组织保证;毛泽东关于中国革命的正确思想为他领导地位的确立奠定了理论基础;遵义会议以来中共的正确领导为毛泽东领导地位的确立提供了实践基础。     

Development and Initial Findings of an Implementation Process Measure for Child Welfare System Change

This article describes a new measure designed to examine the process of implementation of child welfare systems change. The measure was developed to document the status of the interventions and strategies that are being implemented and the drivers that are being installed to achieve sustainable changes in systems. The measure was used in a Children's Bureau-supported national effort to assess the ongoing implementation of 24 systems-change projects in child welfare jurisdictions across the country. The article describes the process for measure development, method of administration and data collection, and quantitative and qualitative findings.

Defining and classifying technocrat‐led and technocratic governments

Governments led by technocrats remain a nebulous category in political science literature, with little clarity about how they differ from party governments, how many have existed and how we can differentiate between them. This article aims to provide that conceptual and empirical clarity. Having proposed an ideal type definition of ‘technocratic government’, it sets out three conditions for an operational definition of a ‘technocrat’ and, on that basis, lists the 24 technocrat‐led governments that have existed in 27 European Union (EU) democracies from the end of the Second World War until June 2013. It then classifies these according to their partisan/technocrat composition and remit. This allows for the presentation of a typology of four different types of technocrat‐led governments and the definition of ‘full technocratic governments’ as those which contain a majority of technocrats and – unlike caretaker governments – have the capacity to change the status quo. The article concludes that full technocratic governments remain extremely rare in EU democracies since there have been only six cases – of which three have occurred in the last decade.
