The role of new media in shaping the interactions of formal and informal leaders with their audiences is frequently misunderstood and often narrowly focussed on electoral processes and political competition. By weaving together strands of scholarship on political communication and political settlement while engaging with concepts of hybrid governance and leadership more prevalent in the African studies literature, this article takes a different, wider focus. We attempt to knit a framework that challenges normative assumptions on institutional communicative practices and considers the role of power, leadership and communications in both exacerbating and mitigating violent conflict in emerging and consolidating democracies. By bringing together disparate strands of scholarship that are rarely in dialogue, we question a characterisation that contrasts vertical mainstream media with more horizontal and inclusive social media, arguing that a more nuanced view of the political significance of these spaces is required, one that highlights their interplay and blurs the boundaries between online and offline. In doing so, the article places power at the centre of analysis to examine how entrenched relations of patronage can be left unscathed, transformed or even reinforced by networked forms of communication. 相似文献

Transformational leadership affects public service motivation, but little is known about the context dependency of this association. If citizen contact and, therefore, relative perceived impacts on others and society differ, the association between transformational leadership and motivation is also expected to differ. Analyzing public employees and their leaders from four organizational contexts, we find that employees have relatively higher perceived impact on others and are more user-oriented in contexts with high citizen contact. The association between transformational leadership and employee motivation also depends on employees’ perceived impact, implying that some fruit hangs lower than other when leaders try to increase employee motivation. 相似文献

Although there has been considerable commentary and debate relating to Indigenous political leadership, less attention has been given to the emergence of Indigenous leaders working to improve Indigenous prospects from within the worlds of community development, management, and administration. Based on in‐depth interviews with a cohort of emerging Indigenous leaders in these situations, we found that these leaders are producing their own style of leadership, drawing on their Indigenous identity as a resource, while negotiating the policy and other demands of white Australia. The style of leadership that is emerging has its own distinctive attributes, being more relationally based than is the norm. We suggest that these differences have an important cultural dimension, but also relate to the strategic and tactical challenges of managing ‘two‐ways’. We conclude that these characteristics may be difficult to recognise and reward in organisations where leadership is conceptualised in more instrumental terms. 相似文献

Targeted killings have become a central component of counterterrorism strategy. In response to the unprecedented prevalence of this strategy around the world, numerous empirical studies have recently examined whether “decapitating” militant groups with targeted killings is strategically effective. This study builds on that research program by examining the impact of targeted killings on militant group tactical decision-making. Our empirical strategy exploits variation in the attack patterns of militant groups conditional on whether a government’s targeted killing attempt succeeded against them operationally. In both the Afghanistan-Pakistan and Israel-West Bank-Gaza Strip theaters, targeted killings significantly alter the nature of militant group violence. When their leaderships are degraded with a successful strike, militant groups become far less discriminate in their target selection by redirecting their violence from military to civilian targets. We then analyze several potential causal mechanisms to account for these results and find strongest evidence that targeted killings tend to promote indiscriminate organizational violence by empowering lower level members with weaker civilian restraint. 相似文献

A large part of an individual’s leadership potential refers to innate personality traits which are brought out by relevant nurturing processes. Environment, favorable or unfavorable, interacts with these processes and impacts the flourishing of natural potential. Experience promotes the positive growth of innate potential that one possesses. Using data from India, this article looks into the systematic impact of public administrative training institutes on the development of top-tier civil servants. By comparing the performance of officers in public administration training academy possessing innate personality traits suitable for transformational leadership vis-à-vis innate personality traits suitable for transactional leadership, we test whether current training evaluation promotes transformational innate personality traits and suggests the implications. Interestingly, our mix-method study evaluating the entry-level induction training of public administrative leaders reveals that there is a gap between theory and praxis. 相似文献

To transfer power successfully at the top and prevent a leadership split during this process has always been extremely challenging for authoritarian regimes. Yet, power succession in China has demonstrated a high degree of stability in the past two decades. How did the authoritarian regime in China perform its leadership transition in an orderly and smooth manner? This paper argues that 30 years of institutionalization has resulted in the development of a power succession system with Chinese characteristics. By offering a large amount of primary and secondary data on Chinese elite politics, this paper analyses the institutional development of succession politics and its impacts on regime stability and legitimacy in China. The case of the Chinese succession system provides a dramatic example in understanding ‘authoritarian resilience’. 相似文献

While one can overstate the extent to which the Conservative party has changed since 2005, especially in the light of its response to the recession, the upturn in its electoral prospects is undeniable. Not surprisingly, the Conservative leader, David Cameron, is widely credited with turning around his party's fortunes. In fact, he started with several advantages over his predecessors: New Labour was well past its prime; the economy was running into trouble; and an increasingly desperate Conservative party was more willing to listen to the message that it needed to modernise and moderate. That said, Cameron has been crucial. His communication skills are unparalleled. Early success bought him time and 'permission to be heard'. Most important though, has been his determination-despite media criticism-to stick with a staged strategy focused on conveying change and a move to the centre ground while at the same time reassuring and dividing the Tory right. 相似文献

Much has been written about the arrival of directly elected mayors into the English political landscape. The responses of the councillors serving on those councils to the arrival of elected mayors, has by comparison, been neglected. Yet, the construction, by councillors of a new role as the guarantor of local political accountability within mayoral councils, requires councillors to develop new patterns of political behaviour which challenge long‐held assumptions about the role of the councillor as a political representative. The paper reports the findings of research conducted amongst councillors on England's mayoral authorities, which explored how councillors have responded to the arrival of an elected mayor and what mayoral government means for our understanding of the role of the councillor within English local government. 相似文献
