Social Capital and Public Policy – The Current Challenge Facing the Victorian Government

Social capital, since Putnam's 1993 work, has captured the imagination of policy‐makers the world over, and Australia is no exception. In 2005 the Department of Victorian Communities launched its Actions for Community Strengthening policy statement, which draws heavily on social capital theory. This article explores the theoretical underpinnings of the government's policy and critiques its failure to deal adequately with the causal relationship between social capital and its supposed community benefits. The article then seeks to isolate the missing factors through a look at recent research on volunteerism and argues that the institution of collaborative/interactive governance needs to be underpinned by sound socio‐economic reform.     

Effectiveness of private finance initiatives (PFI): study of private financing for the provision of capital assets for schools

The study reported in this paper explores how effective Public Private Partnerships (PPP) have been as critical providers of capital assets within the state education sector in the UK. Specifically, the research investigates the impact on educational provision of the UK government's contentious £43 billion Private Finance Initiative (PFI). The inquiry focuses on 27 English Local Education Authorities (LEAs) currently or recently involved in PFI. The investigation examines the effect of PFI's on LEA decision‐making processes and discusses these authorities assessment of the UK government's current PFI strategy. An evaluation of PFI as a source of sustainable finance is reported as well as recommendations made for LEAs currently considering adoption of PFI. Through such analysis, this study seeks to de‐layer and ascertain the influence of complex external environmental influences and stakeholders that need to be taken into account in order to make PPPs work. 在社会、宏观经济结构发生变动的情况下,我国社会福利制度面临结构性调整,目标、性质、功能、内容有待重新定位,“社区福利”、“混合福利”已经显现。作者在文中提出了社会福利层次论,现实的选择应在中观层次推行福利制度建设、实现制度整合,寻求政府行为与市场行为的均衡点,建立“两权分离、管办分开、法人办理、竞争经营”的新福利事业体制。
