Abstract

Despite a growing interest in transit migration and border controls along migration routes, there is relatively little work on the production and operation of the category of ‘transit’ itself. This article investigates how Niger emerges as a country of migration ‘transit’ and what impacts this categorisation has had on security and development interventions targeting the country. Building from the literature on the governance of transit migration and on the ‘migration state’, this article theorises transit as a political label. It argues that Niger’s status as a transit country is constructed through a ‘polyvocal’ process involving the discourse and everyday assumptions of international and local actors. The article locates this shared understanding in official texts, everyday routines, and sub-state diplomatic practices. It goes on to argue that these framings, despite divergent rationales, have effects visible in the evolution of security intervention in Niger. These include shifts in the location of border security, the blurring of migration into other transnational threats, and the creation of new domestic institutional practices. The article contributes to theorising the political construction and specificity of transit-ness and provides a fresh case for the research agenda on inter-state relations around migration governance.  相似文献

This article studies how the economic crisis affects Ecuadorian immigrants' decisions on staying in Spain or returning to their home country. Before the crisis, Ecuadorians were one of the most significant migrant groups in Spain in terms of volume and degree of settlement. The crisis has destabilised their situation and modified their migratory projects in different ways. This article presents the three main choices facing Ecuadorian immigrants during the crisis: permanence, wait and see, and return/re‐migration. The analysis focuses on how the decision‐making process is carried out and on the different factors that lead Ecuadorians to choose each option.  相似文献

Neoliberalism, informality, and migration are all inextricably linked and the Venezuelan migration crisis has certain implications for women. While extensive post-neoliberal spending programmes under Chávez served to reverse the feminisation of poverty, millions of Venezuelans have migrated in recent years due to a severe economic crisis. Oral history testimonies highlight how female Venezuelan migrants in neoliberal Colombia often have no choice but to engage in precarious informal earning strategies and also experience reduced access to public services, which can substantially increase their domestic labour and outgoings. In many ways they are better off in Venezuela, thus highlighting how neoliberalism exacerbates gender poverty in both Latin America and the Global South.  相似文献

Since the collapse of the Soviet Union, the post-Soviet space has seen regional integration in the framework of the Commonwealth of Independent States (CIS). The CIS while moribund has affected migration in the post-Soviet space. Despite its persistence and effect on migration, few studies have sought to explore public perceptions towards the CIS. We address this limitation by developing several arguments, anchored on the literature on public opinion and European integration, to explain how perceptions towards migrants and employment status affect public trust in the CIS. Our analyses make use of the sixth wave of the World Values Survey that includes seven CIS member-states and finds strong support for our hypotheses. Our contribution lies in the investigation of public attitudes in a non-EU setting while applying arguments from EU literature and the wide coverage of our study compared to the extant literature on the CIS and public opinion.  相似文献

Expatriate voting has gained in importance over the last decade in Sub-Saharan Africa. This article gives an empirical overview of existing regulations in all independent states of the continent and examines some explanatory approaches in the African context. One approach claims that expatriate enfranchisement is a functional response to the increasing importance of migrants and their remittances. A second explanation refers to the role of domestic political structures and regime types. A third cluster of explanatory factors links external voting to the interests of political parties. Both in the broader comparative analysis and by looking more specifically at the cases of Ghana, South Africa, Cape Verde and Nigeria, all three approaches specifically contribute to understanding variation of external voting rights in Sub-Saharan Africa.  相似文献

The variation among countries when it comes to the admittance of forced migrants – refugees and asylum seekers – is substantial. This article explains part of this variation by developing and testing an institutional explanation to the admission of forced migrants; more precisely, it investigates the impact of domestic welfare state institutions on admission. Building on comparative welfare state research, it is hypothesised that comprehensive welfare state institutions will have a positive effect on the admission of forced migrants to a country. There are three features of comprehensive welfare state institutions that could steer policies towards forced migrants in a more open direction. First, these institutions have been shown to impact on the boundaries of social solidarity. Second, they enhance generalised trust. And third, they can impact on the citizens’ view of what the state should and can do in terms of protecting individuals. The argument is tested using a broad comparative dataset of patterns of forced migration, covering 17 OECD countries between 1980 and 2003. This analysis shows that comprehensive welfare state institutions have a significant positive effect on the admission of forced migrants, under control for a number of factors often highlighted in migration research.  相似文献

Abstract

Private actors play an increasing role in mediating the relationship between States and noncitizens and even in creating or perpetuating exclusions associated with noncitizenship. This paper offers a way to analyse the forms of engagement of the for-profit private sector in migration control and asks what it means for how noncitizenship is constructed. It presents the private sector as acting like a buffer, altering whether and how individuals may engage with a State constructing what noncitizenship means within a State’s territory, and removing so-constructed individuals from a relationship with that State. It shows how this may occur directly or indirectly, explicitly or implicitly. The paper addresses two main concerns: the impact on the State-noncitizen relationship and whether there are some areas of the relationship between the State and the noncitizen that should not be so-delegated. It argues that privatised migration control raises problems for standard justifications of migration control and noncitizenship construction.  相似文献
