Procedural justice,obligation to obey,and cooperation with police in a sample of Jamaican citizens

ABSTRACT

Procedural justice theory plays a central role in understanding police–citizen relationships. To test the universality of procedural justice theory, researchers have tended to assess the relative impacts of normative and instrumental models of policing in different geopolitical contexts. Building on Reisig and Lloyd’s study in Jamaica, we test in the current study the relative impacts of procedural justice (a normative factor) and police effectiveness and risk of sanctioning (instrumental factors) on Jamaicans’ obligation to obey the police and willingness to cooperate with police. We found that procedural justice predicted both obligation to obey and cooperation, although obligation did not predict cooperation. And while effectiveness predicted obligation, it was not significantly related to cooperation. Lastly, older citizens were more willing to cooperate with police. The study’s implications for policy and future research are discussed.

“三农”问题的实质是农民权益问题,作为村民自治组织的村民委员会应成为维护乡村社会权益的组织依托;当前在我国乡村治理的实践中,乡村自治性组织的维权性功能存在着缺位、错位和异化的现象,这是由诸多原因造成的;在社会主义新农村建设中应着力构建以保障农民权益为根本的乡村治理新机制,推进乡村自治组织的社会性复归;通过政治环境的发展、制度机制的重构、文化观念的培育,挖掘和塑造村民自治性组织作为村民群众维权性组织的组织资源和实践能力。     

Communication uncertainty and the fictional role of organizational culture

This theoretical investigation aims to critically analyze the concept of organizational culture as an example of ＂organizational fiction＂. In order to benefit from unveiling organizational fictions, it is necessary to be aware of how illusion is linked to stability and predictability. It is here proposed to consider communicational uncertainties as positive qualities in flexible organizations, where communicative flows between organizational spheres and individual spaces of employees or managers engender new ideas and foster creativity. Thus, a strong organizational culture, especially in intercultural contexts, may be a barrier to organizational health, but a strong and unified corporate identity is necessary to guarantee organizational stability and cohesion. The solution is the interplay between stability and contingent openness toward external influences.

预防和杜绝官员道德风险问题,保证政府的高效廉洁,是一个持久的话题。本文从经济学的角度,利用政府和官员之间的委托—代理关系建立了一个期望效用模型,推导出引发政府官员道德风险的要素。在明确了腐败与额外收益、工资、腐败被发现后的收入、官员的任期、预期贴现率、被发现查处的概率等因素的关系后,提出了对腐败综合治理的对策。     

Dealing with uncertainty: the illusion of knowledge in the study of counterterrorism effectiveness

Efforts to combat terrorism have become a priority in the security agenda of most countries around the world, while the respective policies, tools and instruments have amounted to significant costs. In this article, we review the literature on counterterrorism (CT) effectiveness and draw a series of rather negative conclusions with regard to the reliability of our knowledge in this area. We find that the literature displays case and data selection biases, and the results produced are oftentimes contradictory, mostly due to the use of different indicators. We then propose a conceptualisation of CT effectiveness, which should help to resolve some of the issues outlined. The article concludes by outlining some future research directions that should improve our methodological grasp in the field.

我国视频侦查工作的实施状况包括投入与效果两个层面。周克华案、波士顿马拉松爆炸案、伦敦地铁爆炸案中的案件基本参数状况、资源投入状况与收益状况是评价视频侦查工作实施状况的具体指标。视频侦查工作效益最优是指在视频侦查资源成本投入一定的情况下实现侦查效益的最大化。视频侦查工作效益最优的经济学模型包括理想与现实状态两种函数。视频侦查工作的效益最优还应当兼顾法学与社会学领域的内容。效益最优视角下的我国视频侦查工作进路是一种体系化的工作形式,由原理、硬件、人员与机制四个层面的内容组成。
