After the Working Group on Climate Change and Development recognised the challenge that climate change poses to development, a number of environmental and aid, trade and development organisations formed a new politically active coalition, Stop Climate Chaos (SCC), to demand that stronger climate laws be adopted in the UK. The coalition now frames the issue of climate change as a ‘global climate justice’ one, emphasising the severity of the issue for people in poor countries, who will suffer the worst consequences, but have contributed least to it. The extent to which SCC member organisations address climate change as a global justice issue is explored through a content analysis of their websites, and a survey of participants in the SCC I-Count march, London, 3 November 2006. There is certainly evidence that environmental organisations are ‘facing South’, just as aid, trade and development organisations are ‘turning green’.  相似文献

Post-conflict elections are called upon to advance the distinct processes of both war termination and democratization. This article examines the patterns in seven cases where elections served as the final step to implement a peace agreement following a period of civil war. Such elections are shaped in part by the legacy of fear and insecurity that persists in the immediate aftermath of a protracted internal conflict. Comparative analysis suggests that interim regimes in general, and electoral administration in particular, based on joint problem solving and consultation may ‘demilitarize politics’ and help transform the institutions of war into institutions capable of sustaining peace and democratization. In Mozambique, El Salvador and, to an extent, Cambodia, processes to demilitarize politics prior to elections created a context that allowed the elections to advance both peace and democratization. In the other cases, politics remained highly militarized at the time of the vote, leading either to renewed conflict (Angola) or the electoral ratification of the militarized institutions of the civil war (Bosnia and Herzegovina, Liberia, Tajikistan). Interim electoral commissions provide an important opportunity to demilitarize politics by building consultative mechanisms and norms that increase confidence in the peace process and the legitimacy of the post-conflict elections.  相似文献

Since the conclusion of the peace accords in 1992, Mozambique has undergone several changes in the field of governance and institution-building. One key aspect of such reforms, strongly promoted by donors in peace-building contexts, has been the agenda of decentralisation and local governance, which has entailed political devolution in selected municipalities, and deconcentration and the creation of local councils in the rural districts. This article examines this agenda and its implementation focusing on two domains. First, it discusses the different interests that have shaped the political decisions taken on this agenda at the national level. Second, it examines the case of the local councils in the district of Angoche, critically debating the extent to which they epitomise the increase of local representativeness and, thus, whether or not they enhance bottom-up dynamics of governance. I argue that the limited effectiveness of such reforms in Mozambique reflect the inherent contradiction between the strong top-down dynamics that shape this process and the bottom-up effects that it aims to promote.  相似文献

Conflict management in the context of ethnic boundaries and a history of inter-ethnic violence remains a challenge in a range of socio-economic contexts. Conflict management in remote rural areas within developing states where state presence and capacity is relatively weak amidst a background of prolonged and ongoing inter-ethnic violence is particularly challenging. This article examines a case of successful bottom-up efforts to manage conflict at the micro level in northern Kenya. Focusing on the so-called siege of Loregon and its aftermath, this case study describes dynamics on one part of the ‘border’ between Turkana and Pokot ethnic groups, examining the causes and consequences of this violent episode, with a particular focus on recent successes at the local level in managing conflict and as a consequence in reducing the likelihood of future violence in a particular locality, despite ongoing violence in other parts of the interface between Turkana-Pokot ethnic groups.  相似文献

Kenyan business was important in mitigating episodes of election violence in 2007–2008 and 2013. This article finds that this role was motivated by the ethical and moral commitments of key business leaders to further peace in times of violence; and by interests in preventing future economic loss. However, by adopting a lens that situates business roles in violence prevention and peace-building within Kenya’s conflict systems and political economy, the article finds a paradox: this lens confirms the Kenyan ‘success story’ with respect to specific violent episodes; but it also reveals a much more limited role for business in transforming the underlying sources of conflict; especially when these are congruent with key business fundamentals connected to land ownership, property rights, export-oriented production or services, or a ‘limited’ access order. Overall, the article highlights that business should leverage its comparative advantages within broader multi-stakeholder coalitions, especially in terms of its ability to influence political leaders, entry-points for informal dialogue to diffuse crises and capital to support peace-building initiatives.  相似文献

