Building Green: Local Political Leadership Addressing Climate Change

Municipal agreements have been instrumental in communicating commitment to addressing climate change at the local level. However, what is the practical implication of this potentially symbolic decision? This study examines the power of mayoral participation in climate change agreements in driving the proliferation of sustainable or “green” building in a city as a mechanism to reach its climate change goals. In addition, mayors can localize what is otherwise a public good by framing green buildings as having other tangible impacts on a community. We analyze the impact of political leadership on green building projects in 591 cities in 50 U.S. states, controlling for a variety of city‐ and state‐level variables. Hierarchical models indicate that mayoral leadership in climate change policy fosters green building, while state‐level predictors are not as important as city policy in creating green buildings. Our research concludes that local governments can be a very effective venue in addressing broad climate change goals.     

Breaking up a partnership to build a competitive market in Denmark’s ambulance service: how can studies of contract reversals learn from the sociology of markets?

ABSTRACT

paper analyses a case of contract reversal in the market for ambulance services. The paper suggests that the sociology of markets-literature provides insights into market institutions of importance to relations between government and contractors that will benefit contracting out theory. Building on document analysis and interviews with 19 key stakeholders, it is demonstrated how a regional government in Denmark tried to wrestle the service provision from a long-time private provider and create a competitive market, only to discover that the implementation of the new contract was beset by obstacles largely stemming from informal norms in the market and attempts of the existing provider to hamper market entry for challenger firms. The result was a contract reversal: from private provision to government-provided service delivery. The paper contributes to the contracting out literature by providing a more elaborate understanding of the institutional conditions under which contract reversals can take place.     

The impact of the wilson administration on economic crime rates

Previous research, based upon the interrupted time-series analysis of monthly data, has demonstrated that changes in the organizational structure of police departments produce short-term changes in the level of reported crime. The present study extends this literature by examining the independent effects of a change in hierarchical control (i.e., the appointment of O. W. Wilson as the new chief of the Chicago Police Department) and changes, over time, in the ecological structure of Chicago on reported rates of economic crime. The multivariate analyses indicate that the failure to take into account organizational change leads to model specification error. We conclude that longitudinal, within-jurisdictional research, based on the analysis of UCR data, must take into account changes in police bureaucracies that can affect the production of official counts of crime.     

聚落生态系统变迁对民族文化的影响--对泸沽湖周边聚落的研究

聚落生态系统中包含的人地关系,是形成和影响民族文化生态的主要因素,随着人类对土地和资源利用方式的变化,会产生一些与传统不同的人地关系,从而影响到民族文化的变迁,引发人们对民族文化流失的担忧.泸沽湖是一个多民族的聚居地,近20年,随着旅游业的发展,聚落生态系统也出现了分化,旅游聚落生态系统的经济活力增强、边界扩大,引起民族文化的变化,而泸沽湖周边最具特色的母系文化,在这一变迁过程中,表现出相当的适应性,为我们正确认识聚落生态系统变迁的影响提供了一个有益的个案.     

社会转型与道德建设的历史选择--学习《公民道德建设实施纲要》的几点思考

在高新技术产业化推进下,一场由传统农业社会向现代工业社会以及正在崛起的知识社会的社会转型,急剧冲击着人们的生活方式、思维价值和伦理规范。分处于不同历史层面的道德行为模式在同一个社会发展空间遭遇激烈碰撞。传送着经济全球化脚步的日益加速,西方强势文化的汹涌而入,中国的道德建设将面临更加严峻的挑战。如何做出历史选择,中共中央颁布的《公民道德建设实施纲要》为我们理清了基本的道德建设思路。作者在文中从社会转型与道德认识的误区入手,较系统地分析了社会转型与道德行为的基本特征,依据《公司道德建设实施纲要》,结合转社会的重点特点,论述了道德建设的历史选择。

浅谈大理州毒情变化特点与对策

多年来 ,大理州公安禁毒部门采取公开查缉与专案侦查相结合的方法 ,有力打击了境内外毒品犯罪分子假道大理从事贩毒活动的嚣张气焰 ,为全省乃至全国的禁毒工作做出了应有贡献 ,但近年来 ,毒品问题出现了一些新的变化和特点。为适应当前禁毒斗争的新形势 ,全面贯彻“四禁并举、堵源截流、严格执法、标本兼治”的禁毒方针 ,巩固禁毒工作的“四个新进展”和“两个新突破” ,是当前公安机关禁毒部门亟待解决的问题。     

Die Schweizer Gemeinden im Wandel: Konvergenz oder Divergenz?

Switzerland is currently going through a phase of political restructuring. The numerous reform activities at the beginning of the twenty‐first century leave almost no area of political life untouched. The reforms are particularly abundant in the 2′867 municipalities, spanning from amalgamations, intermunicipal co‐operation, New Public Management, to reforms of the political systems. Accounting for the fact that there are big socio‐economic differences between the municipalities as well as their political systems, we investigate whether the municipalities are headed for divergence or convergence as a result of these reforms. The empirical results are derived from three surveys of the local authorities conducted in 1988, 1994, and 1998. The results indicate that the communes do convergence in regard to their administrative and political structure. However, the convergence appears to be limited to the single cantons and observable only among certain types of municipalities.
