This article examines citizen participation in Lebanon. Specifically, we apply the International Association for Public Participation Spectrum of Public Participation (2007) and use survey, interview, and archival data to understand how and why Lebanese government agencies use citizen participation. In addition to reviewing survey data, we present short cases about citizen participation in the three Lebanese agencies. Our findings indicate that the majority of public agencies in Lebanon use basic forms of citizen participation that span the inform-consult categories on the IAP2 spectrum. The article concludes with a discussion about the challenges of and prospects for citizen participation in the Lebanese public sector. 相似文献

Abstract This article aims to help communication practitioners know which cultural dimensions are associated with communication satisfaction. The meta-theoretical framework is the Excellence Theory of Public Relations and Communication Management (Dozier, Grunig and Grunig 1995, 35). The conceptual theoretical framework; cultural dimensions by Geert Hofstede (Hofstede and Hofstede 2005, 39) and communication satisfaction by Downs and Hazen (1977, 68) and Gray and Laidlaw (2004, 427) fit into the Excellence Theory of Public Relations and Communication Management. The research design was a quantitative survey with an online questionnaire as a data collection method distributed among a random sample. Validity was improved through pilot tests and the sampling technique. In terms of reliability this survey's scores sufficed as accurate and consistent, scoring above the acceptable score of 0.7 (Van Heerden 2001); 0.72 for national culture and 0.83 for communication satisfaction. Regression analysis was used to analyse the relationship between cultural dimensions (independent variables) and communication satisfaction (dependent variable). The findings clearly showed that national cultural dimensions have significant relationships with communication satisfaction. The implication was that internal communication practitioners could now be informed about the dynamics of the interaction between the cultural dimensions prevalent amongst South African employees and internal organisational communication satisfaction. 相似文献

SUMMARY Breast cancer is a significant health threat for women and is currently the second-leading cause of cancer-related deaths in women. When breast cancer is diagnosed early in the disease process, the probability of survival is quite high, but when diagnosis is made at a later stage, mortality increases dramatically. Thus, early detection is crucial, and monthly breast self-exam (BSE) is recommended for all women over the age of 20. Despite this recommendation, adherence to BSE guidelines is quite low. The current study investigated the role of perceived susceptibility to breast cancer as it relates to the performance of BSE among a sample of community women. As hypothesized, a significant interaction between perceived susceptibility and age was found such that perceived susceptibility was significantly positively related to BSE performance for older women but was not related to BSE performance among younger women. Although there are certainly other variables associated with BSE performance, the implications of this particular finding for the design of interventions to increase BSE performance are discussed. 相似文献

ABSTRACTEffectively regulating the domestic Internet of Things (IoT) requires a turn to technology design. However, the role of designers as regulators still needs to be situated. By drawing on a specific domain of technology design, human–computer interaction (HCI), we unpack what an HCI-led approach can offer IT law. By reframing the three prominent design concepts of provenance, affordances and trajectories, we offer new perspectives on the regulatory challenges of the domestic IoT. Our HCI concepts orientate us towards the social context of technology. We argue that novel regulatory strategies can emerge through a better understanding of the relationships and interactions between designers, end users and technology. Accordingly, closer future alignment of IT law and HCI approaches is necessary for effective regulation of emerging technologies. 相似文献

当代西方福利国家的社会保障制度正从"黄金时期"转入"社会福利危机时期",对处于转型时期的我国来说,现行的社会保障制度也面临价值选择与制度重构的双重挑战。在统筹城乡发展与建设社会主义和谐社会的宏大背景下,社会保障的核心价值理念应从"反贫困、重效率"向"保障积极人权、追求社会公平正义"回归;社会保障的核心制度模式应当是发展型社会保障制度。建立发展型社会保障制度的关键是将国民的发展权置于首位,促进充分就业,使发展型社会保障与积极的就业政策之间呈现良性的互动。我国应依据上述原则和理念,构建社会保障制度的新机制。 相似文献

Current global climate governance is characterized by increasing institutional proliferation. Within the last 5 years several
non-legally binding initiatives have emerged, including (i) the Asia-Pacific Partnership on Clean Development and Climate
and various other public–private partnerships working on the policy implementation level and (ii) the Group of Eight Gleneagles
Dialogue on Climate Change, Clean Energy and Sustainable Development, and Major Economies Meeting on Energy Security and Climate
Change as high-level political processes. As a first step toward analyzing the relationship between these parallel initiatives
and the UN climate regime, this article looks at the negotiations of four UN-hosted climate meetings in 2007–2008, providing
an examination of the interaction of ‘soft law’ climate initiatives and the ‘hard law’ UNFCCC/Kyoto Protocol process. The
methodology of the study is based on participatory observations in the negotiations and document analysis of country and stakeholder
positions. The analysis shows that the current multitude of processes in global climate governance entails potential institutional
interaction. Deliberations of the key actors give some support to the claims of non-UN soft law being used to exert influence
on the negotiations on a future climate regime within the UN context.
