情报引导与绩效管理的双重警务机制--美国纽约市警察局CompStat模式评述

CompStat模式自从在美国第一大警察局——纽约市警察局诞生以来，便以其在情报引导与绩效管理方面的显著作用而引人注目。拟就这两个层面，对这一模式产生之初的情况与现在的发展状况进行梳理，并对该模式将来的发展方向进行探讨。     

政府绩效管理：当前的实践与未来发展路径

政府管理改革的绩效化取向已经成为各国政府治理的一个必然趋势,中国的实践在地方层面取得较多的突破和经验：绩效评估开始转向绩效管理,向统一规范的方向发展、强调公共服务和责任履行等等。但由于重评估轻管理、法制技术文化组织上的不足、相关体制改革的制约等问题,阻碍了政府绩效管理的推进与改善。鉴于此,应通过更多的实践,从地方入手提供法制保障、同步推进行政和财税体制改革等措施,实现真正意义上的政府绩效管理。     

Malaysia's government publishing house: a quest for increased performance through technology

Electronic publishing, which is the production of a book or an e‐book electronically, encompasses all processes involved in the production such as electronic communication, production, authoring, submission, reviewing, transfer and output. This study examines a radical transformation process to turn a conventional sector into an electronic sector. Studies were carried out in a government run publishing house in Malaysia, where the course of the public sectors and the interests of the private sectors meet. Factors that hindered progress, such as data management issues and transparencies are identified, and suggestions made to overcome them. Some concerns over disruption, such as creative destruction, often viewed as negative and destructive were identified with the introduction of technology. As disruption is also considered as one of the main hindrances in innovation, the study focuses on determining other effects of disruption on transformation. Business and management strategies are combined and a system that could increase performance and efficiency in the sector is proposed. However, the main concern in e‐government efforts will have to be looked into from the root issues expanding from top level management to users and an innovative platform furnished with knowledge and skills at all levels. 当前道德滑坡的一个主要原因是社会中的种种制度安排客观上使得遵从道德的行为成本过高,而违反道德的行为需要付出的代价太小.同时"蹂躏道德"现象值得警惕.要实现道德的重建,就必须发挥社会中多元的力量,从制度上减少遵从道德的行为的代价和成本,并注重自上而下的道德示范.     

Disentangling the Effects of Bounding and Mobility on Reports of Criminal Victimization

Replacement respondents who move into NCVS households after the initial bounding interview can introduce measurement error since their reports of victimization may be influenced by their mobility (actual experiences) and by their unbounded interview status (response error). Which of these factors affects reporting is unknown and is the focus of this research. The availability of incoming respondent data from the NCVS School Crime Supplement and mobility status from the NCVS provides a unique opportunity to study these effects separately. Both bounding and mobility were found to influence reporting; however, this influence was not consistent. Unlike findings from past research, bounding only had significant effects on reports of property victimization. Conversely, moving only significantly affected reports of violent victimization. As this study is the first to disentangle the effect of unbounded interview status from mobility on reports of victimization, the findings emphasize the need for further research to better understand these issues.     

Speaking the City: Punishment,Performance and the Perception of London’s Public Space 1780--1840

The paper contends that in order to understand the role of punishment within the Georgian city we must challenge our own perceptions of space. A key difference I suggest between the Georgian and the modern city was that in the former most of the city space had yet to become functionally specialised. The competing demands placed upon it had not yet been, in the main, resolved by municipal authorities; since they were not, as yet, inclined to think in terms of functional efficiency. Consequently, punishment existed as but one activity, embedded within a general culture of public performance. Execution in particular, depended for its efficacy upon the creation of intense nodes of experience within the realm of the ordinary and found its place within a wider system of communication between the orders based upon the notional equality of violence. It was then, owned by the public in a way that was soon to be repudiated. That repudiation was, I suggest, inextricably connected with a reformation of urban space, which was in part motivated by the challenge to public order posed by popular radicalism and which was substantially driven by the application of principles of subjugation and manipulation derived from liturgy and religious practice. It was, I suggest, the subjugation of public space and the suppression of popular performance that in turn necessitated the re-conceptualisation of one of its elements, that is to say, punishment. Punishment was re-conceptualised by disenfranchising those who had formerly owned it in return for the offer of a new, but largely fictitious, form of social ownership of public space.     

从英美经验看政府成功绩效管理的制度安排

绩效管理是英美等国政府再造中的一个重要的改革工具,对提升政府绩效起了积极的作用。但政府再造本身是一项复杂的系统工程,绩效管理要发挥其效用,还有赖于一系列配套的制度安排,以形成"制度合力"。

人类文明已进入21世纪,迎来了知识经济时代,不断涌动的知识经济大潮对党员干部素质,尤其是领导干部素质提出了更高的要求,而领导干部素质的高低又直接影响到新世纪我国社会主义市场经济的发展进程,因此,应找到切实提高领导干部素质的具体途径。     

新型饲料添加剂喹羟酮对肉鸡生产性能和蛋白质代谢的影响

研究了喹啉类添加剂和不同浓度梯度喹羟酮对肉鸡生产性能和蛋白质代谢的影响。结果表明,喹羟酮和喹烯酮显著提高了肉鸡日增重、采食量和饲料转化率;对肉鸡血浆总蛋白和白蛋白含量无显著影响;明显提高了肉鸡肌肉中RNA和DNA含量。在肉鸡日粮中添加50mg/kg或75mg/kg喹羟酮可显著提高肉鸡日增重、采食量、饲料转化率和粗蛋白的表观利用率,可显著降低小肠重量。上述结果证明,喹羟酮可促进肉鸡生长,有利于氮的利用。在基础日粮中添加50mg/kg喹羟酮可获得最佳效果。     

对警察人力资源绩效管理的思考

我国现行警察行政管理体制内部人力资源管理推行绩效管理十分迫切。绩效管理是一个完整的系统,它能使管埋行为更加科学化、规范化、效率化,提高管理效率,从而达到人事管理的科学化,提高警队战斗力的目标。
