From the first days of Ukraine's independence, Poland was singled out by Kyiv to act as its ‘strategic partner’. This partnership was expected to extend to Poland helping Ukraine integrate with subregional institutions and move ever closer to regional institutions. However, up until 1994, Ukraine's hopes were frustrated — Poland's own objectives precluded it from moving too close to Ukraine. This article will argue that the demands of regional integration, in particular NATO enlargement, promoted a greater harmonisation of policy objectives between Kyiv and Warsaw (especially on the bilateral and subregional levels) from the time it was announced. The positive impact of NATO enlargement contrasts with the deleterious effects of EU enlargement, which threatened to disrupt ties between the two neighbours. 相似文献

Abstract In recent years, India and Singapore have developed a strong bilateral security and economic partnership that has assumed a central position in India's strategic engagement in Southeast Asia. Having sought strategic engagement with India for many decades, Singapore has now successfully positioned itself as India's leading political partner and economic gateway to the region. At the same time, India and Singapore have actively pursued close defence ties, including frequent joint training and the assumption of an active maritime security role by India in Southeast Asia. The recent decision by India to allow the Singapore air force and army to operate long term training facilities on Indian territory represents a significant development in Indian strategic practice and may presage a more permanent Indian security presence in East Asia. This article will examine these developments and consider to what extent the emergent security relationship between India and Singapore should be seen as a desire to balance China's growing economic and political dominance of the region and to what extent it reflects a ‘natural’ strategic sphere for India stretching from Aden to Singapore and beyond into East Asia. 相似文献

ABSTRACT The Joint Africa–EU Strategy (JAES, 2007), aimed to break with the traditional donor-recipient relationship between the EU and Africa and to develop a true partnership. This paper investigates whether the JAES has succeeded in this aim. Particularly, it focuses on the principle of equality, defined as a situation where the more powerful partner does not impose its will on the less powerful partner. Empirically, it investigates the thematic partnerships on peace and security and democratic governance and human rights. Based on a review of primary and secondary literature and 32 expert interviews, the paper argues that the EU has overall treated its African counterparts as equal partners in these thematic partnerships, namely by respecting ownership and jointly deciding on what to discuss in the partnership. Nonetheless, divergences based on differences in interests and values have in some cases led to the perception from African partners that the EU did not treat them as equals. 相似文献

Using evidence‐based methods to help divorcing families requires the combined best efforts of legal professionals, courts, judges and administrators, mental health oriented service providers, and university researchers. Collaborative program development, implementation, and evaluation involve a complicated process of negotiation between professionals, yet this process is hardly ever described. The current article describes the processes we underwent in forging an alliance of researchers from Arizona State University's Prevention Research Center with professionals from the Maricopa County (Arizona) Family Court, a collaboration that involved a true dialogue and cooperation from the earliest stages and continuing throughout the project. A Community‐Based Participatory Research model was the underlying basis for our partnership; its lynchpin device was a Joint Planning Committee. 相似文献

This article discusses the use of community partnerships to produce civic engagement. In two undergraduate courses during the Fall 2016 semester, students created products that met the stated needs of local nonprofit organizations. Students indicated a positive reaction to their experiences in qualitative assessment instruments, and the community partners were appreciative of students’ output. Given the semester-long timeframe of the projects, it is unknown whether they will lead to greater civic engagement on the part of students or the communities in which the projects took place. 相似文献

在人类历史的长河中,民事伴侣的地位在不同的时代及不同的文化背景中虽有所不同,但总体而言是被禁止、被压制或被忽视的.然而,自20世纪末至今的短短不到20年的时间里,民事伴侣关系已在5个国家获得完全法律认可,在16个国家的全国范围内及6个国家的部分地区获得承认,民事伴侣平权运动取得了前所未有的进展.在5个法律认可民事伴侣关系的国家中,荷兰、比利时、西班牙及加拿大采用了婚姻式立法模式,即承认民事伴侣关系为婚姻关系,并适用婚姻法的相应规定.而英国则采用了伴侣式立法模式,即制定<民事伴侣关系法>以规制民事伴侣关系,从而创设了一种在形式上不同于异性配偶身份的新的民事伴侣法律身份. 相似文献
