This paper examines the Chadian government’s overwhelming preoccupation with state security, rather than individual security, as evidenced by its huge expenditure on arms rather than on poverty-alleviating development projects following the unprecedented influx of petrodollars in the years since production began in 2003. This overemphasis on state security demonstrates a mismatch between the availability of natural resource wealth and ongoing low levels of socioeconomic development in Chad. The country has instead used its enormous oil wealth to boost its standing in the turbulent Central African and Sahelian regions where terrorism is rife. The country’s international diplomacy, which consists of deploying its well-equipped military in international peacekeeping missions and in the fight against terrorism, is a strategy of achieving international recognition while simultaneously diverting the international community’s attention from the country’s democracy deficit and poor human rights record. Internally, authoritarianism and political instability are accompanied by conflict, poverty and underdevelopment, which in turn perpetuate the challenges facing the country.  相似文献

Recent research reveals that nearly one-third of ethnic civil wars since 1945 have been “sons of the soil” (SoS) conflicts that pit indigenous populations against internal migrants. Despite important differences across SoS conflicts, many share a common trait as they often escalate during elections. While scholars have examined the causal mechanisms behind electoral violence, the relationship between elections and SoS conflicts has been overlooked. By examining a wide range of cases, the article breaks with previous research that privileges in-depth case studies of SoS conflicts with high levels of violence. Using insights from recent fieldwork in Côte d'Ivoire, Ghana, and Indonesia, the article sheds light on the causal dynamics that link elections and diverging levels of SoS conflict. In so doing, it illustrates how the severing of patronage networks and the shifting balance of power towards migrants create fertile contexts for political elites to instrumentalize local grievances. Elections are thus more likely to produce violent SoS conflicts when elites (at both the national and local levels) are able to mobilize supporters by playing upon these grievances, often through the politicization of citizenship and/or the ethnicization of the local sphere.  相似文献

Before Malaysia’s 2013 general election, one of the few remaining dominant coalitions in the world was aware it would struggle to retain power. A fledgling opposition coalition had inspired public confidence of its capacity to competently rule while public discontent with the ruling party was rife due to the ubiquity of patronage that had prevented the responsible implementation of policies. However, regime change did not occur. How does the protracted rule of Malaysia’s Barisan Nasional coalition, and the hegemonic party in it, the United Malays National Organisation, relate to debates over authoritarian durability, during a period when dominant parties struggle to sustain power? Malaysian elections have been free enough that the opposition has been able to obtain and retain control of state governments, so why has Barisan Nasional not lost power? This article reviews the 2013 election examining three issues: the significance of coalition politics; how policies have shaped voting trends; and the growing monetisation of politics. These perspectives provide insights into the institutional structure of coalitions and their conduct of politics, including clientelistic practices, forms of mobilisation and governance and the outcomes of policies introduced to address socio-economic inequities and drive economic growth.  相似文献

Abstract

This article looks at the reasons the People’s Action Party (PAP) secured its decisive victory in the 2015 general election. The discussion examines the impact of the campaign and pre-election period on voting behaviour. While the opposition’s performance before and during the campaign reactivated its core supporters, the PAP’s control of the political narrative, rejuvenation of its grassroots machinery and effective use of resources provided an advantage that was instrumental in their electoral success. Most Singaporeans had decided how they would vote before the campaign began. Despite perceptions that the election was about the economy and the nationalist rhetoric associated with Singapore’s 50th anniversary and the passing of statesman Lee Kuan Yew, the argument in the paper suggests that the 2015 election provides insights into the breadth of clientelist politics in Singapore and how important state patronage and the control of the state are for holding on to political power in the city-state.  相似文献

This paper explores the Workers’ Party government's attempt to use anti-poverty policy to disrupt rural patronage, and the implications of this effort for theories of patronage. I argue that state officials and race-based activists implementing President Lula's flagship ‘Zero Hunger Program’ (2003–2005) turned mundane program exercises into pilgrimage rites in an effort to build lateral solidarities among Afro-Brazilians and undermine their vertical patronage alliances. The partial success of such efforts suggests that there are circumstances in which vertical and horizontal alliances are compatible, and that investigating this compatibility entails consideration of local categories of exchange.  相似文献

Using informal network analysis to understand ZANU PF politics, the key significance of the Inclusive Government (IG) is twofold. First, competition between ZANU PF and the ‘opposition’ parties in the IG helps informal networks to cohere sufficiently to run a parallel government that effectively sabotages the IG. Second, the parallel government itself operates to a significant degree through informal networks, further entrenching this form of politics. Informal networks that rely on violence and patronage – or consent and coercion – capture the dynamic shaping contemporary politics in Zimbabwe.  相似文献

ABSTRACT

How do ruling political parties accommodate their members’ demand for access to state patronage with a push for merit-based bureaucratic reform? I argue that political commitment to reform is contingent on electoral calculations within the party. Therefore, distortions in reform implementation reveal not only dynamics within the party itself, but also the significance of appointing the right bureaucrats to the right posts to regulate access to patronage. Drawing on qualitative fieldwork in Punjab, I contextualise political commitment to bureaucratic reform to provide an explanation for their unsustainability and for persistently low state capacity in countries with weak, patronage-reliant parties.  相似文献

This article presents an alternative theoretical framework to account for the political transition in Indonesia in 1998. Challenging the mainstream literature, which focuses on the presumed significance of civil society, the article claims that so-called democratization in Indonesia offered a mechanism through which to reorganize the distribution of patronage within the state. The transition was caused not by assertive civil society but Suharto's excessive centralization of patronage networks, which had the effect of alienating a significant proportion of the regime elite. Against this backdrop, democratization facilitated a decentralization of previously centralized patronage networks and a redistribution of spoils within the state towards elites that had been excluded from Suharto's inner circle.  相似文献

The article discusses the limits and possibilities of school empowerment within education systems plagued by pervasive patronage politics. The analysis focuses on reform initiatives implemented by Brazilian sub‐national governments throughout the 1980s and 1990s to allow for the election of school principals by parents, teachers and students. Until the implementation of this reform, state and local authorities had relied on the school system as a source of patronage resources, and principals were nominated according to political criteria. The new system of democratic school management was expected to undermine this patronage‐based system and foster community participation in school decisions. The article relies on secondary evidence to assess the impact of school elections in what concerns the participation of parents, students and teachers in school affairs and the relationship between schools, party politicians and education administrators. It concludes that high levels of social inequality and the lack of a universalistic and effective system of welfare provision constitute serious obstacles to the empowerment of disadvantaged groups in developing societies such as Brazil. On the other hand, the article argues that school empowerment has the potential to undermine resilient patronage structures, by introducing universalistic mechanisms of decision‐making and making school administrators more accountable to their constituencies. Cambodia’s youthful population is significantly responsible for a recent unexpected decline in the popularity of the Cambodian People’s Party, which has governed since the end of the Khmer Rouge regime. This increasingly young electorate has lived through an era of peace and openness with regular multi-party elections and impressive economic growth resulting in rapid structural change in the economy. Compared to their parents’ generation, this younger generation is better educated, highly mobile, aspires to salaried employment, and is well connected to new sources of information and technology. Because of this, their expectations, aspirations, opportunities, as well as challenges they face are remarkably different from those of older generations. However, Cambodia’s institutions of governance, dominated by personalized and patron–client networks that have been propped up by the ruling elite, has effectively marginalized this emerging youth population. This marginalization from political and economic resources has produced alienation and discontent, which represents a significant political problem for the ruling party’s political strategies.  相似文献
