中国工运学院改制升格为普通本科院校,为学院的发展创造了极为有利的条件.今后,只有全面推进学院建设,牢牢把握正确的办学方向,才能为我国工运事业提供强有力的人才和智力支持.同时,在学院发展的进程中,要正确处理面向社会办学与坚持工会特色、以就业为导向设置学科专业与搞好特色专业建设、继承优良传统与改革创新、扩大办学规模与走内涵式可持续发展道路、硬件建设与软件建设的关系,以促进学院建设顺利、健康地进行.     

Apartisans and the changing German electorate

The concept of party identification is central to our understanding of electoral behavior. This paper builds upon the functional logic of party identification and asks what occurs when more Germans manage the complexities of politics without needing to rely on habitual party cues—what we label as Apartisans. We track the distribution of party mobilization and cognitive mobilization within the German electorate from 1976 until 2009. Then, we demonstrate the importance of these mobilization patterns by documenting strong differences in electoral commitment, the content of political thinking, and electoral change. The results suggest a secular transformation in the characteristics of the public has led to a more differentiated and dealigned German electorate.     

浅析社会变革中的文化因素

改革开放以来中国社会进入变革时期。这种变革是社会整体的变迁,包括政治结构、经济结构和文化的变迁。笔者认为从某种意义上讲,文化是社会变革能否成功的根本问题。在社会变革中,许多最复杂、最艰难的问题都反映在文化上,文化所受到的冲击非常大,其剧烈程度远远超过社会的其他领域。因此,本文试图通过分析文化对政治、经济领域改革的重要影响,强调文化在社会变革中的重要作用。     

当代土家族婚姻的变迁

本文在田野调查资料的基础上,并利用人口普查资料,主要从定量的角度对土家族传统婚姻文化在当代的变迁进行研究。认为,当代土家族婚姻发生了重大变化,表现为族际通婚和通婚的空间范围有所扩大,近亲婚配在逐步减少;未婚比例大幅度下降,而有配偶率则大幅度上升;早婚有下降的趋势,初婚年龄则呈上升趋势;离婚比例有所增长;择偶标准和方式更加多样化和具时代特征;婚姻仪式简约化;等等。土家族婚姻的变迁带来了家庭的一系列变化,但并未动摇传统家庭的基本结构,传统家庭的相对稳定是土家族社会在当代保持稳定的一个基础。     

对"迁徙自由入宪"的反思

迁徙自由是现代公民的一项基本权利,已得到国际社会的普遍认同.长期以来,除了在个别历史阶段,我国法律对迁徙自由基本上采取限制的态度,这与我国的经济体制及市民社会的缺失有关,随着市场经济的发展及市民社会的发育,要求迁徙自由入宪的呼声日益高涨.但是在宪法上承认迁徙自由与现实中完全实现迁徙自由是有区别的,从应有权利到法定权利的转变不是一时就能实现,迁徙自由的实现有赖于相关制度的完善及市场经济的成熟.基于目前的情况,我国现行宪法中没有规定迁徙自由.     

农用运输车管理主体变更后的思考及对策

原有农用运输车管理体制存在的问题,导致了近年来农用运输车交通事故率大幅度上升的情况。目前,正值《道路交通安全法》的颁布实施,为加强农用运输车的管理,有必要采取一些行之有效的对策。     

The Material Constitution

What is the material context of constitutional order? The purpose of this paper is to offer an answer to that question by sketching a theory of the material constitution. Moving beyond the interwar constitutional theories of Heller and Mortati, the paper outlines the four ordering forces of the material constitution: political unity; a set of institutions; social relations, and fundamental political objectives. These forces constitute the substance and dynamic of constitutional ordering, in internal relation with the formal constitution. Because these ordering forces are multiple, and in tension with one another, there is no single determining factor of constitutional development. Neither is order as such guaranteed. The conflict that characterises the modern human condition might but need not be internalised by the process of constitutional ordering. The theory of the material constitution offers an account of the basic elements of this process as well as its internal dynamic.

创新在职民警培训模式要以观念变革为先导,树立"问题导向意识"、"系统培训意识"和"学员主体意识"。创新在职民警培训模式,要探讨具体的培训策略和方法,加深对深度提问式、案例分析式、模拟演练式和探讨研究式等方法的研究和运用。教师应根据培训目标和培训内容的需要创新培训模式,同时注意提升自身的培训项目设计能力、培训互动引导能力以及培训总结点评能力。
