邓小平对党的领导实质与内涵的理论思考

在列宁对无产阶级执政党领导的本质、内涵的论述的基础上 ,邓小平在新的历史条件下进一步深入探索 ,对无产阶级执政党领导本质提出了“领导就是服务”的新论断 ,对无产阶级执政党的领导内涵即列宁所说的“政治领导”的层次作出了新的论述 ,从而丰富了无产阶级执政党领导理论 ,为我党领导体制的改革、社会主义民主政治的建设、依法治国的实现提供了理论基础。     

健全提高党的执政能力和领导水平制度的着力点

基于党的十九届四中全会精神,健全提高党的执政能力和领导水平制度,要聚焦坚持民主集中制、健全科学决策机制、改进党的领导方式和执政方式、完善担当作为的激励机制这四个着力点展开。坚持民主集中制,要围绕着善于集中正确的意见和正确地集中意见、坚决维护党中央权威和集中统一领导等展开;健全科学决策机制,要围绕着坚持民本决策、强化决策调研、深化决策论证展开;改进党的领导方式和执政方式,要围绕着健全“三执政”的制度体系,增强各级党组织的政治功能和组织力等展开;完善担当作为的激励机制,要紧扣为官“不想为”“不敢为”“不能为”,着力解决担当作为的深层次问题。     

How parties led by a woman redefine their positions: Empirical evidence for women's green,alternative and libertarian agenda

This article investigates how the sex of party heads impacts party positions and uncovers that parties led by a woman modify their stances on sociocultural but not economic debates. I argue that this pattern is a consequence of dissimilar gender gaps in policy preferences across the two ideological dimensions at the elite level. The empirical evidence, based on data for 19 developed democracies around the world between 1995 and 2018, reveals that parties led by a woman tend to emphasise green, alternative and libertarian issues. In particular, anti-growth, environmental protection and freedom and human rights become more prominent elements of party manifestos under women's leadership. Overall, these findings stress the importance of critical actors and the conditions under which the presence of women in political offices translates into responsiveness towards female citizens.

How Michael Foot Won the Labour Party Leadership

This paper examines the voting motivations of Labour parliamentarians in the final parliamentary ballot of the Labour party leadership election of 1980. By constructing a data set of the voting behaviour of Labour parliamentarians and by determining the ideological disposition of the 1980 parliamentary Labour party (PLP) this paper examines the ideological disposition of the candidates' vis‐à‐vis their electorate, and offers a challenge to traditional interpretations of how and why Foot was elected. The traditional interpretation has sought for explanations as to how a right‐wing dominated PLP elected a left‐wing candidate. Whilst citing the traditional interpretations of the impact of the impending Electoral College, mandatory reselection and the assumed weaknesses of the Healey campaign, this paper argues that there was considerably more left‐wing sentiment within the 1980 PLP in terms of economic management, defence and the Common Market, than previously considered. As such this paper suggests that, taken with the impact of the other factors, the victory of Foot should not be seen as that surprising.

党的十六大以来,以胡锦涛同志为总书记的新一代中央领导集体对党的建设提出了一系列具有创新性的理论观点,部署了新的实践。学术界对此展开了深入研究。这些研究梳理了新一代中央领导集体党建理论形成的基本脉络,归纳了其基本内容,概括了其基本特征,总结了其基本经验,为我们学习和领会新一代中央领导集体党建理论奠定了良好基础。     

村级女干部的“去女性化”:性别、社会性别和领导力

本文对村级女干部去女性化的现象进行反思,在为什么村级女干部会‘去女性化’?的问题导向下,从众多的影响因素中选取领导力(leadership)为切入点,提出假设:是不是因为女性的领导力低于男性,所以才会出现去女性化?通过借鉴国外对领导方式的2T分析框架,探讨村级女干部参与治理的应然和实然,即从应然上说,没有领导力效率的性别高低之分,只有工作类型的合适与否。从实然上分析,存在村级女干部去女性化的原因是观念、制度和现实的共谋。结论是在村级治理中,对男性化和女性化进行优势叠加的中性化是村级女干部的必然趋势。     

十六大以来中央领导集体党建理论的新发展

十六大以来,以胡锦涛为总书记的党中央坚持以马列主义、毛泽东思想、邓小平理论和"三个代表"重要思想为指导,在党的建设问题上进行新的探索,及时总结党建新经验,取得了一系列重大的理论成果。
