In comparative approaches to the policy process, policymaking institutions are usually considered at the level of political systems. Countries, however, may vary not only in systemic institutions but also in types of policymaking arenas within specific domains. Systematic attention to this variation in policy arenas at both levels may complement existing theories of the policy process that focus on other explanatory variables and may increase the comparative potential of these approaches. As an explanatory variable, arena variation makes a difference to policy results in that it may increase or decrease the potential for policy change sought by policy entrepreneurs.  相似文献

The present study focuses on improving recycling behavior in Turkey with a social marketing program. It is centered on behavior change and social marketing strategies that can address recycling behavior. The social marketing program developed herein outlines segmentation, targeting, product, price, place, and promotional strategies recommended based on theoretical elements across disciplines. This research is the first to develop a social marketing program for recycling behavior in a developing country at the household level. Furthermore, it is the first study in which behavioral change was ensured through marketing strategies. This article provides a framework that can be employed in developing social marketing programs. In this study, qualitative data collection tools and quantitative measurement data were used based on the action research design. Although there are studies in the literature that argue that women and those with undergraduate/graduate education show more recycling behavior than others, the results of the participant-level research in Turkey showed that there was no significant difference in recycling behavior based on the demographic characteristics of the participants. On the other hand, it has been found that the awareness levels of the people have changed in correspondence with the implementation-oriented efforts of the municipalities on recycling. However, there is a lack of recycling behavior due to the lack of necessary infrastructure and information in all regions in Turkey. One of the most important results obtained in this social marketing program study was that regional and cultural differences had a role in shaping the recycling behavior. This requires different strategies in implementing the program in different provinces, based on the culture and availability of recycling infrastructure. This article provides an example of a social marketing program to improve recycling behavior. It hopes to inspire significantly more work in this area to make behavior change for the better.  相似文献

The issue of integrating environmental concerns into energy policy decision making is increasingly addressed, not least related to climate change. Although the United States, unlike the EU, did not sign the Kyoto Protocol, several U.S. states promote renewable electricity (RES‐E), and some of these initiatives are linked to climate‐change mitigation efforts. The present article assesses in this connection the six New England states of the United States, comparing their efforts of integrating RES‐E with climate change to the Nordic countries in Europe. In order to explain different approaches, the article focuses on the importance of different EU and U.S. multilevel governing structures. The analysis indicates that the New England states' RES‐E promotion thus far has not been substantially integrated with climate‐change concerns, whereas in the EU's more top‐down approach, climate change figures more prominently vis‐à‐vis RES‐E. EU policies represent an increasingly important driver for the Nordic countries. In the United States, on the other hand, it remains an open question as to how future federal policy efforts will relate to existing policies at the state level.  相似文献

The actors, influences, and processes that combine forces to change policy subsystems are modeled in punctuated equilibrium theory wherein monopolistic policy subsystems are broken down through changes in policy images and venue shopping spurred by a critical mobilization of actors. Studying a case of policy change in Colorado water rights, this research examines multiple levels of policy change—local, state, and cross‐case. This research finds that at the state level, punctuated equilibrium theory accurately explains the process by which policies changed to allow for recreational in‐channel uses of water. At the local level, however, these processes are not clearly evident. Using media coverage as a proxy measure for agenda status also shows that policy image change and high public agenda status did not lead to these policy changes within Colorado communities. This article discusses whether we should therefore discount punctuated equilibrium as a model of policy change in this case.  相似文献

This paper presents the results of an experimental study applied on an average level company, sales/distribution profile, from Mutes County, Romania. The study analyzes the role of formative intervention in the development of a positive organizational environment in an organization. Following the results of this experiment and especially the results that confirm the importance of formative intervention in the development of human resources, the improvement of communication and professional motivation, a nonrefundable financed phare project has been initiated and implemented within the organization-the center of developing and training the human resources from selling-it's goal being the development of an ensemble of training services for the company's personnel and the development of a human resource consultancy network for other similar companies. The last part of this paper briefly describes the main activities and results of this project. All the elements that we have deciphered during the implementation of the project and also the conclusions of the qualitative and quantitative analysis of the experiment's results, determine us to support continuous professional development in organizations, which, as proved, can improve communication in the organization, maintain the personnel on a high level of motivation, increase professional and personal performance and efficiency, also can lead to self-awareness and auto-implication, satisfaction with the accomplished work.  相似文献

When addressing complex societal problems, public regulation is increasingly complemented by private regulation. Extant literature has provided valuable insights into the effectiveness of such complex governance structures, with most empirical studies focusing on how public regulation influences private regulation. Conversely, the impact of private on public regulation is less well studied. Here, we investigate this impact with a focus on technological change as possible mechanism. Based on a case study of energy efficiency in buildings in Switzerland, we find evidence of a symbiotic interaction between public and private regulation that leads to ratcheting-up of regulatory stringency. We identify technological change as the mechanism linking private and public regulation. We discuss the relevance of our findings for governance literature and regulators.  相似文献

This article evaluates the extent to which the legislative changes relating to foreign exchange that have taken place in India within the last few decades, and in particular after 1991, have made an impact on the presence of foreign firms in the economy. The data cover the period 1957–1958 to 2001–2002, and include the entire population of India’s corporate sector. In the period after reforms commenced in 1991, the number of foreign firms in India has increased very substantially. The transformation of the foreign exchange regulation act (FERA) to the foreign exchange management act (FEMA) in 1999 has had a positive effect in inducing foreign firms to India. The FEMA legislation simplifies the maze of controls, procedures and bureaucratic minutiae that have to be observed by all those undertaking to set up and operate a business in India. The changes in the legislative regimes make India attractive as an investment destination for foreign firms.
