Carey and Harris present the concept of adaptive management as a practice for supporting effective collaboration, suggesting that performance information be used to modify actions. They observe that end‐outcome performance information is less useful because of long delays between actions and effects, and recommend instead that the performance information should concern the collaborative process itself. The New Zealand government has followed a similar path to the Australian journey described by Carey and Harris. First, New Zealand tried using end outcomes to drive collaboration. Then, New Zealand tried using process measures, but found that the resulting collaboration lacked purpose and urgency. More recently, New Zealand has found great success in using intermediate‐outcome measures to drive adaptive collaboration: measures with intrinsic value, but short delay between action and effect. We echo Carey and Harris’ call for adaptive collaboration, but write to suggest that intermediate outcomes, rather than process measures, may drive more purposive management.  相似文献

This paper scrutinizes how greenhouse gases are ‘pacified’ so that they can become tradable in the carbon markets. To advance the economization programme and other materialist frameworks, I argue that the existing literature does not pay enough attention to the diverse modes of carbon accounting and, in particular, carbon measurement – the most basic step – is overlooked and undertheorized. Drawing from the ‘critical metrology’ approach, I suggest that we need to take carbon’s diverse materialities seriously in the study of marketization processes. Some carbons are more cooperative than others. I, therefore, argue that it is important to conceptualize ‘pacification’ as a dynamic process that is mediated through materials of varying capacities as well as standards and technologies. The empirical case examined here concerns carbon measurement standards at coal-fired power plants – an ‘extreme case’ in the sense that coal is well-understood and relatively easy to measure. My findings indicate that, even for one of the most ‘cooperative’ carbons, measurement uncertainties are significant and pose challenges for the marketization of carbon emissions. While human actors work to cope with these uncertainties, the contours of the market are ultimately constrained by carbon’s materiality.  相似文献

Are politicians more likely to disagree with their party after an electoral defeat or during a spell in opposition? If so, are they likely to advocate a more moderate or a more radical position than their party? In order to evaluate this, the article analyses the absolute distance between candidates for parliament and their parties on the left–right dimension. The sample used consists of 5614 politicians from 11 countries (Comparative Candidate Survey). Controlling for party system differences and individual characteristics, the results demonstrate that politicians take more moderate positions than their party after an electoral defeat. Also politicians of government parties are surprisingly more likely to disagree than politicians of opposition parties. These results overlap with predictions of party position shifts and inform the discussion on how intra-party dynamics bring about changes in party position. In addition, the article finds evidence of loss aversion, and differences in the responsiveness of elite and non-elite candidates.  相似文献

Performance management (PM) has become a key instrument in the quest to ensure optimal operations by organisations in the public sector. Some scholars, though, believe that PM has failed because of employees' negative perception and management's exclusion of employees from its development. Studies on the relationship between employee perception of PM and its effectiveness in the public sector are limited. We argue that management must value employee perception more highly than they do at present because it is unlikely employees would be willing to take an active part in implementing a change with which they disagree or that they see as having no value. This study examines the effect of employees' perception on the institutionalisation and implementation of PM in developing countries, with specific reference to Ghana.  相似文献

我国劳动关系公共服务是与劳动关系市场化进程相伴而行的。劳动关系公共服务的目标空间是促进劳动关系规范的建立、有序运行、合理调整和矛盾化解。为了更好地提供劳动关系公共服务,在内容设计方面,应做好公共服务的内涵界定、服务主体转换、服务边界设定、服务项目设计、服务项目确定等工作;在供给机制方面,应采用政府主导下的间接供给方式,即由政府委托或与市场及社会组织合作,提供公共服务;在评估机制方面,应将数量、实施效果、公平性等因素进行综合考量,加强过程监管与评估验收,以确保公共服务供给绩效。  相似文献

Prior research has shown that winning or losing elections matters. To account for this pattern, it is argued that winners can expect their preferred policies to be implemented and experience the psychological gratification of winning, whereas losers have to accept disliked policies in addition to the psychological distress of losing. In an attempt to better understand the mechanisms underlying the dynamics of winners' and losers' democratic support after elections, this study aims to separate the influence of policy performance and psychological gratification. Using panel data from the 2017 German federal election, we show that policy congruence with the government increases voters' democratic support whether they voted for the government or not, suggesting that policy congruence is more important than winning the government in securing losers' democratic support. We find no independent effect of psychological gratification; however, the evidence suggests that winning the government affected voters’ democratic support independent of the two tested mechanisms.  相似文献

Ensuring universal and affordable water supply is a central objective of government. An efficient water supply sector plays a primary role in ensuring this objective is met. Scale economies and capital-intensive immobile assets means monopoly emerges as the dominant organizational form, and when combined with an essential character, a strong case exists for economic and technical regulation. Yet diversity in water service provider scale means economic regulation, which is costly, is not always viable. A comprehensive performance monitoring and reporting regime for water service providers is thus crucial. It is crucial for oversight of unregulated entities, and for regulated entities in generating competition by comparison. In this article, we undertake an expansive literature review and summarize approaches to performance measurement by the water industry. Academic literature reveals researchers have centered their approach using comprehensive methods such as data envelopment analysis and stochastic frontier analysis. With the exception of the Victorian Essential Services Commission, the Australian Industry persists with partial indicators. Given water and sewerage price increases of more than 100% in real terms from 2005 to 2014, we find a strong case for implementing advanced methods to address the task of providing a holistic picture of utility performance.  相似文献

Abstract

Organizational identity is an important concept in organizational theory, as it can contextualize the behavior of organizations and members. The literature presents divergent perspectives on organizational identity: some studies have characterized organizational identity as constrained by institutional forces, whereas others have contended it is socially constructed by organizational members. Studies have largely focused on the former perspective, measuring organizational identity by sector affiliation; the latter approach has rarely been empirically tested. Therefore, in addition to sector affiliation, this article proposes a different approach to operationalizing organizational identity by examining hospitals’ mission statements. The study also examines which of these dual forces have more predictive power regarding organizational performance. Together with hospitals’ sector affiliation, we test how the presence and frequency of mission statement language regarding access, cost, quality, or unique organizational values affect hospitals’ various performance metrics. Regression analyses with 172 acute hospitals in Florida reveal significant relationships between types of mission statement content, sectors, and performance indicators.  相似文献

This paper offers an analysis of the Oprah Winfrey talk show's success as emanating from an ideal typical form of branding that we term “dynamic branding”, in which the gap between production and consumption is almost entirely bridged. Oprah has managed to maintain a dynamic relationship with her viewers based on multiple feedback and feed-forward processes in which consumers' concerns are immediately translated into Oprah's performed identity in her talk show. Such an ongoing exchange of information with her viewers was the basis for Oprah's performance of her own self as a “failed self” embattled with the problems of everyday life, thus creating an equalitarian relationship with her audience. The success of Oprah's brand identity thus derives from its content as much as from the mode of its construction, a mode which involves an intimate and adaptive relationship with consumers that enables Oprah to immediately respond to and incorporate viewers' concerns, values and norms. This paper analyzes in detail Oprah's performed identity with analytical tools informed by linguistic anthropology and brings it into conversation with contemporary branding theories.  相似文献
