The national movements of sub-state national societies are divided into two or three competing political orientations (independentists, autonomists, and federalists), which vary over time. This article compares the process that led to the founding of the ADQ (autonomism) in Quebec, with the process that culminated in the transformation and de facto re-founding of ERC (independentism) in Catalonia during the period 1976–2005. Using the cases of two nationalist parties in two different national movements that have successfully established new political orientations, I analyze the political origins of this form of temporal variation. My outcome variable is the “tipping point” at which these nationalist political parties get established. This “tipping point” was reached through a temporal sequence that evolved in four phases. In each of these phases, a key variable was involved: the existence of a preexistent ideology, the occurrence of a central state constitutional moment, an impulse from the sphere of sociological nationalism, and the consolidation of a new leadership nucleus.  相似文献

Since 2005, NGO activism, calling for greater legal protection for contract migrant workers has been the most concerted challenge to Singapore’s migrant labour regime. Despite a severely restricted civil society space, migrant labour advocacy has delivered small but significant reforms to laws covering migrant labour. The existing literature on migrant labour advocacy focuses on the importance of civil society space in determining the outcomes of organised contention. In the Singapore context, the limitations of advocacy are emphasised and explained in terms of the illiberal nature of the People’s Action Party-state and the strategies deployed by non-governmental organisations. Such an approach is limited in its explanatory potential as it only states what political spaces are not available without examining how spaces for contention are created. In contrast, this article identifies the production politics between migrant workers and their employers as crucial in influencing the extent to which spaces for non-governmental organisation contention can be carved out. Accordingly, this article argues that forms of production politics leading to worker desertion from the workplace, rather than tactical accommodation, have provided non-governmental organisations with the impetus to push forward reform agendas within an authoritarian political environment.  相似文献

The activist-fuelled responses to HIV/AIDS around the world have resulted in unprecedented changes to the way infectious disease is defined and treated and in the mobilisation of resources for treatment in developing countries, particularly in sub-Saharan Africa. However, the communities that have been critical sources of response are widely divergent. In the United States, where the epidemic was first identified, the strongest response was within the gay community, with its attendant rights-based orientation. In sub-Saharan Africa, faith-based communities have been critical actors, and have generally taken a charity-based approach to their work. As globalisation and the successes of the global AIDS movement draw these groups into closer contact, the question of whether these divergent approaches can work in alliance becomes ever more important. In this paper I use the concepts of collective identity and framing to examine the development of both approaches and to suggest that the activity of frame extension may be a helpful tool in bridging divergent approaches.  相似文献

This article examines the role of student activism in enhancing or weakening democratization in authoritarian contexts, focusing on the case of the Islamic Republic of Iran. It contends that while numerous studies indicate that student activism has been crucial in processes of regime change, insufficient attention has been paid to the circumstances under which it contributes to strengthening authoritarian rule. The case of Iran demonstrates that there are two different ways in which this occurs. First, much like many other civil society actors, student activism can be co-opted and at times willingly so because of a coincidence of material and/or ideological interests. Second, even when student activism genuinely pushes for democratization and becomes independent and autonomous from political power, the authoritarian constraints in place can contribute to marginalize it and defeat it. The Iranian case highlights the problems student activism faces when it attempts to disengage from the dominant structures of authoritarian politics, and in line with Jamal's findings, demonstrates how authoritarian structural constraints can undermine the democratic aspirations of well-organised groups.  相似文献

原教旨意义上的“司法能动”的核心指的是司法裁判过程中的“立法性”司法。中国法学界对于什么是司法能动在理解上是极不一致的,大多数人根据自己的理解进行了阐发,其中不乏添附、歪曲之界说,甚至以讹传讹之谬误。能动司法在中国的展开,既存在理论根基不足之缺陷,又面临着司法职业化和司法能动化相冲突的尖锐矛盾。但转型社会的现实,又要求中国必须同时完成司法职业化和“中国式”的司法能动化的双重任务。虽然存在诸多不足,司法能动的倡导者提出的问题依然是值得人们认真对待的。  相似文献

I argue that self-organisation cannot account for how grassroots struggles can pursue transnational political change. I develop an account of some ‘left arts of government’ through which resistance is facilitated and organised without reintroducing oppressive and hierarchical forms of rule. I do so by focusing on the practices of autonomous peasant mobilisations. Land occupation movements facilitate the ability of people to engage in ongoing resistance on their own behalf. They organise resistance through horizontal communication and through transnational networks involving representative structures. Finally, peasant mobilisations engage with states and international institutions to solidify gains made.  相似文献

Lebanese youth are constructed through fragmented lenses, and are recipients of partial, unresponsive, and often irrelevant policies. Despite these constraints, many youth have become actively engaged in political life, especially since 2005. Three types of youth engagement can be identified: i) the ‘conformists’, who privilege their sectarian belonging, ii) the ‘alternative groups’, who engage in professional NGOs, and iii) the new ‘activists’, who prefer loose organising centred on progressive and radical issues. New forms of youth activism in the contested city of Beirut have been able to exploit interstitial openings for seeds to grow into potentially “disruptive mobilizations”. While these resistances may have been limited up to now in time and space, youth activist groups still embarrass, hold accountable and constrain hegemonic politics. They may be generating seeds of collective action that still have to be further structured and organised.  相似文献

This article takes stock of recent advances in the field of comparative authoritarianism. The four books reviewed shed light on the effects of social activism, claim-making and social protests on authoritarian resilience. Taken as a whole, they intervene in the scholarly debates that examine the rise of collective, often contentious action under authoritarian rule. In so doing they account both for how states tolerate or even encourage collective action and the extent to which, in turn, protests by distinct social groups re-shape the political system. As authoritarian institutions, democratic-looking or otherwise, have received considerable attention of late, this article calls for greater attention to the economic and ideational dimensions of authoritarianism and, more generally, a broader research agenda.  相似文献