This article examines the Buddhist peace movements in Cambodia, which are being revitalised after a long silence since the late 1990s. Specifically, it explains how Cambodian Buddhist monks develop and maintain their normative legitimacy and connection with civilian followers by focusing on their approaches to four types of resources: religious authority, cultural knowledge, social networks, and new communication technology. Through the analysis, the study aims to offer empirical examples of religious leaders’ strategies for promoting peace activism and to demonstrate an ideal type of locally owned peace-building promoted in post-conflict contexts, both of which are rarely available in the existing literature.  相似文献

Peacekeeping today has become ever more complex reaching deep into conflict affected societies aiming to facilitate social, economic and political transformative processes in order to establish sustainable peace. However, most quantitative studies evaluate mission effectiveness only in terms of conflict abatement. This leaves a substantial assessment gap. Therefore this study explores the effects of multi-dimensional peacekeeping by using 12 governance indicators. The article finds that its ambitious goals have largely not been fulfilled. Although there are measureable effects on national security and political participation, in other areas such as personal safety, human development or public management the impact is minimal or non-existent. In order to explain variation across cases and indicators we are testing four intervening variables: the type of peacekeeping mission, the amount of resources allocated, the relative size of civilian and police units per missions and the relationship between personal safety and governance indicators.  相似文献

ABSTRACT

Large-scale infrastructure in conflict-affected states is often seen as a crucial means to pursue economic growth, poverty reduction, and increasingly, peace-building. Legitimated by an emergent ‘Business for Peace’ agenda, a variety of private actors now also engages in such infrastructure projects. The Virunga Alliance is such an initiative which aims to tackle the interlinked problems of poverty, conservation and conflict in the east of DR Congo through commercialised hydro-power. To take stock of the politics unfolding around such infrastructure efforts, this article analyses the Virunga Alliance as a form of ‘technopolitics’. This entails tracing how current is generated, distributed and consumed, and how these processes generate new sites of power and control. In describing how Virunga offers a centralised, more concentrated supply of electricity as an alternative to the decentralised charcoal circuit, we show how electrification contributes to the expansion of a form of capitalism that prioritises big businessmen over small farmers, facilitates rent-seeking by political elites and amplifies social inequalities in Congo.  相似文献

The post-Taliban democratic reforms in Afghanistan were in part a recreation of the past. Afghanistan has had six constitutions between 1923 and 1990, and most have provided for national assemblies and elections in one form or other. Yet the degree of foreign involvement in the most recent reform process was unprecedented. The heavy foreign hand contradicted the promise of national autonomy, representation, and fair process held out by the democratization agenda. By implicitly devaluing the institutions it sought to promote, the democratization process has also had potentially counterproductive effects. Moreover, while promoting democratization, Western governments simultaneously created a state so dependent on external support that it deprived the critical institution of liberal democracy – the legislature – of its meaning. The logical response of the national assembly has been to engage mostly in politics with symbolic or nuisance value. This study focuses on three areas of political reform: the structuring of the interim administration, the promulgation of a new constitution, and the establishment of the legislature.  相似文献

In her lecture, ‘Are women peaceful?’, Professor Hilary Charlesworth outlines what she perceives to be the current orthodoxies of the international women and conflict discourse. These include assumptions that women are natural peace-builders, suffer more from conflict, have a right to participate in peace processes, and that gender should be mainstreamed. Based on Charlesworth’s analysis, the authors argue that wars and peace processes are inherently gendered affairs and as a consequence a focus on equality or mainstreaming of gender remains challenging. The authors also note that although equality is a useful platform for ensuring women’s participation in peace processes, feminists should not expect equality arguments to do more than they were designed to do, that is, to ensure seats for women at decision-making tables. Ensuring that women can put forth their concerns and that they are listened to demands a different set of tools.  相似文献
