This article offers a genealogy of human security and environmental security set against the background of the 1994 United Nations Human Development Report and its demands for a profound transition in thinking. It shows how these two concepts have intersected and overlapped on the one hand, and diverged on the other. The debates within the UN system about what human security does or should mean have taken some account of the impact of environmental degradation on people and their communities though this has often lacked any analytical depth. The concept of environmental security, on the other hand, has become increasingly divorced from its potentially heterodox and critical roots in human security. Rather it has been captured by an orthodoxy that focuses primarily on non-traditional threats to traditional referents (i.e. the state) and that increasingly perceives ‘environmental security’ as a synonym for the threat multiplier dimensions of climate change. Rather than empowering a people-centred approach that places emancipation at the centre of human/environmental security, the author argues (following Mason and Zeitoun) that this has foreclosed rather than protected human freedom and dignity.  相似文献

This paper reflects my experiences developing a course within the Criminal Justice Technology Associates of Science degree program at Valencia College that fuses topics unique to peace and police studies. The key challenge in developing this course was in confronting the paradox of the police as instruments of both peace and conflict. In dealing with this paradox, students examine the role of the police in a democratic society and the authority of the police to use coercive force. Key topics covered in this course include defining peace, the police role in peace movements, the history, structure and strategies affecting the police, causes of violence, conflict analysis and conflict intervention, and ethical foundations for peace. In addition, this course examines occupational, organizational, institutional factors that contribute to the development of a unique police subculture that values crime fighting as its core responsibility and the impact of that orientation on police attitudes and behaviors toward the public. Throughout the course, students are challenged to envision a new paradigm for policing that emphasizes a culture of peace rather than a culture of conflict.  相似文献

Various public management reform initiatives require public organizations to renew and adjust their mission statements. How public leaders affect the commitment of their followers to changes in an organization’s mission is an under-researched topic. The present empirical study of a semipublic organization reveals that transformational leaders influence positively the commitment of followers to mission changes. Their influence is mediated by the capacity of leaders to build perceived organizational support and motivate subordinates to engage in pro-change behavior. Furthermore, multi-group analysis suggests that union membership and the length of the relationship between leaders and followers influence followers’ commitment to change.  相似文献

This article aims to introduce and explain a guideline to plan and perform health campaigns through social marketing. The model is based on the social marketing principles and its objective is to help professionals develop an action plan setting step-by-step the processes to produce health campaigns to achieve the ultimate goal behavior change. Three levels of action 10 have been set: (i) diagnosing the social problem; (ii) designing the benefits of changing behavior; and (iii) setting the marketing mix. This social marketing plan is an option to introduce customer orientation backed by integrated marketing aimed at generating consumer satisfaction as the key to behavior change in the public health policies.  相似文献

This article presents evidence of the links between human rights education and social change by analyzing the long-term effects on 88 trainers engaged in a non-formal adult training program sponsored by a women’s human rights group in Turkey, Women for Women’s Human Rights – New Ways. In this article, I show the transformative impacts of carrying out human rights education on the trainers themselves: in their identity; knowledge, skills, and attitudes; and behaviors in their family and in the workplace. This article extends the treatment of an emerging question within social change theory – that of the long-term influence on activists brought about by their very engagement in these activities. At the same time, because the activists are trainers associated with a human rights education program that infuses critical pedagogy with a feminist perspective, this qualitative case study provides the opportunity to explore ‘situated empowerment’ on trainers in both their personal and professional domains. The article concludes that further studies of human rights educators engaged as long-term trainers will further enrich the social change literature and the treatment of activists.  相似文献

Standard wisdom explains Cuba’s current transformation as one of economic change but political immobility. However, Cuban politics have also undergone a major change since the handing over of power from Fidel to Raúl Castro – even if the rhetoric used has been one of continuity. This article traces this process by looking at four areas: the depersonalisation and re-institutionalisation of the political structures; the diversification of the public sphere, particularly through the use of digital media; the liberalisation of travel and migration, with its transformative impact on state–citizen relations; and the turn to a moderate foreign policy, as highlighted by the rapprochement with the USA, with its implications for legitimising the underpinnings of Cuban socialism. Although the shift has been well below the threshold of a transition to multiparty democracy, Cuba has evolved from the charismatic model of the past to what can be understood as bureaucratic socialism in reform mode.  相似文献

There is a curious disjunction between the Labour Government's international actions and its domestic policy. Although Tony Blair did much to promote the climate change agenda on the international stage, domestically, with carbon emissions rising again, the Government will fail to meet its target of reducing carbon dioxide emissions by 20% below 1990 levels by 2010. This article examines the weaknesses in the Labour Government's domestic record and assesses the significance of the recent transformation of climate change politics. Several obstacles to the design and delivery of more effective policies are identified, which can be categorised as either problems of ‘environmental politics’ or ‘environmental governance’. It is argued that the recent politicisation of climate change has overcome some of these obstacles ‐ albeit temporarily ‐ but whether the pressure for further policy measures can be sustained, with a long‐term impact on environmental governance, remains uncertain.  相似文献

Climate change, energy, human capital, social, capital, migration, public health, fairness, new technologies, and foreign and defense policy are all issues that the research has addressed. The participation of social scientists in the policy process will enhance the contributions of the research.

The practice of using courts to foster social change, once confined to the USA, has emerged as a worldwide phenomenon. Foreign practice reflects indigenous forms but faces criticisms similar to that in the USA: that it is ineffective, antidemocratic, and counterproductive. The essay meets these criticisms, first, by recasting US public law litigation as a form of politics that challenges the status quo by forging alliances, changing discursive frames, and disciplining private and public decision making. Looking abroad, the essay emphasizes public law litigation as a meditative institution that facilitates political action and aids in regulatory enforcement where administrative mechanisms are weak or regulation requires ongoing elaboration. Finally, the essay suggests that criticisms of public law litigation tend to neglect three factors: the actual and not assumed comparative advantages of different institutional actors, the role of temporal conditions in affecting social change, and the ubiquity of complex, not dichotomous, relations.
